THE 25th INTERNATIONAL OPEN CARTOON CONTEST "JUBILEE"
REGULATIONS
I. GENERAL PROVISIONS 
1. The organizer of the open cartoon contest “Jubilee” (hereinafter referred to as the Competition) is the Cyprian Norwid Regional and Public Library. The Library is based in Zielona Góra at Aleja Wojska Polskiego 9, entered under number 6 in the Register of Cultural Institutions of the Lubuskie Region (hereinafter referred to as the Organizer). 
2. The co-organizer is the University of the Third Age in Zielona Góra, with its seat in Zielona Góra at Aleja Wojska Polskiego 9, entered under the number 13459 in the National Court Register (hereinafter referred to as the Co-organizer). 
3. The aim of the Competition is to select the best competition entries of satirical drawings, referring to the theme of this year's edition of the Competition. 
4. The Competition takes place on the terms set out in these Regulations and in accordance with generally applicable laws. 
5. The Competition is not subject to approval in accordance with the procedures set out in the Gambling Act of 19 November 2009. The Organizer declares that the Competition is not a game of chance, a raffle lottery, a mutual bet, a promotional lottery, the result of which depends on the case, or any other form provided for in the Act of 19 November 2009 on gambling. 
6. The Regulations of the Competition are available at the Organizer’s headquarters and on the website www.biblioteka.zgora.pl, as well as on the Competition’s website www.satyryczny.norwid.net.pl, www.cartoon.norwid.net.pl 
7. Sending a drawing to the Competition is tantamount to accepting all the provisions of these regulations. 
8. Participation in this Competition is voluntary and free of charge. 
II. RULES OF PARTICIPATION 
1. All competition participants must be adults with full legal capacity, involved in satirical drawing on a professional or an amateur basis, who have submitted an application form and any number of original drawings with a minimum A5 and maximum A3 format and made using any techniques, by 31st May 2023, to the Organizer's address:

"COMPETITION" 
2. Works that do not meet the conditions specified in Sec. 1 will not be admitted to the Competition. 
3. Participants of the Competition cannot include employees of the Organizer or Co-organizer, understood as persons employed with any legal contract, as well as persons who directly participate in the preparation or implementation of the Competition. Moreover, participants of the Competition may not be members of the immediate family of persons referred to in the previous sentence such as spouses, ascendants, siblings, relatives in the same line or degree as well as adopting persons. 
4. Only works that have not been awarded before may take part in the competition. 
5. Each work should be signed by the author. 
6. By participating in the competition, each Participant agrees to the free transfer of the works sent to the Competition to the Organizer and confirms that he is the author of the submitted works and that submitting them to the Competition does not infringe the rights of third parties. 
7. The participants agree to have their works published free of charge by the Organizer and Co-organizer. 
8. By their personal participation in the closing ceremony of the post-competition exhibition, the Participant agrees to the processing of their image through photographs, and to their availability to promote cultural events by the Organizer. 
9. The condition for paying the cash prizes to the winners is their personal participation in the closing ceremony of the post-competition exhibition or indication of the bank and account number to which the award amount is to be transferred. 
10. Participation in the competition as well as works and obligations related to it, including claims for a prize, cannot be transferred to third parties. 
11. The cost of sending the work is borne by the Competition participant. 
12. Works with the following content will not be admitted to the Competition: 
1) calls for racial, ethnic or religious hatred, 
2) material encumbered with the rights of third parties, including copyrights, 
3) material presenting a commercial offer or an advertisement for an institution/company. 
III. COMPETITION SCHEDULE 
1. Announcement and publication of the competition: March 2023. 
2. The deadline for submitting works: 31st May 2023
3. Proceedings of the Jury and announcement of the results of the Competition: by 30th June 2023. 
4. Opening of the post-competition exhibition: September 2023. 
5. The date of submission of works to the Competition is the date of receipt of the complete documentation (works and application form) by the Organizer. 
6. Works delivered to the Organizer after the deadline specified in Section III, Point 2 will not qualify for the Competition. 
7. The Organizer will immediately notify the Competition participants about the Competition results. 
8. The deadline specified in Section III, Point 2 may be changed in favor of the participants – it may be extended without the need to change these regulations. The Organizer shall notify participants about the change of the deadline in the manner specified in Section I, Point 6 of the Regulations. 
IV. JURY 
1. The Jury consists of cartoonists and persons practically and theoretically involved in art. 
2. The Competition Jury evaluates the entries and decides about awarding the prizes. 
3. The Jury selects works to receive awards/prizes by a simple majority of votes, in the presence of at least 2/3 of the members. 
4. The Jury has the right to finally distribute the prizes, change their amount and quantity. The Jury also has the right not to award a prize. 
5. When evaluating the works, the Jury will take into account, in particular, the artistic value of the drawing, its accuracy in interpreting the subject, and its humorous aspect. 
6. If the Organizer, Co-Organizer or members of the Jury, after or before the awarding of the prizes indicated in the Regulations, receive information that the work sent to the Competition constitutes plagiarism or in any other way violates the law or the provisions of these Regulations, the Organizer, as a result of the decision of the Competition Jury, has the right to: 
1) withhold the award or the handing over of the award until such doubts are clarified, 
2) make a decision not to award a prize in the Competition, 
3) demand the return of a prize already awarded. 
7. The Jury's decisions are final. 
V. AWARDS 
1. The Organizer will provide the following prizes in the Competition: 
1st PRIZE – 4000 PLN – funded by the Organizer 
GRAND PRIX – 5000 PLN + Statuette - funded by the Co-organizer 
SECOND PRIZE – 3000 PLN - funded by the Co-organizer 
THIRD PRIZE – 2000 PLN - funded by the Co-organizer 
2. Additionally, the Organizer will provide awards and special distinctions. 
3. Tax will be deducted from prizes in accordance with the applicable regulations. 
4. The organizer envisages the publication of a post-competition catalogue and the organization of a post-competition exhibition, and reserves the right to select drawings for the catalogue and the post-competition exhibition. 
VI. COPYRIGHT 
1. By entering the Competition, the Participant declares that they have full copyright to the work submitted in the Competition and that the work does not infringe any personal rights, copyrights or other rights of third parties. In the event of a third party with claims related to the work sent to the Competition, the Participant releases the Organizer from any obligations that arise in this respect, undertakes to join the Organizer in disputes related to this, and will cover the costs incurred by the Organizer in connection with claims of third parties related to the competition work. 
2. The organizer undertakes to respect the moral rights of the authors: in particular, to mark drawings with their names or pseudonyms. 
3. When the works are handed over to the Organizer, the authors of the works transfer to the Organizer proprietary copyrights free of charge and for an indefinite period and without territorial limitations in the following fields of use: 
1) employment in the statutory activities and any other promotional, advertising and information activities, 
2) recording and reproducing works – producing copies of the work using a specific technique, including printing, reprographic, magnetic recording and digital techniques, 
3) reproduction by recording on electronic media, 
4) public presentation and display at all open and closed events, 
5) disseminating works by marketing, lending, renting, exhibiting, displaying, as well as making the works available to the public in such a way that everyone can have access to it in a place and time chosen by them, 
6) publishing and disseminating in any promotional, informational, publishing and other materials using the works, 
7) posting on the internet. 
VII PERSONAL DATA PROTECTION 
In connection with the entry into force on 25th May 2018 of the Regulation of the European Parliament and of the Council (EU) 2016/679 of 27th April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repeal of the Directive 95/46 / EC, hereinafter referred to as "the Regulation", in order to fulfill the information obligation specified in Article 13 of the Regulation, we inform about the rules for processing personal data of contest participants and the rights of participants in this contest: 
1. The Organizer is the administrator of personal data of the competition participant. 
2. The Data Protection Officer is Rafał Wielgus, e-mail contact: iod@bhpex.pl, tel. : 68 411 40 00. 
3. Personal data of competition participants will be processed on the basis of the provisions of art. 6 par. 1 letter a of Regulation, 
4. Recipients of personal data of participants of the competition may only be entities authorized in justified cases and on the basis of relevant legal provisions. 
5. The data is obtained from the competition participant. 
6. Personal data collected during the processing will be stored for the time specified by law. 
7. The competition participant has the right to request from the Organizer as an administrator of personal data of the competition participant to access their personal data, the right to rectify them, remove or limit processing, the right to object to the processing. 
8. In the case of information about unlawful processing of personal data, the participant of the competition has the right to lodge a complaint to the supervisory body competent in matters of personal data protection. 
9. Providing personal data by the participant is voluntary. The consequence of not providing the required personal data will be the inability to take part in the competition carried out by the Organizer. 
10. Personal data of the participant will not be processed in an automated manner and will not be profiled. 
VIII. FINAL PROVISIONS 
1. The organizer reserves the right to change these Regulations: 
1) in the event of changes to the relevant legal provisions, 
2) in emergency situations that could not be foreseen in advance, 
3) in each case for the benefit of the participants. 
2. The Organizer reserves the right to cancel the Competition, in particular in cases such as the following: 
1) when no competition entry has been received, 
2) when no competition entry has met the conditions of these Regulations, 
3) when the works submitted to the Competition exhibit an unsatisfactory artistic quality. 
3. The organizer is not responsible for damage or destruction of the work during transport or loss of the parcel. 
4. The Organizer is not responsible for any providing of incorrect or false data by the participants, such as may prevent the transfer of the prize. 
5. In matters not covered by the provisions of these Regulations, the provisions of the Act on Copyright and Related Rights, the Civil Code and other relevant provisions of Polish law will be applied. 
6. Matters not covered by these regulations are settled by the Organizer. 
7. These Regulations shall enter into force on March 1st 2023.

Crazy Cartoonists 2023
RENEWABLE ENERGY
1 - THEME The Cultural Association Civitellarte and the Municipality of Baschi organize the (INTERNATIONAL) competition Crazy Cartoonists for humorous and satirical cartoons on the theme: "RENEWABLE ENERGY
2 - PARTICIPATION The competition is open to cartoonists from all over the world, without any territorial limits. 
3 - TECHNIQUES Up to three unpublished works, created with any technique, in color or black and white, in the maximum format of A4 (21x29.7 cm) can be submitted. 
4 - TERMS AND DEADLINES The works must be received no later than 24.00 on 1/6/2023 at the email address vignettistipazzi@gmail.com, in .jpg, .tiff, or .pdf format at a resolution of 300 dpi, along with the participation form (different for adults and minors, in the latter case, a parent must send the form on their behalf). NB: Individual files must not exceed 5 MB.

During the exhibition of the works, visitors will have the opportunity to indicate their favorite work to compete for the "1st Public Voted Prize". 
By participating in the competition, the authors assign the non-exclusive right to publish the works on any medium for promotional purposes without having anything to claim as copyright. 
Participants will receive the "CIVITELLARTE Crazy Cartoonists CATALOG" online with the collection of the best participating works. 
7 - EXHIBITION INAUGURATION On June 24th at 4:30 pm, the inauguration will take place at the Brizzi Hall in Civitella del Lago. During the event, important cartoonists from all over Italy will participate, creating caricatures and autographed cartoons, as well as selfies for the promotion of the initiative on social networks (Instagram, Facebook, etc.). The works participating in the competition will be exhibited in the Brizzi Hall in Civitella del Lago, while the cartoonists will be stationed for caricatures in Porta Todina, Piazza Umberto I, Porta Orvietana, all in Civitella del Lago. 
8 - AWARDS On June 25th, 2023, at 5:30 pm, in the Brizzi Hall in Civitella del Lago, the final awards ceremony will take place with the coveted presence of all participants.

Annual Cartoon Contest – Rules and regulation 2023
1. Participation 
All contestants will be admitted with no distinction made regarding nationality or age. There are two categories: 
• Youth category up to 15 years inclusive; 
• Adult category: 16 years and older. 
Both professional and non-professional cartoonists are allowed to participate in this contest. 
2. Theme 
The main theme is ‘Litter’. This year Amnesty International offers the best cartoon with the theme ‘Everyone has the right to a suitable home‘. 
3. Entries 
• Contributions have to be digital works. They shouldn’t contain an explanation of the drawing. 
• The digital works have to be sent in JPEG format with a minimum of resolution of 300 dpi (2480 x 3543 pixels). 
• Dimensions including any passe-partout 21 x 30 cm (A4). 
• Number of entries per contestant: maximum five for each theme. 
• You have to record your contact details through www.olensekartoenale.be
• You can sign up your participation from 1 July 2023. 
• The originals of the rewarded cartoons, your curriculum vitae and a photograph will be asked and must be sent to Community Olen, Dorp 1, 2250 Olen, Belgium within 2 days after the request of the organization. 
4. Property rights 
Prize-winning works will become the property of the organizer or theme sponsor. All works selected may be used by the organizers to promote the contest and the village of Olen. 
5. Evaluation 
The jury consists of artists, cartoonists and laymen. Decisions made by the jury cannot be challenged. 
6. Catalogue/Cartoon book 
Selected works will be considered for inclusion in a catalogue. The authors of these works will receive a free copy of the catalogue during the prize ceremony or it will be sent afterwards by mail. 
7. Deadline: 11 September (EXTENDED:) 12 September 2023 
The deadline is 12 September 2023 at 12.00 AM midnight. The entry form you can find on www.olensekartoenale.be where you also can upload your works. Do not sent your works to kartoenale@olen.be.

The 10th Cartoon Contest "De Geus" 2023, Belgium

TENTH CARTOON CONTEST “DE GEUS”
RULES 2023
THEME: ARTIFICIAL INTELLIGENCE
1. ORGANISER 
The cultural association ‘De Geus’ (based in Lebbeke, Belgium) holds every two years a cartoon competition. 
2. PARTICIPATION 
The competition is open to anyone aged over 18. 
3. ENTRIES 
The submitted works must not have received an award and must not yet have been published in Belgium. 
All graphic techniques are allowed. Text is not allowed. 
The cartoons are to be drawn on A4 format and 300 dpi (maximum of 3 MB per cartoon) for digital cartoons.

5. PUBLICATION RIGHTS

No correspondence with the jury will be allowed on its decisions. 
7. PRIZES 
The jury will award four awards.

The right to participate in the contest is open to cartoonists and artists from all over the world who submit at most 3 (three) cartoons on the topic of anti-war and understanding and solidarity between people and nations, which have not been awarded by any other international competition, A4-A3 formatted, while art technique is at the artist’s choice, including the electronic form, 300 dpi, with the original signature. Papers on the back or in the signature of the electronic form should contain information about the author (name, surname, year of birth, address, phone/fax, e-mail). 
On the back of the artwork or in the signature of the electronic form should be written data on the artist (such as: name, surname, address, phone/fax, e/mail.) 
The deadline for submission of works is August 18th, 2023
The jury session is to be held on August 25th and 26th, 2023.

NOTE: The International Salon of Anti-War Caricature had a great international promotion and affirmation. After the announcement of the winners, the presentation of awards and the opening of the exhibition in Kragujevac, the Salon exhibition is being set up in numerous cities around the world and in international organizations. The salon has visited more than 40 cities in 20 countries. Thus, the Salon exhibition was presented in the United Nations building in New York, in the exhibition premises of the European Commission in Brussels, Auschwitz (Oświęcim-Poland), the Festival "The World is Colorful" in Ingolstadt (Germany), Pitesti (Romania), the Polish cities of Bydgoszcz, Bielsko-Biała, Plonsk, Wielun, Toruń. The exhibition was also seen by the public in Mexico City, Limassol (Cyprus), Berlin and Dresden (Germany), Paris (France), Trijavna (Bulgaria), Sarajevo (Bosnia and Herzegovina), Skopje (Macedonia), Carrara and Monte Cassino (Italy). The 1st Kaktus Cartoon Award 2023, Austria

1st Kaktus Cartoon Award 2023
The School of Disobedience (Schule des Ungehorsams), founded by Austrian Cartoonist Gerhard Haderer, is together with Austrian law firm Haslinger / Nagele Rechtsanwälte announcing the first Kaktus Cartoon Award. 
A prize that is awarded to international cartoonists who take a critical and humorous look at our society. 
Cartoons are an important and effective tool to show political or social grievances. The drawings can be grasped quickly, bring complex content visually to the point and through their humorous and exaggerated presentation, and also be entertaining. 
With the Kaktus Cartoon Award we would like to promote this art form and give cartoonists a stage. 
Kaktus 2023 - CLIMATE CHANGE 
The first Kaktus Cartoon Award 2023 is dedicated to the topic CLIMATE CHANGE. 
We can see the effects of climate change everywhere - locally and globally. 
It is high time to change our behavior to avert the worst. 
Cartoons can make a convincing contribution by making grievances visible and comprehensible. They can inspire us to new ideas and solutions. 
The Kaktus will be awarded to the best artists with cartoons on climate change. 
Prizes: 1st place: 2.500 €; 2nd place: 1.500 €; 3rd place: 1.000 € 
Kaktus 2023 - CLIMATE JUSTICE 
As part of the Cartoon Award a prize will be awarded in the category "Cartoon & Law" donated by Austrian law firm Haslinger / Nagele Rechtsanwälte 
The Kaktus "Cartoon & Law" is dedicated to the topic CLIMATE JUSTICE 
Who is primarily responsible for climate change and who are the most affected? 
Does Law encourage or block the necessary transformation? 
Do protests work and do they make a difference? Is there justice? 
The Kaktus in the category „Cartoon & Law" will be awarded to the best artist with cartoons on climate justice. 
Prize: 2.500 € 
All cartoonists on this earth are invited to submit their best cartoons on Climate Change and/or Climate Justice. 
Our independent Kaktus Jury will determine the winners out of all submissions. 
The Award Ceremony will be held on 11th May 2023 at Schlossmuseum Linz. 
There will also be a Symposium on Cartoons & Law. 
A selection of the best cartoons will be shown in the Kaktus Award Exhibition at Schlossmuseum Linz, Austria which will subsequently be shown in Vienna autumn 2023. 
Submission 
Who can submit? 
Professional Cartoonists. 
Prerequisite for participation in the Award is compliance with requirements stated below and a minimum age of 18 years. Publications in the media are not a prerequisite for participation. 
What can be submitted? 
Own cartoons on "Climate Change" and/or "Climate Justice". Submitted cartoons will automatically be included in the submissions for both topics. 
How can I submit my cartoons? 
Cartoons can only be submitted digitally via our Upload-Button on Submission page.

Resolution: minimum of 300dpi with a dimension of minimum 10 x 10 cm per drawing (at a quality good enough for a presentation in the Award Exhibition) 
A maximum of three cartoons per person may be submitted. 
Each submitting artist must also fill out and sign the data sheet (Entry Form) for each cartoon. 
Language: Subtitles or text in speech bubbles must be written in German or English. If it is not possible to change the text in the cartoon, the translation must be entered in the data sheet (Entry Form). 
Submission Deadline: 
Submissions must reach us by March 31st 2023,11:59 p.m.

Introducing the "2. Immigration Cartoon Competition"! 
We are honoured to announce that the 2. Immigration Cartoon Competition is open now! The competition aims to use the art of cartooning to raise awareness and inspire thought about the struggles faced by refugees. We invite individuals aged 16 and over to submit original and creative entries addressing the refugee crisis. 
Theme: 
The "Humanity Cartoons" cartoon competition's theme is the immigrants' plight and the challenges they face. 
Prizes: 
The winning cartoon(s) will receive a cash prize, 
1. $1000, 
2. $750 
3. $500 
4. $250 
5. $100, 
6. Jury's Specials $100 (will be awarded to more than one participant) 
Deadline: 
The competition will run from 20/01/2023 to 01/05/2023 (EXTENDED:) 15/05/2023, and a panel of experts will judge the submissions.
