The Regulations concerning the International Satirical Picture Competition„KARPIK” Niemodlin, Poland

§ 1
These Regulations (hereinafter referred to as the Regulations) specify the terms and conditions of holding the International Satirical Picture Competition „KARPIK” (hereinafter referred to as the Competition).
§ 2
1. The Competition is organized by Agnieszka Osiecka Cultural Centre in Niemodlin. 
2. The Participants of the Competition may be natural persons, of legal age, with full legal capacity regardless of their place of residence. 
3. Participation in the Competition is free of charge. 

§ 3
Application for participation in the Competition is equivalent to the participant's acceptance of the Regulations in their entirety. The Participant undertakes to comply with the rules set out therein, as well as confirms that he meets the conditions that entitle him to participate in the Competition.

§ 4
1. Submitting entry of participation in the competition consists of sending to the Organizer an original version of a freehand drawing on the subject of fish, fishermen, fishing in nets, etc., meeting the conditions set out in these Regulations. 
2. Drawings in sizes not exceeding A3 format are taking part in the Competition. 
3. Each participant of the Competition is entitled to present a maximum 2 works. 
4. Each of the entries submitted should be described on the reverse in the following manner: the date of completing the work, the author's full name and address, contact details such as the telephone number or the e-mail address. 
5. Providing personal data referred to in paragraph 4, is voluntary, but necessary to conduct the Competition. Their submission is tantamount to consenting to the processing of these data, and failure to provide the data in question will consequently exclude the participant and the works sent by him from the Competition. 
6. The submitted work must be authored by the Participant. By accepting the Regulations, the Participant declares that he is the author of the work submitted to the Competition and that he has unlimited proprietary copyrights and dependent rights to use and dispose of the submitted work. 
7. Works submitted for participation in the Competition which will not comply with the terms and conditions set out in these Regulations shall not be included in the Competition.

§ 5
1. The Competition is announced by the Organizer annually, not later than by January 15 of a given calendar year and lasts till November 30 of the same year. 
2. The works must be sent in a package preventing their damage. 
3. The Organizers shall not be responsible for any losses or damage caused during the transport of the works. 
4. The Competition entries may be submitted from the day of announcement of the competition until September 30 of the same year. The deadline for submissions is September 30. The date of receipt by the organizer is what counts. 
5. The Works with the note "Karpik" on the envelope should be sent to the following address:

§ 6
1. The selection of the award-winning works will be based on the following criteria: 
    1) the idea consistent with the theme of the competition, 
    2) the performance technique. 
2. The winning entries are selected by the Jury, whose members will be made public after the completion of their work. The chairman of the Jury, if it is possible for organizational reasons, is the Grand Prix winner of the last edition of the Competition. 
3. The winner of the competition in a given year shall be selected in the first half of October this year from among works that meet the criteria of these Regulations. 
4. The final result of the Competition will be published on the Cultural Centre’s website: www.okniemodlin.org 
5. The winners of the Competition shall receive the prizes specified in § 7. 

§ 7
1. The prizes of the Competition are as follows: 
    1) Grand Prix – PLN 2,800 gross 
    2) three main prizes – PLN 1,150 gross each 
2. The organizer may grant additional prizes or distinctions in any form or amount he chooses. 
3. The competition prize will be issued only in the form specified in the Regulations, without the possibility of exchange for another prize in kind. 
4. The main prize may be handed over at the Organizer's headquarters after prior notification of the competition winner during the prize giving gala or it may be sent by post to the winner's home address or bank account. 
5. In case the Participant fails to collect the award in person, it shall be sent by post to the winner’s address. 
6. In the case referred to in the paragraph 5 above, the winner of the competition shall pay the prize shipping cost. The shipping cost will be deducted from the prize received. 

§ 8
1. The organizer has the exclusive right to choose the winner of the Competition based on the principles set out in these Regulations. 
2. Pursuant to art. 30 paragraph 1 point 2 of the Act on personal income tax (income) on winnings from competitions, games and betting or prizes related to bonus sales obtained in a Member State of the European Union or in another country of the European Economic Area, subject to art. 21 paragraph 1 points 6, 6a and 68 - a flat-rate income tax of 10% on the prize or prize is collected. The tax on winnings is collected without reducing the income by the costs of obtaining. The cost of the prize tax is covered by the prize winners. 
3. The organizer shall pay the competition prize and also collect from the winner of the Competition an appropriate amount of flat-rate tax on winning the Competition and will pay it to the account of the relevant tax office, in accordance with applicable regulations. 

§ 9
1. Upon the submission of the entry to the Organizer, the Organizer will obtain non-exclusive licence for an indeterminate period of time, which will authorise the Organizer to free use of proprietary copyrights to the entry in the following areas of exploitation:a) using the work on the organizer’s website,b) presenting the work during the post-contest exhibition,c) placing reproductions of the work in catalogues presenting the entries which will be distributed by the Organizer for promotional purposes of the Competition. 
2. On the issuing of the prize to the Participant, the Organizer gains free proprietary rights to the awarded entry of the Participant in the following areas of exploitation: 
    1) with regard to the right to record and multiply the work using printing and digital techniques; 
    2) with regard to distribution of the work – in form of public exposition and making the work      available in such manner that everybody could have access to it at a time and place chosen by themselves, in particular by placing it in the Organizer’s advertising or promotional materials. 
3. Upon delivery of the competition entry to the Organizer, ownership of the drawing shall be transferred to the Organizer. 

§ 10
1. Participant's participation in the Competition does not constitute grounds for demanding any remuneration by him. 
2. All materials promoting the Competition are solely of an advertising nature, while only the provisions of the Regulations are binding.

§ 11
1. The Organizer is not responsible for problems in the functioning of the Competition, if they occurred as a result of events that the Organizer, with due diligence, was not able to predict or which could not be prevented, in particular in the case of problems related to random events of force majeure, participating in the Competition contrary to the provisions of these Regulations and damages caused by them. 
2. The Organizer is not responsible for the inability to collect the Prize for reasons beyond his control and on the part of the Competition Participant. 
3. Winners of the Competition shall not be entitled to transfer the right to the Prize to third parties. 
4. The winner of the Competition may waive the prize in writing, but in return he is not entitled to any other equivalent. 

§ 12
The provisions of these Regulations of the Competition are the sole basis for conducting the Competition, and their interpretation belongs solely to the organizer of the Competition and is final. 

§ 13
The Organizer of the Contest has the right to exclude the Contest Participant or his work in the event of the Participant's failure to comply with the law, decency, violation of these Regulations or other violation of the rights or interests of the Organizer. 

§ 14
1. These Regulations constitute the sole binding document specifying the rules of the Competition. 
2. The organizer reserves the right to amend these Regulations in the event of a change in legal regulations or for another important reason, in particular if the change allows the Competition to be carried out efficiently and in accordance with the regulations, provided that it does not violate the participants' acquired rights. 
3. The text and any amendments to these Regulations will be publicly announced on the Cultural Centre’s website www.okniemodlin.org

§ 15
In connection with the requirements of the provisions on the protection of personal data, the organizer of the competition, being at the same time, the administrator of personal data, included in Annex 1 to these Regulations, information on the processing of personal data.

You have the right to request the administrator to access your personal data, the right to rectify it, delete or limit processing, the right to object to their processing, as well as the right to transfer your data, when and to the extent that it is permitted by applicable law and possible for the administrator. 
7. In relation to processing, based on your consent, you have the right, at any time, to withdraw your consent to the processing of your personal data, without affecting the lawfulness of the processing that was carried out on the basis of consent before its withdrawal. 
8. In the event of a breach of the provisions on the protection of personal data, you have the right to lodge a complaint to the supervisory body, i.e. to the Office for Personal Data Protection. 
9. Providing your personal data:a. is not a statutory requirement,b. is a contractual requirement but is not a condition for concluding a contract. Providing your personal data processed on the basis of consent is voluntary. Failure to provide personal data, which is not mandatory, prevents participation in the contest. 
10. Decisions regarding your person are not made in an automated manner.

International Cartoon Contest: Humor Sapiens 2024, Chile
ANNOUNCEMENT 
“Colegio Colonial de Pirque”, the “Museo de Chupacabras de Pirque”, "World Editors Chile S.A." and “Humor Sapiens”, from Santiago de Chile, announce the “Humor Sapiens 2024 Contest”, with the following objectives: 
a) Raise students' awareness in the aesthetic appreciation of graphic humor and stimulate its creation. 
b) Collaborate in the development of their critical thinking. 
c) Develop a healthy sense of humor. 
d) Promote positive and beneficial values for their academic training. 
BASES 
I - Only subject: “Technology and education”. 
Technological advances have impacted learning and teaching. An example: what we experienced with virtual classes due to the last pandemic. For many, this technological progress has a positive impact on aspects such as autonomy and motivation or technological understanding in itself. Another example would be those known as flipped classrooms, where general explanations or readings are done outside of class, using audiovisual tools on electronic devices. But there are opinions against, such as the misuse of cell phones during school hours, which distracts the student from the pedagogical objectives and, in addition, there are those who point to a passive use of the content, highlighting the loss of the practice of critical thinking and creativity in the classroom, and a greater digital divide due to the price of electronic devices. 
With this contest, the organizers want to know the real perception of professionals and new graphic artists, but always through the prism of humor, of course. 
II - All professional and amateur artists of any nationality can participate. 
III - Works that violate morality, are offensive, discriminate or promote hatred in any way will not be accepted. 
IV - Works made in any form of graphic humor will be admitted: drawing, painting, photography, collage, etc. Works that have previously been awarded will not be allowed. 
V - A maximum of two works per contestant will be accepted. They must be sent to the email address: concursohumorsapiens@gmail.com 
VI - Only works with the following characteristics will be admitted: 
a - Dimensions: A4 (21 x 29.7 cm). 
b - Quality 300 dpi. 
c - JPG format. 
d - Maximum size: 5MB. 
VII - Each work presented must be accompanied by a separate attachment, with the following information about the contestant: 
- Full name. 
- Postal address. 
- Email address. 
- Curriculum of less than 100 words. 
VIII - The deadline for admission of works will end on September 10, 2024, at 12 midnight. 
IX - The prizes to be awarded are the following: 
A First, Second and Third Prize, plus the Honorable Mentions decided by the Jury. 
X - The prizes will consist of: 
1st Place: $2,000 (two thousand dollars) and Diploma. 
2nd Place: $1,000 (one thousand dollars) and Diploma. 
3rd Place: $500 (five hundred dollars) and Diploma 
Honorable mentions: Diplomas. 
The corresponding tax deduction will be applied to cash prizes. 
XI - The results of the Contest will be announced on October 11, at 10:30 a.m., in an Official Ceremony at the “Colegio Colonial de Pirque” (Santiago de Chile), where the exhibition will be inaugurated with the winning works and the finalists, and prizes will be awarded. 
XII - The jury's decisions are irrevocable and cannot be subject to any type of appeal or claim. The jury will be made up of five renowned invited professionals and members of the Competition organization. 
XIII - When evaluating the works, the jury will take into account their artistic value, their precision in the interpretation of the theme and their humorous aspect. 
XIV - The winning and finalist works will be published online at the Virtual Gallery of the humorsapiens.com portal, where they will become part of a Digital Catalog available for download for the authors of the published works. 
XV - By participating in this International Graphic Humor Contest, each contestant accepts the transfer of publication and reproduction rights of the works submitted to the organization of the Contest, and declares that he or she owns all copyrights of the work submitted, and furthermore, that your submission to the contest does not infringe the rights of third parties. In the event of claims related to the work presented, the participant releases the organizers from any liability that may arise in this regard. 
XVI - If the organizers, before or after the awarding of the prizes referred to in the regulations, receive information that the work submitted to the contest constitutes plagiarism or violates the law or the provisions of these regulations, they reserve the right to suspend the prize or the delivery of the prize, until such doubts and the right to decide not to award the contest prize are clarified. 
XVII - Participation in this contest is voluntary and free. 
XVIII - Sending the work to the competition is equivalent to accepting all the conditions of this regulation.

Annual Cartoon Contest, Olen 2024, Belgium

Annual Cartoon Contest – Rules and regulation 2024
1. Participation 
All contestants will be admitted with no distinction made regarding nationality or age. There are two categories: 
• Youth category up to 15 years inclusive; 
• Adult category: 16 years and older. 
Both professional and non-professional cartoonists are allowed to participate in this contest. 
2. Theme 
The main theme is ‘Road signs’. This year Amnesty International offers the best cartoon with the theme ‘Right to protest‘. 
3. Entries 
• Contributions have to be digital works. They shouldn’t contain an explanation of the drawing. 
• The digital works have to be sent in JPEG format with a minimum of resolution of 300 dpi (2480 x 3543 pixels). 
• Dimensions including any passe-partout 21 x 30 cm (A4). 
• Number of entries per contestant: maximum five for each theme. 
• You have to record your contact details through www.olensekartoenale.be
• You can sign up your participation from 1 July 2024. 
• Your curriculum vitae and a photograph will be asked and must be sent to kartoenale@olen.be within 2 days after the request of the organization.
4. Property rights 
Prize-winning works will become the property of the organizer or theme sponsor. All works selected may be used by the organizers to promote the contest and the village of Olen. 
5. Evaluation 
The jury consists of artists, cartoonists and laymen. Decisions made by the jury cannot be challenged. 
6. Catalogue/Cartoon book 
Selected works will be considered for inclusion in a catalogue. The authors of these works will receive a free copy of the catalogue during the prize ceremony or it will be sent afterwards by mail.

Everyone has the right to protest. It is an indispensable tool in the fight against injustice and protests are the driving force for change worldwide. People work together to bring about that change, but the commitment of each individual demonstrator also counts. 
And you can protest in different ways: by taking to the streets together, taking action online or, for example, by making cartoons. Every protest can inspire and make you dream of a better future. But the right to protest is currently under attack.

The 48th Italian Lies championship graphics section contest dedicated to Lie 2024, Italy

The Italian Championship of Lies was born in 1966. The reasons that led to the creation of this competition are to be found in the traditions of our little village over the Pistoia’s mountains, on the Italian Apennines, when in last century people used to meet in front of a fireplace to tell stories that mixed reality and fictious. The Italian Lie Academy, in occasion of the 47th Italian Lies championship, declares the graphics section contest dedicated to Lie.
This year theme is:
ART AND LIES:
STORIES OF PAINTINGS, SCULPTURES AND MONUMENTS
1. The competition is structured in a single section.
2. Participation is free. Deadline for cartoon submission is 1st July 2024. Each participant can send up to 2 cartoons and each cartoon must have a title or an explanation
3. The entry form below (also in PDF on source: labugia) must be completed in all its parts and sent along with the presentation of the works that take part in the competition.

6. Italian Lie Academy will award the top three as follows: 1st place: "Gold Bugiardino". 2nd: "Silver Bugiardino". 3rd: "Bronze Bugiardino". The Bugiardino is the symbol made in resin of the Championship and is the bell tower of the village with a long nose, like the Pinocchio’s one.
It will be awarded with the "International Bugiardino" the best cartoon coming from abroad or drawn by a foreign national.
7. All the winning cartoons will be published on the website of the Italian championship of Lies (www.labugia.it).
8. The authors waive any fee related to copyright.
9. Prizes will be delivered during the 48th Italian Championship of Lies that will take place in Le Piastre on August 3 and 4, 2024.
10. The works will be judged by a jury headed by the italian cartoonist Marco Fusi.

THE 26th INTERNATIONAL OPEN CARTOON CONTEST "OLYMPICS"
REGULATIONS
I. GENERAL PROVISIONS 
1. The organizer of the open cartoon contest “Olympics” (hereinafter referred to as the Competition) is the Cyprian Norwid Regional and Public Library. The Library is based in Zielona Góra at Aleja Wojska Polskiego 9, entered under number 6 in the Register of Cultural Institutions of the Lubuskie Region (hereinafter referred to as the Organizer). 
2. The co-organizer is the University of the Third Age in Zielona Góra, with its seat in Zielona Góra at Aleja Wojska Polskiego 9, entered under the number 13459 in the National Court Register (hereinafter referred to as the Co-organizer). 
3. The aim of the Competition is to select the best competition entries of satirical drawings, referring to the theme of this year's edition of the Competition. 
4. The Competition takes place on the terms set out in these Regulations and in accordance with generally applicable laws. 
5. The Competition is not subject to approval in accordance with the procedures set out in the Gambling Act of 19 November 2009. The Organizer declares that the Competition is not a game of chance, a raffle lottery, a mutual bet, a promotional lottery, the result of which depends on the case, or any other form provided for in the Act of 19 November 2009 on gambling. 
6. The Regulations of the Competition are available at the Organizer’s headquarters and on the website www.biblioteka.zgora.pl, as well as on the Competition’s website www.satyryczny.norwid.net.pl, www.cartoon.norwid.net.pl 
7. Sending a drawing to the Competition is tantamount to accepting all the provisions of these regulations. 
8. Participation in this Competition is voluntary and free of charge. 
II. RULES OF PARTICIPATION 
1. All competition participants must be adults with full legal capacity, involved in satirical drawing on a professional or an amateur basis, who have submitted an application form and any number of original drawings with a minimum A5 and maximum A3 format and made using any techniques, by 31st May 2024, to the Organizer's address:

or in electronic form (works format - A-3 maximum, resolution 300 dpi, JPEG format sent by e-mail to cartoon.contest@norwid.zgora.pl .
Any drawings sent by post must be accompanied by an entry form.
2. Works that do not meet the conditions specified in Sec. 1 will not be admitted to the Competition. 
3. Participants of the Competition cannot include employees of the Organizer or Co-organizer, understood as persons employed with any legal contract, as well as persons who directly participate in the preparation or implementation of the Competition. Moreover, participants of the Competition may not be members of the immediate family of persons referred to in the previous sentence such as spouses, ascendants, siblings, relatives in the same line or degree as well as adopting persons. 
4. Only works that have not been awarded before may take part in the competition. 
5. Each work should be signed by the author. 
6. By participating in the competition, each Participant agrees to the free transfer of the works sent to the Competition to the Organizer and confirms that he is the author of the submitted works and that submitting them to the Competition does not infringe the rights of third parties. 
7. The participants agree to have their works published free of charge by the Organizer and Co-organizer. 
8. By their personal participation in the closing ceremony of the post-competition exhibition, the Participant agrees to the processing of their image through photographs, and to their availability to promote cultural events by the Organizer. 
9. The condition for paying the cash prizes to the winners is their personal participation in the closing ceremony of the post-competition exhibition or indication of the bank and account number to which the award amount is to be transferred. 
10. Participation in the competition as well as works and obligations related to it, including claims for a prize, cannot be transferred to third parties. 
11. The cost of sending the work is borne by the Competition participant. 
12. Works with the following content will not be admitted to the Competition: 
1) calls for racial, ethnic or religious hatred, 
2) material encumbered with the rights of third parties, including copyrights, 
3) material presenting a commercial offer or an advertisement for an institution/company. 
III. COMPETITION SCHEDULE 
1. Announcement and publication of the competition: March 2024. 
2. The deadline for submitting works: 31st May 2024
3. Proceedings of the Jury and announcement of the results of the Competition: by 30th June 2024. 
4. Opening of the post-competition exhibition: September 2024. 
5. The date of submission of works to the Competition is the date of receipt of the complete documentation (works and application form) by the Organizer. 
6. Works delivered to the Organizer after the deadline specified in Section III, Point 2 will not qualify for the Competition. 
7. The Organizer will immediately notify the Competition participants about the Competition results. 
8. The deadline specified in Section III, Point 2 may be changed in favor of the participants – it may be extended without the need to change these regulations. The Organizer shall notify participants about the change of the deadline in the manner specified in Section I, Point 6 of the Regulations. 
IV. JURY 
1. The Jury consists of cartoonists and persons practically and theoretically involved in art. 
2. The Competition Jury evaluates the entries and decides about awarding the prizes. 
3. The Jury selects works to receive awards/prizes by a simple majority of votes, in the presence of at least 2/3 of the members. 
4. The Jury has the right to finally distribute the prizes, change their amount and quantity. The Jury also has the right not to award a prize. 
5. When evaluating the works, the Jury will take into account, in particular, the artistic value of the drawing, its accuracy in interpreting the subject, and its humorous aspect. 
6. If the Organizer, Co-Organizer or members of the Jury, after or before the awarding of the prizes indicated in the Regulations, receive information that the work sent to the Competition constitutes plagiarism or in any other way violates the law or the provisions of these Regulations, the Organizer, as a result of the decision of the Competition Jury, has the right to: 
1) withhold the award or the handing over of the award until such doubts are clarified, 
2) make a decision not to award a prize in the Competition, 
3) demand the return of a prize already awarded. 
7. The Jury's decisions are final. 
V. AWARDS 
1. The Co-organizer, the University of the Third Age in Zielona Góra, will provide the following prizes in the Competition: 
GRAND PRIX – 5000 PLN 
1st PRIZE – 4000 PLN 
SECOND PRIZE – 3000 PLN 
THIRD PRIZE – 2000 PLN. 
2. Additionally, the Organizer will provide awards and special distinctions, particularly for the author of a drawing made using a traditional technique. 
3. Tax will be deducted from prizes in accordance with the applicable regulations. 
4. The organizer envisages the publication of a post-competition catalogue and the organization of a post-competition exhibition, and reserves the right to select drawings for the catalogue and the post-competition exhibition. 
VI. COPYRIGHT 
1. By entering the Competition, the Participant declares that they have full copyright to the work submitted in the Competition and that the work does not infringe any personal rights, copyrights or other rights of third parties. In the event of a third party with claims related to the work sent to the Competition, the Participant releases the Organizer from any obligations that arise in this respect, undertakes to join the Organizer in disputes related to this, and will cover the costs incurred by the Organizer in connection with claims of third parties related to the competition work. 
2. The organizer undertakes to respect the moral rights of the authors: in particular, to mark drawings with their names or pseudonyms. 
3. When the works are handed over to the Organizer, the authors of the works transfer to the Organizer proprietary copyrights free of charge and for an indefinite period and without territorial limitations in the following fields of use: 
1) employment in the statutory activities and any other promotional, advertising and information activities, 
2) recording and reproducing works – producing copies of the work using a specific technique, including printing, reprographic, magnetic recording and digital techniques, 
3) reproduction by recording on electronic media, 
4) public presentation and display at all open and closed events, 
5) disseminating works by marketing, lending, renting, exhibiting, displaying, as well as making the works available to the public in such a way that everyone can have access to it in a place and time chosen by them, 
6) publishing and disseminating in any promotional, informational, publishing and other materials using the works, 
7) posting on the internet. 
VII PERSONAL DATA PROTECTION 
In connection with the entry into force on 25th May 2018 of the Regulation of the European Parliament and of the Council (EU) 2016/679 of 27th April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repeal of the Directive 95/46 / EC, hereinafter referred to as "the Regulation", in order to fulfill the information obligation specified in Article 13 of the Regulation, we inform about the rules for processing personal data of contest participants and the rights of participants in this contest: 
1. The Organizer is the administrator of personal data of the competition participant. 
2. The Data Protection Officer is Rafał Wielgus, e-mail contact: iod@bhpex.pl, tel. : 68 411 40 00. 
3. Personal data of competition participants will be processed on the basis of the provisions of art. 6 par. 1 letter a of Regulation, 
4. Recipients of personal data of participants of the competition may only be entities authorized in justified cases and on the basis of relevant legal provisions. 
5. The data is obtained from the competition participant. 
6. Personal data collected during the processing will be stored for the time specified by law. 
7. The competition participant has the right to request from the Organizer as an administrator of personal data of the competition participant to access their personal data, the right to rectify them, remove or limit processing, the right to object to the processing. 
8. In the case of information about unlawful processing of personal data, the participant of the competition has the right to lodge a complaint to the supervisory body competent in matters of personal data protection. 
9. Providing personal data by the participant is voluntary. The consequence of not providing the required personal data will be the inability to take part in the competition carried out by the Organizer. 
10. Personal data of the participant will not be processed in an automated manner and will not be profiled. 
VIII. FINAL PROVISIONS 
1. The organizer reserves the right to change these Regulations: 
1) in the event of changes to the relevant legal provisions, 
2) in emergency situations that could not be foreseen in advance, 
3) in each case for the benefit of the participants. 
2. The Organizer reserves the right to cancel the Competition, in particular in cases such as the following: 
1) when no competition entry has been received, 
2) when no competition entry has met the conditions of these Regulations, 
3) when the works submitted to the Competition exhibit an unsatisfactory artistic quality. 
3. The organizer is not responsible for damage or destruction of the work during transport or loss of the parcel. 
4. The Organizer is not responsible for any providing of incorrect or false data by the participants, such as may prevent the transfer of the prize. 
5. In matters not covered by the provisions of these Regulations, the provisions of the Act on Copyright and Related Rights, the Civil Code and other relevant provisions of Polish law will be applied. 
6. Matters not covered by these regulations are settled by the Organizer. 
7. These Regulations shall enter into force on 7th March 2024.

Organized by the Culture and Arts Commission of the Human Rights Association-Istanbul, the "IHD Istanbul 1st International Cartoon Competition" aims to draw attention to human rights, increase social awareness, and raise awareness in society by using the power of humor and reflecting messages about human rights from daily life in the striking language of cartoons. 

1. The competition is open to amateur and professional artists from all over the world. 
2. The subject of the competition has been determined as Human Rights
3. Techniques are free in the works that will participate in the competition. The works may have been published, but they must not have received an award in any competition before. 
4. The Competition consists of 2 categories: General Category and Special Category of Turkey’s Prisons 
5. A digital certificate will be sent to all participating artists. Printed certificates will be sent to participating artists from prisons in Turkey. 
6. Participants can send as many works as they want. However, more than one award cannot be given to an illustrator. 
7. Cartoons should be maximum A3 (29.7 cm x 42 cm) in size, 300 dpi resolution and jpg format
8. Along with the works, all artists should send their name, postal address, telephone number, e-mail address, short CV and a photograph.  
9. The exhibition and award ceremony of the competition will be held in Istanbul on a date to be announced later. The awards of those who cannot attend the award ceremony will be sent to their addresses. 
10. Cartoonists participating in the competition are deemed to have accepted the above conditions. 
11. The Competition is organized by the Human Rights Association-Istanbul’s Culture and Arts Commission. 
12. Whether the cartoons participating in the competition receive an award or not, they can be used as Exhibitions, Posters, Books, Albums, e-Albums, Calendars, Brochures, etc. by the institutions organizing the competition. It can be evaluated in publications and published on the internet.

The STKH Sopron és Térsége Nonprofit Kft. invites all professional and amateur cartoonists, satirical artists and graphic designers to an international illustration contest with the theme focusing on the packaging waste generated in households.

Does packaging offer protection or leave us vulnerable?

Does more packaging mean more waste?

Can we live using less packaging materials?

Or sooner or later will we drown in the beautiful, practical, necessarry packaging materials?

Among others, we are looking for answers to these questions together. Our goal is to draw attention in a unique way to the problems and consequences related to the excessive amount of packaging waste generated in households and our consumer habits, as well as good practices related to the environmentally conscious and responsible management of our everyday waste with the help of your art.

Technical instructions of the contest 
Entries can be sent via post or e-mail to the organiser of the contest. 
The ideal size of entries received by post should be A/3, but the minimal size of the paper-based art is A/4. 
Cartoons sent by emails should be in PNG or PDF format (300 dpi), sized at about 2500 pixels wide if in portrait format and 3500 pixels wide if in landscape format. 
Rules of the competition 
All participants must be 14 or older. 
Previously published cartoons are not allowed for submission. 
Each competitor is allowed to participate in the competition with a maximum of 3 cartoons.

Jury 
Works will be judged by a professional jury. The jury will automatically disqualify any submission deemed offensive or inappropriate or any submission that violates copyright law or the rules of the competition. A notification of the result of the competition will be sent to the provided e-mail address by 15 April 2024
Exhibition 
The best pictures may be part of environmental awareness exhibitions in the future, which will be accompanying significant events and will be presented in travelling exhibitions as well. The best works by the votes of the jury will be presented on the website and Facebook page of the organizer.

Competitors implicitly authorize the school to reproduce and use their works in the catalogue and in different media for no-profit activities. The organization cannot be held responsible in case of theft, damage or loss of the works. Works will not be returned or retransmitted to their authors. A catalogue will be printed, reproducing a wide selection of the works received after/following up, which later will be sent to competitors free of charge, previous formal request.

The jury of experts in communication, art critics and representatives of the school world will select 6 works among those received within the expiry date, according to their development of proposed themes and their effectiveness.

The Biennale where humor does not need colors, just a smile, philosophical intelligence and a simple and direct color – white and black and their (monochromatic) hues. More important than the awards is having an active voice, expressing your humor, your irreverent ideas in communion with the community. 
1 - Theme: Human Resistance and Resilience as the survival of Humanity against oppression, abuse, bad education, stupidity, demagoguery, fake news, radicalism and fundamentalism, religious / sexual / social phobias, tribalism / clubism, environmental destruction... The importance of humor as a weapon of resilience (denouncement, indignation, irreverence) in pacifying conflicts with the smile of intelligence. In this plethora of resilience that artists can comment on, be it human rights (racism, xenophobia, bullying...), politics, the environment, everyday society, we cannot also forget the resilience of those who, instead of fleeing their homeland, of emigrating to other more favorable areas, such as the city, they remain in the villages, in the mountains with resilience, abandonment, loneliness...

Works awarded with remuneration are automatically acquired by the Organization. The originals of the winning works must be delivered to the Organization (the original for works done on a computer is a high-quality print in A4, signed by hand and numbered 1/1), because without this delivery, the monetary Prize will not be unlocked. 
8 - Reproduction rights are the property of the Organization, as long as it is for the promotion of this organization, and discussed promptly with the authors, in the case of other uses.

The amounts corresponding to the prizes are taxable according to the Romanian legislation in force, at the date of their awarding. 
In order to receive the prizes, the winners must send the winning work in original (with the author's signature on the back of the paper) within a maximum of 45 days from the announcement of the winners (on the facebook page of the Organizer: https://www.facebook.com/Centrul.de.Creatie.Braila, once with the Salon’s opening). The winning works will be accompanied by a statement (annexed to this Regulation) regarding the assignment of copyright for exposure for an indefinite period as well as personal bank account data (bank name, IBAN code, SWIFT code), through a document issued by bank, lei account (for Romanian competitors), respectively in euro / national currency (for foreign competitors). 
The prizes will be offered in RON, at the euro exchange rate of the Romania National Bank from the date of approval of the initial Regulation. 
The payment of the prizes is made by bank transfer. The transfer costs will be borne by both parties (Organizer and the winner of the prize), according to the banking legislation. The prizes will be transferred within a maximum of 60 days from the announcement of the winners, in compliance with the legal provisions. 
The winning cartoons will be sent by post to the following address: Romania, Brăila, Traian Square, no. 2, postal code 810153. 
The Organizer shall not be responsible for the impossibility of a winner to take possession of the prize for reasons not related to it. If the competitor does not comply with the obligations imposed by this regulation, the Organizer is exonerated from any liability. 
Note: In the absence of interbank relations between Romania and the country of origin of the winner, the Organizer is exonerated from any liability. 
The participants will declare that they own the works and own the copyright of the cartoon works entered in the competition. By entering the works in the contest, the participants agree on the exhibition of the respective works within the cartoon exhibitions organized in art galleries or museums, assigning the copyrights for the respective works for exposure (the agreement being given implicitly for the promotion of the International Cartoon Contest) 
The organizer assumes no responsibility for any infringements of copyright or ownership. The single responsibility lies to the person who submitted the cartoon work. 
The winners of the International Cartoon Contest transfer the ownership of the awarded works to the Organizer (Braila County Center for the Preservation and Promotion of Traditional Culture) at the time of sending over the original cartoon works to it. 
The winners declare under their own responsibility that they assign the copyright on the cartoon works for the realization of exhibitions in order to promote the event, the institution and the image of the city, for an indefinite period, by any means. 
Exhibitors from the catalog of the edition allow CJCPCT Brăila the right to use the works in order to promote the institution, the city and the salon in Art Galleries, museums, etc. 
The contest opening and the awarding ceremony: the 20th of September, 2024. 
The organizer will provide accommodation and meals for one day, for the winners who will be present at the opening ceremony. 
The organizer will support the travel expenses (assurance/ settlement) for the winner of The Big Prize. 
Winners residing in the Municipality of Brăila are exempt from accommodation. 
The exceptions to the accommodation are the winners residing in the Municipality of Brăila. 
The Organizer reserves the right to change the conditions of the contest; subsequent changes will be communicated to those interested.

Registration for the Cartoon contest is equivalent to taking note of and complying with the Regulation of the International Cartoon Contest.

24th World Press Freedom Canada International Editorial Cartoon Competition
The theme of the 24th International Editorial Cartoon Competition is: 
Artificial Intelligence: yes or no? 
Some believe that artificial intelligence (AI) will solve all our problems while it inspires apocalyptic talk in others. 
AI can help journalists gather information, but “deep fakes” and voice simulators capable of generating believable audio segments, can sow doubt about the authenticity of content and put democracy at risk. 
On the other hand, some politicians brandish the term “fake news” to denounce opposing opinions or deny reality. 
Finally, using AI to generate illustrations on demand robs artists of their work and infringes on their copyright. 
Fortunately, AI hasn’t yet figured the number of fingers on one hand. 
Competition rules 
Three prizes will be awarded: 
First prize: $1500 plus a Certificate from the Canadian Commission for UNESCO 
Second prize: $1000 
Third prize: $500. 
All sums are in Canadian dollars. 
Ten additional cartoons will receive an Award of Excellence, which are not remunerated. 
Only one cartoon may be submitted by each participant, either in colour or black and white. It must not have won an award previously. 
World Press Freedom Canada reserves the right to use the winning cartoons for promotion of the Cartoon Competition. 
The winners of the Cartoon Competition will be announced on Thursday May 2, 2024, the eve of World Press Freedom Day. 
The names of the winners and their cartoons will be posted on our website. 
The deadline for reception of the cartoon is midnight (Eastern Daylight Saving Time), Friday, April 5, 2024.
