Cartoonist Nacaro's letter about not serious cartoon competitions

Dear colleague cartoonist:
WORLD PRESS CARTOON (AND OTHERS) IN THE BLACK LIST.
This is very important to avoid being scammed or wasting time and work by participating in not serious cartoon contests.
I saw in Caricaturque a critique for the colleague Cafareli for to advertise on his website a call for an not serious humour contest. The colleague Boligan also reports a scammer competition and revealed how the organizers use the name of some colleagues by putting as jurors to appear serious.
About the first case I think that Mr Cafareli it's not his fault, but in the future sites of humor should find out first data as the name of the organizing institution, post address, etc., before publishing the information. And the cartoonists can find out before on the Internet.
But is unusual and accomplice that humour sites, knowing that some competitions defraud winners, publish and keep advertising these bad events. And worse still, never publish the report of the cartoonist who claim his prize.
This is the case with sites like Brazilcartoons, Irancartoon, FECO Europe, etc. I sent my report about WORLD PRESS CARTOON, Sintra, Portugal, (that do not pay me the prize I won in 2007) to managers of these sites. They never answered my messages or published my complaint.
But they are inviting to participate in World Press Cartoon. (And these gentlemens are also cartoonists!!!).
The case of FECO Europe is pathetic because this organization is supposed defending the interests of the cartoonists. But Mrs. Marlene Phole (from FECO) is a personal friend of the director of World Press Cartoon and therefore he has his supports (of course, she has been invited to Portugal as a juror in WPC). Mr. Bernard Bouton, a manager of FECO Europe, initially became interested in my case, asked for more information ... and never answered again. This is the bureaucracy of the cartoon. (The only one that do a good work by FECO is Ana Von Rebeur......from FECO Argentina).
All these union leaders and site managers prefer to silence my demand and support to the organizers of the competition that does not pay the promised prize. I guess they do with the hope of being rewardeds with a trip to Portugal, invited as jurors of the scamed contest.
Is this ethical? I doubt. Is this serious?. Much less.
But I must also congratulate the directors of humor sites that have the courage to publish my complaint. I will continue to denounce every year until wpc pay me. (No matter that Mr. antunez threaten me again with his lawyers).
And I recognize and I am grateful with the messages of solidarity sent me many colleagues (some did not sent more artworks to world press cartoon, in solidarity.) To all my gratitude, and wish them success in their work and in life.
Colleagues, I propose you to make a BLACKLIST of Scammers CONTESTS.
Here are some that have won instead:
ETHIOPIACARTOON, of Ethiopia, do not pay the prize won by Ares.
WORLD PRESS CARTOON, Sintra, Portugal, does not pay the award to Nacaro from 2007. Do not sent the catalog. They do not return the originals to the participants, as promised in their rules.
PRODUCTOON, Productivity cartoon festival, organized by the humour site Irancartoon.com and Humour House, from Iran. In its rules they promise to send the catalog to the selected cartoonists, but never send it.
BLUE SKY Cartoon Contest, supposedly from Spain, they do not inform the address or name of the organizers. Do not pay prizes.

Internet is the theme in 43rd Umoristi a Marostica 2011 - Italy

The "Gruppo Grafico Marosticense" announces and organizes the 43th International Graphic Humour Exhibition "Umoristi a Marostica 2011"
Regulations
1. The contest is open to all the cartoonists, illustrators and graphic artists from all over the world. It's possible to participate out of the competition. That request excludes the author from award of the prizes.
2. The theme of the contest is: INTERNET
3. The authors can participate with a maximum of 3 works (Cartoons or Strips) inherent to the theme proposed in connection with the man, his existence and the society, seen in humorous view-point. The works, for being able to be comprised all over the world beyond every linguistic barrier, will have to be without dialogue or texts.
The works, realized with free technique, should be originals or digital prints numbered and signed by the author. The photocopies will not be accepted.
The format of works is free, within a maximum of 60x60 cm.
The works should bear the author's name, surname, address, email and possible title on the back.
4. The deadline for works reception is january 18, 2011 (based on the postmark).
The works, accompanied by the author's entry-form, must be sent (pastage paid by the sender and without frames or glass) to the following address:

5. The acceptance of the works, the selection, and the assigning of the prizes are completely up to the Jury nominated by "Gruppo Grafico Marosticense". The Jury's decisions are final.

9. All the authors selected will receive a free copy of catalogue.
All the other participants not selected will be able to demand the catalogue compiling the module on the site http://www.umoristiamarostica.it/
10. The prize-winning works will not be returned and will be included in the collection of "Umoristi a Marostica Museum".
Only the original works of authors selected will be returned after the exhibition and with postage paid by "Gruppo Grafico Marosticense". The works of authors not selected and all the digital prints will not be returned. The authors selected may give their works to "Umoristi a Marostica Museum" in any case.
11. The "Gruppo Grafico Marosticense" reserves the right to authorize the reproduction of the work citing the author with the words "Taken from Umoristi a Marostica", without any payment. The "Gruppo Grafico Marosticense" is not responsible for transport damages.
12. The participation in the contest implies the complete acceptance of all the conditions and rules from the author.

We address to all the professional and amateur cartoonists regardless their age from all over the world.

Third International Productivity Cartoon Festival - Iran
Two caricature festivals on productivity have already convened successfully and active participation of artists in depicting non-productivity has taken place. Now the third caricature festival on productivity is on its way. All artists are hereby invited to contribute to the world productivity culture and do their parts on promoting such a social issue and passing it on to the next generation. This year, as past years, world thinkers and scholars working on productivity will delineate the judgment indices as follows:
1. Genuineness of works in innovation and creativity
2. conveyance of productivity concepts and its pedagogical aspect
3. relatedness to scientific and theoretical aspects of productivity (as efficiency and effectiveness)
4. skill and techniques employed.
Submitted works will fall under the two following categories:

Regulations:
A maximum of 3 works.
Only original art works are accepted (computer based copies are also acceptable, provided that the prints are signed by the cartoonist. The computer version should be in TIFF format with 300-DPI resolution on a CD, and sent along with the print out.)
NO photocopies or photographs will be accepted.
The size of the works should be A4 or A3.
There is no limit as for the techniques employed for cartoons.
Art works must be submitted along with a completed application form, a passport size photo and the CV of the artist.
The participating cartoons will not be returned.
The organizers will do their best to protect all submitted cartoons from any probable damage, but takes no responsibility of the damages.
Secretariat of the festival reserves the right to publish and showcase the submitted cartoons.
The published catalogue of the festival will be sent to all whose works are published. Therefore, apply care in printing your address and contact information in the application form.
Signing the form means the artist has accepted all regulations of the festival.

Theme in PortoCartoon 2011: Communication & Technologies

13th PortoCartoon World Festival 2011 - Portugal
General Rules and Regulations
1.An invisible and slow revolution is happening in the world. The epicentre of this revolution lies in communication and technologies. Therefore, after twelve themes of great international impact, the theme of COMMUNICATION AND TECHNOLOGIES is the chosen one for the 13th PortoCartoon.
Communication and Technologies penetrate so much in the everyday world that become almost equivalent to the air we breathe. Or the electricity we can not do without. They are goods we need most, and their roots are in the social essence. Despite that, they express and cause social differences, conflicts, discrimination, censorship, myths, loneliness, inequality, war, etc..
With the further development in this 21st century, will we have a world more fairly and balanced? Or will we have a more demonic, less communicative and more asymmetrical world?
In addition to participating with cartoons on the main theme, the cartoonists can also send works for the FREE CATEGORY, as per the previous editions.
2. The artists who do not wish to compete can send their works to the EXTRA-COMPETITION section informing of this decision.
3.1. Works must be originals and any kind of graphical technique will be accepted, including digital artwork, sent by Internet, if the prints are SIGNED BY THE AUTHOR and if they are indicated as PRINT NUMBER ONE, or a original to this contest.
3.2. Can also be presented sculptures pieces of humour, in any kind of material.
4. The works can have at the maximum the following measures:
- in paper, 42 x 30 cm (DIN A3);
- sculpture pieces, 42 x 30 x 30 cm.
5. The works should present on the reverse the following information: author´s name and address, title, theme section and year. The author’s CV in Portuguese or English (publications, exhibitions, prizes…) should also be sent.
6. The works should arrive at the PORTUGUESE PRINTING PRESS MUSEUM until February 27th 2011 (EXTENDED UNTIL 28 MARCH 2011), with the entry form.
7. The works should be sent to:

8. The participation in PORTOCARTOON means automatically that the author is waving copyrights of his works in any kind of support, concerning the production and diffusion of the festival.
9. The AWARDS, including a TROPHY and a DIPLOMA, will be the following:
GRAND PRIZE PORTOCARTOON 7000 Euro (half in money and half in Port wine), travel and stay costs for the Awards Ceremony in Portugal
2ND PRIZE PORTOCARTOON 2500 Euro (half in money and half in Port wine), travel and stay costs for the Awards Ceremony in Portugal
3RD PRIZE PORTOCARTOON 1500 Euro (half in money and half in Port wine), travel and stay costs for the Awards Ceremony in Portugal
HONORABLE MENTIONS PORTOCARTOON 50 Euro, stay costs for a weekend in Portugal
10. The Jury will have an odd number of judges and their decision will be final with no subjection to any kind of appeal or reclamation.

11. The awarded works will become property of the PORTUGUESE PRINTING PRESS MUSEUM and will be part of the INTERNATIONAL CARTOON GALLERY.
The others will be sent to the artists, if formally requested, after its public exhibition during the PORTOCARTOON and possible exhibition in other cities and countries.
12. In case of using non-awarded works in other cases except PORTOCARTOON exhibition or its promotion, copyright payment will be made to the artists whenever it takes place.
13. All the artists whose works are selected for the exhibition will receive a catalogue.
14. The prizes will be delivered in a public ceremony.
