We present to all of you the convocation of the fifth edition that honors the Colombian caricature in the person of the teacher Ismael Roldán, on the tenth anniversary of his death.
Again this year we are supported by the Comic without Borders Exhibition of Pereira in its 19th edition.
ANNOUNCEMENT
ISMAEL ROLDÁN
Born in Cali (Colombia), March 19, 1964. At age 2 he is taken to Bogotá by his family and in life he finds the company of drawing. At age 14 he is seduced by the art of maestro David Levine who will later be his great mentor. He studied Graphic Design at the National University of Colombia and studied art in Spain, the Dominican Republic, England and the USA. There he personally meets Levine with whom he has a relationship as a teacher, a disciple who helps him improve his work and expand his professional graphic horizon.
His work was published in various media such as: Newsweek, Forbes, New York Post, Sports Illustrated, Wall Street Journal, The Washington Post, Upside, USA. News and World Report, Los Angeles Times, Business 2.0, Games, The Baltimore Sun, The Philadelphia Inquirer, Washington Times
In 2009, on September 15 he died in the USA.

Regulation
1) Open to all professional cartoonists in the world, preferably adults (18 years old). Deadline: September 8 (EXTENDED:) September 15 of this year.
2) There will be 2 categories, Graphic Humor and Physics Caricature
A .: Ismael Roldán physiognomic caricatures (no portraits).

2 SPECIAL PRIZES FOR COLOMBIAN AUTHORS:
"Graphic Recognition and Graphic Humor Noticartun Colombia" (Printed Diploma).
There will also be an "audience award" on facebook and instagram networks, for works with more likes, that have not already been awarded.
In addition, a virtual catalog will be designed to host the official contest site.
4) Each participant can present in the event a maximum of 1 work per subject but can only be awarded in one category and can be participated with black and white or color cartoons.
5) About the JURY:
They can participate with works but only as a collaboration and not for awards and can not be taken into account for awards work of family or people with whom they have current work commitments, if necessary.
6) The cartoons sent must have a maximum dimension of 30 x 40 cms. JPG, 300 dpi.
7) You can participate with cartoons that have already been published or previously awarded. The selected works will be online so that if in any case someone has a complaint about the originality of the work, the jury and the organization of the contest, they will review the case and select a new finalist work.
8) All the drawings presented must be made from original ideas drawn or painted, whether they are presented analogously (scanned) or digitally. Mo will accept memes, photographs, scanned photocopies, photomontages, collage.
9) Participants must send a short curriculum vitae in word, contact information (Name, surname, email, web or blog and country of origin of the participant) and a photograph or self caricature.
10) Each author owns their rights to their work and only authorizes the International Cartoon and Graphic Humor Contest NOTICARTUN COLOMBIA to use it in this online tribute and its promotional pieces or in possible exhibitions of cultural nature, without any economic retribution for the parts. Any problem with copyright will be assumed by the participant.
11) The International Cartoon and Graphic Humor Competition NOTICARTUN COLOMBIA, reserves the right to exhibit works that it understands may violate individual or collective rights.
12) Participation in the contest implies full and unreserved acceptance of these conditions.

Regulation for the 3rd FARTOON – Faro's Cartoons Exhibition 2019, Portugal

REGULATION
1 - FARO 1540 - Association for the Defense and Promotion of Faro’s Cultural and Environmental Heritage, organizes FARTOON – Faro's Cartoons Exhibition, whose works will be displayed in an exhibition at the end of the year.
2 – Participation in this Exhibition implies full acceptance of the conditions listed in this Regulation and the authorization to use the work(s) in this Exhibition and in future editions, in FARTOON extensions, promotions, publications and reproductions in any medium.
3 – All Portuguese or foreign citizens can participate in this Cartoons Exhibition.
4 – Only are accepted unpublished original works that can be black and white or color.
5 – Any graphic techniques are allowed and works measures should not exceed 42 x 30 cm (DIN A3).
6 – In 2019 edition, the contest theme is "Europe and the Migratory Phenomenon".
7 – Each competitor can participate individually or in teams to a maximum of 3 works.
8 - The enrollment in FARTOON should be formalized until 4th October 2019 and is free.

10 – For a correct submission should be sent:
- Work(s) on paper;
- Registration form, duly completed and signed;

- Declaration of the author of the work(s) accepting the conditions of this Regulation and authorizing the use of the work(s) at the Exhibition, in its future editions, in its extensions, promotions and publications, but with the authors’ knowledge.
11 – All works submitted for this Exhibition must be sent free of charge (postage or customs). In their packaging should appear clearly and prominently "NO COMMERCIAL VALUE / SEM VALOR COMERCIAL”. Works sent to be paid at the addressee will not be accepted, and its reception will be refused.
12 – The cartoons received will be submitted to a pre-selection, by the organization, and the competitor will be notified by e-mail if the work was selected to the Exhition mentioned in paragraph 1 of this Regulation.
13 – The Jury of FARTOON will be composed of 5 elements.
14 – From the jury's final decision there can be no appeal.
15 – There will be awarded 3 prizes by the jury.
16 – The Jury, according to the quality of the works presented, may or may not assign any of the prizes and/or assign Honorable Mentions.
17 – In addition to the award of diplomas, prizes mentioned in points 15 and 16 will have a symbolic character according to the partnerships established for this edition of FARTOON.
18 – All the works received for the Exhibition, which have been selected for display, or not, will not be delivered back to the competitors, becoming part of the estate of the FARTOON, and the organization will not use them for commercial purposes.
19 – The work(s) must have on the reverse the following information:
- Author's name and address;
- Title and year.
20 – In exceptional circumstances, the organization may exhibit works that do not fully comply with the present Rules.

PARTICIPATION
• Both professional and non-professional cartoonists are welcome to participate in this contest.
• The competition is open to all individuals aged over 15.
ENTRIES
• Works must be originals. All graphic techniques are permitted ..
• Works may be black & white or coloured.
• Each entry submitted should include a covering letter with the cartoonist’s full name, postal address, contact no. and E-Mail ID.
• The digital works have to be sent in JPEG format with a minimum of resolution of 300 dpi (2480 x 3543 pixels).
• The cartoons / Art work must be drawn on A4 format. (maximum size of 3 MB per cartoon) for digital cartoons.
• Number of entries per contestant: maximum three.
• Cartoons/ Art work sent by post need to have full name, postal address, contact no. and E-Mail ID.of cartoonist on the back-side of each cartoon.

Theme
The theme of the competition in 2019 is: Airport.
Categories
Cartoons will be accepted in two sections:
Adult Category: This category is open for the all of cartoonists who are 17 and older. Category should be noted when cartoons are submitting. Grand award, second award, third award, Professor Atila Özer recognition award and three mansions will be given in this section. Finalist cartoons in this section will be published in the album.
Young Category: This category is open for the cartoonists who are 16 and younger. Category should be noted when cartoons are submitting. Grand award and two achievement awards will be given in this section. Finalist cartoons in this section will be published in the album.
Submission Guidelines
• The competition is open to all amateur and professional cartoonists.
• Each performer is allowed to submit maximum three works.
• The cartoons submitted to the competition may be prepared as original drawings, digital printings or computer printouts. The drawing technique is open-ended. Drawings may be colorful or black and white. On the other hand, performers are required to put signatures on their drawings.
• Participants must write their names, surnames and addresses behind their drawings. Also, they must complete the Participant Information Form placed under submission page and send it together with their drawings.
• Cartoons sent may be of the ones previously published somewhere but previously awarded cartoons are not allowed to submit.
• Cartoons submitted for selection will be able to be printed in the publication of Anatolia Tourism Academy and in other printed materials of this organization such as books, catalogs, brochures, postcards, web sites and posters. All rights for any other publishing except these belong to the owner of drawing.
• The cartoons that will be selected after the first evaluation will be announced between Februrary 1 and 9, 2019. The objections will took into account between Februrary 1 and 9, 2019.
• Finalist cartoons will be published in the album. Cartoonists whose drawings published in this album will be sent a copy of the album.
• Regardless of award-winning or taking place in the album, all the cartoons submitted for selection will not be returned.
• All the cartoonists participated in the competition are implied to agree on the conditions and regulations of the competition.
• Submission deadline is 31 December 2019.

Evaluation Declarations
1. Works submitted to the competition will be evaluated in two stages.
2. In the first stage, all the works will be pre-evaluated at a meeting held by Pre-Evaluation Selection Committee members. At the end of this meeting, finalist works will be determined. No more than 1/5 of the works submitted to the competition will be taken for further evaluation.
3. Before continuing with the second stage, finalist works will be announced on the internet between 24 and 31 January 2019. Similar and copy works, plagiarism, previously awarded works, and other objections will be decided by the Pre-Evaluation Selection Committee members and due to the reasonable objections, on which the committee will reach a consensus, related works will be eliminated.
4. At the second stage, finalist works will be re-evaluated by Final Selection Committee Members. This time, evaluation will be done in two sub-stages. In the first stage, the number of finalist woks will be reduced to 45-50 and, in the last stage, winners will be determined.
5. Evaluation of the submitted works will be done based on three critical issues mentioned below.
• Selection and convenience of the topic,
• Quality of humor,
• Originality of drawing.

REGULATION
INTERNATIONAL CARTOON CONTEST
The contest is open to all cartoonists.
THEME: The laughing (The cartoons that make you laugh)
ENTRIES: max. 3.
The cartoons will be original and accompanied by a brief biography (including photo, address and phone number).
The making technique of the cartoons is free.
Deadline: The cartoons will be sent until the 02nd September 2019.
Mandatory technical conditions
Size: A3 (297 mm x 420 mm).
The cartoons will be sent in electronic format, JPG, 300 dpi, CMYK.
Each sent cartoon will contain in the name of the file the author's name and title of the work/the cartoons’ numbering.

The 4th International Caricature Festival, Smile of the Sea 2019, Russia

We are pleased to inform you about the IV International Caricature Festival "Smile of the Sea" and invite you to take part in it.
The festival was established by the Novorossiysk city branch of the Union of Journalists of Russia with the assistance of the Administration of the city of Novorossiysk and the Russian Academy of Arts. For the first time the festival was held in 2016, and we hope that the meeting with the beautiful humorous and satirical art of caricature on the shores of the Black Sea will grow into a good tradition.

The selection of cartoons at the exhibition and the determination of the winners is conducted by a specially invited jury.

20° International Competition for cartoonists on the world of wine
Art. 1 – Subject of the competition
Movimento Turismo del Vino Friuli Venezia Giulia holds a competition called “Spirito di Vino” to award prizes to authors of satirical cartoons focussing on the world of wine and wine culture. The participation to the competition is free of charge.
Art. 2 – Participation to the competition
The competition is open to artists coming from Italy and abroad, exclusively on an individual basis, over 18 years old (who turn 18 in 2019 and above). Participants will be split into two categories: the “under”, from 18 to 35 years old, and the “over”, above 36 years old.
Art. 3 – Work format and requirements
The satirical cartoons can be drawn manually with any technique, black and white or colour, only in A3 format with 1 cm of external border. Each participant is entitled to only submit one work. The works shall be sent as hard copies and signed in a non invasive way with ©Name and Surname of the author in the corner (front) or in the back of the page.
Art. 4 – Deadline and submission of the works
The works can be submitted from Sunday 26 May to Monday 14 October 2019. To take part to the competition, the cartoonists need to register in the competition section of the website www.spiritodivino.cloud, download the competition rules, as well as the registration form.
The hard copies of the works shall be sent (properly protected) by registered mail, together with a signed copy of the registration form filled in every section, to the following address:

Only the works delivered within Monday 14 October midnight will be accepted.

The hard copies received after the aforementioned deadline will not be accepted. The organisers have no liability for any deterioration and/or damage to the works sent by mail or resulting from any other issue connected to the submission of the works (delays, no delivery, etc.).
Art. 5 – Return of the works
The hard copies of the works will not be returned.

The works that do not comply with the rules stipulated by art 1, 2, 3, 4 will not be accepted.

Art. 7 – Members of the jury
Movimento Turismo del Vino selected a jury made of great masters of the Italian satire, such as Giorgio Forattini, Alfio Krancic, Emilio Giannelli, Valerio Marini and other leading personalities from the world of cartoons, graphics and food&wine. The decisions of the jury are unquestionable and irrevocable.
The jury will assess the capacity of the cartoonists to best interpret the proposed topic showing their manual designing skills, creativity and a precise technique. The works drawn using digital techniques will also be taken into consideration.
Art. 8 – Prizes
The prizes up for grabs for the three winners will be distributed as follows
1° prize - “under”: 75 bottles
2° prize - “under”: 50 bottles
3° prize - “under”: 25 bottles
1° prize - “over”: 75 bottles
2° prize - “over”: 50 bottles
3° prize - “over”: 25 bottles
Art. 9 – Awarding ceremony and exhibition
During the awarding ceremony, the works selected by the jury for the finals will be put on display in Autumn 2019 in an exhibition held in a representative location.
A booklet with the works displayed at the exhibition will be published and one copy will be distributed to each author of the selected works and, upon request, to the authors of the works excluded from the selection. The event will be promoted in the Italian and foreign press. The exhibition could then become itinerant and put on display in other locations to be defined.
Art. 10 – Copyright
By participating in the competition, the cartoonists grant Movimento Turismo del Vino the non-exclusive right to reproduce, publicise and promote the works – with the sole obligation to mention the author – on digital material (websites, social networks, TV programmes, online magazines, etc.), on any material connected to the competition (brochures, flyers, folders, invitations, billboards, shoppers, etc.), on the catalogue of the exhibition, as well as on postcards, calendars and posters. This list is not complete and just gives some examples of the possible ways in which the organisers are entitled to use the works. The use of the aforementioned works by the organisers does not entitle the cartoonists to claim any income. The participants guarantee that they are the authors of the submitted works, explicitly lifting and removing any liability from the organisers in case any compensation is claimed by third parties for any circumstance. Such authors declare, taking full civil and criminal liability, that the submitted works do not violate the relevant legislation.
Art. 11 – Approval of the competition rules
By participating to the competition, the artists declare that they fully acknowledge and accept all the conditions and clauses illustrated in this document.
