The Regulations concerning the International Satirical Picture Competition „KARPIK” Niemodlin, Poland
§ 1
These Regulations (hereinafter referred to as the Regulations) lay down terms and conditions of holding the International Satirical Picture Competition „KARPIK” (hereinafter referred to as the Competition).
§ 2
1. The Competition is organized by the Cultural Centre in Niemodlin, Poland.
2. The Participant must be a natural person of legal age, who has a full legal capacity irrespective of the place of the residence.
3. Participation in the Competition is free of charge.
§ 3
Submitting an entry to the Competition is tantamount to the full acceptance of the Regulations by the Participant. The Participant commits himself to comply with the rules laid down in the Regulations as well as to confirm to meet all conditions which make him eligible to participate in the Competition.
§ 4
1. Submitting entry to the Competition consists in sending an original version of a hand-made drawing to the Organizer. The subject matter of the drawing shall cover such topics as fish, fishermen, cast-net fishing, etc., and meet the conditions laid down in these Regulations.
2. The format of the works submitted to the Competition shall not exceed the A-3 size format.
3. Each participant of the Competition is entitled to demonstrate the maximum 2 of works.
4. Each of the entries submitted should be described on the reverse in the following manner: the date of completing the work, the author's full name and address, contact details such as the telephone number or the e-mail address.
5. The entry submitted to the Competition must constitute the participant’s original work. By accepting these Regulations the Participant declares that he is the author of the entry submitted to the Competition and the author hereby declares, that has exclusive and unlimited copyright (personal and proprietary) to the entry and related rights to use and dispose of the submitted work.
6. Entries sent in order to be submitted in the Competition which will not comply with the terms laid down in these Regulations shall not be included in the Competition.
§ 5
1. The Competition is announced by the Organizer annually, not later than by January 15 of a given calendar year and lasts till November 30 of the same year.
2. The entries must be sent in a package preventing their damage.
3. The Organizer shall not be responsible for any loss or damage sustained during shipment of the entries.
4. The entries may be sent from the day of the announcement of the Competition by September 30 of the same year.
5. The entries shall be sent to the following address:

§ 6
1. The selection of the award-winning entries will be based on the following criteria:
1) idea corresponding with the thematic scope of the competition,
2) the technique.
2. The Competition Jury shall be responsible for the selection of the winning entries and the Jury’s composition will be made public after its session.
3. Determining the winner in the given year will take place in the first half of October of the same year and will be carried out of the entries complying with the criteria of these Regulations.
4. The final result of the Competition will be published on the Cultural Centre’s website: www.okniemodlin.org
5. The winners of the Competition shall receive the prizes specified in § 7.
§ 7
1. The prizes of the Competition are as follows:
1) Grand Prix – PLN 2.800 gross
2) three main prizes – PLN 1.150 gross each
2. The Organizer may also award prizes or distinctions in a form or amount set freely by him.
3. The winner will be awarded in the form specified in the Regulations and the award shall not be exchangeable for other non-cash awards.
4. The main prize may be handed in at the Organizer’s office during the award ceremony after the winner appears in person, or it may be sent by post to the winner’s address.
5. In case the Participant fails to collect the award in person, it shall be sent by post to the winner’s address.
6. In the case referred to in the paragraph 5 above, the winner shall bear shipping costs which will be deducted from the sum of the prize awarded.
§ 8
1. The organizer has the exclusive right to determine the winner of the Competition based on the rules specified in these Regulations.
2. Pursuant to Article 30, section 1, point 2 of the Personal Income Tax Act on the income gained by way of wins in competitions, games and pari-mutuel betting or prizes related to premium sale in a European Union Member State or another country which is party to the European Economic Area, subject to Article 21, section 1, point 6, 6a and 68 of the Act, a 10% flat-rate tax is charged and deducted from the win or prize. This tax is collected without lowering the income by the cost of its generation. The winners are liable for the payment of the tax due on the prize.
3. The organizer shall pay the monetary prize and collect the appropriate amount of the flat rate income tax of the prize’s value form the winner of the Competition and shall pay the appropriate amount of the tax in question to the account of the relevant Tax Office in accordance with applicable law regulations in this scope.
§ 9
1. Upon the submission of the entry to the Organizer, the Organizer will obtain non-exclusive licence for an indeterminate period of time, which will authorise the Organizer to free use of proprietary copyrights to the entry in the following areas of exploitation:
a) using the work on the organizer’s website,
b) presenting the work during the post-contest exhibition,
c) placing reproductions of the work in catalogues presenting the entries which will be distributed by the Organizer for promotional purposes of the Competition.
2. On the issuing of the prize to the Participant, the Organizer gains free proprietary rights to the awarded entry of the Participant in the following areas of exploitation:
1) with regard to the right to record and multiply the work using printing and digital techniques;
2) with regard to distribution of the work – in form of public exposition and making the work available in such manner that everybody could have access to it at a time and place chosen by themselves, in particular by placing it in the Organizer’s advertising or promotional materials.
3. On handing over the entry to the Organizer, the ownership of the drawing will be transferred to the Organizer.
§ 10
1. By entering the Competition in the manner permitted in these Regulations, the Participant agrees to be bound by the provisions of these Regulations, including consent to the processing of personal data by the Organizer, and agrees to comply with these Regulations. The personal data provided will be processed by the Organizer pursuant to the Personal Data Protection Law of 29 August 1997 for the following purposes: organization and conducting the Competition; determining the Winner and notifying possible winners; handing over the possible awards; achieving the broad objectives of marketing and promotional activities of the Organizer; obtaining statistical and analytical data; contacting the owner of the data.
2. The Organizer informs that he is an administrator of personal data in terms of the Act referred to in Art.1 The data owner has the right to view and correct his personal information at the Organizer’s Office. Furthermore, the data owner at any time has the right to object processing of their data by the Organiser as allowed by the above mentioned Act. Due to safety reasons the data owner shall contact the Organizer in person or in writing.
§ 11
1. Personal data of Participants will be processed by the Organizer solely for the purposes and solely in the scope necessary to conduct the Competition, i.e., in order to identify the Participant, issue the awards and the possible public disclosure of the full name and the place of residence of the Competition winners, as well as to publish the entries in the Organizer’s promotional materials.
2. The Organizer will store the personal data according to the applicable law and implement appropriate measures to protect the processed personal data, in particular against their unauthorized disclosure, unauthorized takeover, processing with violation of the Act, as well as against any change, removal, damage or destruction.
§ 12
1. The Participant grants publishing permission to use of his full name in promotional materials related to the Competition, in particular on the Organizer’s websites, as well as gives consent to use them for the Organizer’s promotional and marketing purposes.
2. Participation in the Competition shall not constitute grounds for requesting any remuneration of any kind whatever.
3. All materials used to promote the Competition are of a purely advertising nature, whereas the provisions of the Regulations have a binding character.
§ 13
1. The Organizer shall not be responsible for any problems arising during the course of the Competition if they took place as a result of the events which may not have been foreseen by the Organiser with the preservation of due diligence or which may not have been avoided, in particular in case of force majeure events which are not possible to predict, participation in the Competition which fails to comply with any of the provisions of these Regulations and the potential subsequent damage caused.
2. The Organiser shall not be liable for impossibility of receipt of the award for reasons beyond the Organiser’s control which lie with the Participant.
3. The awarded Participants are not liable to transfer their rights to the award to third parties.
4. The Winner of the Competition may renounce the award in writing, nevertheless, shall not be entitled to receive any equivalent in exchange.
§ 14
The rules of these Regulations constitute the sole ground for holding the Competition and their binding and final interpretation lies solely with the Organizer.
§ 15
The Organizer has the right to exclude the Participant or his entry from the Competition in case the Participant fails to obey the provisions of the law, good manners, these Regulations or in case he infringes any other rights or interests of the Organizer.
§ 16
1. These Regulations constitute the sole binding document specifying the rules of the Competition.
2. The Organizer reserves the right to change these Regulations in case of a change of the law or for other important reasons, in particular when the change allows for efficient organization of the Competition in accordance with the rules, provided that it will not undermine the rights that have been already acquired by the Participants.
3. The text and any changes to these Regulations will be publicly announced on the Cultural Centre’s website www.okniemodlin.org.

REGULATION
1 - DATES
The 45th lnternational Humor Exhibition of Piracicaba 2019, realized by the Piracicaba City Hall/Cultural Action and Tourism Secretariat/National Graphic Humor Center of Piracicaba will be held in accordance with the following cheduIe – Registration: until June 21. Selection Jury: July 06 and 07. Awards Jury: August 03. Opening Ceremony: August 10. Closing: October 27.
2 - PARTICIPATION
a) Professional and amateur artists, Brazilians and foreigners can apply unpublished and authorship artworks that were not awarded until the closing date for entries.
b) The works - all categories - can be sent by MAlL or ELECTRONIC (applications over the Internet on the official website, in the format JPEG and 300 DPI resolution, attached Images at once).
c) The theme and technique are free.
d) Digital works must contain the signature of the author.
e) Humorous sculptures should come with the author's data.
f) Maximum measures allowed: paper- 42 x 30 centimeters (A3) (16,54 x 11,81 inches), sculptures - 42 centimeters or 16,54 inches (height) x 30 centimeters or 11,81 inches (depth) x 30 centimeters or 11,81 inches (width).
g) Each artist may enter a maximum of 03 works per category: CARTOON (graphic humor with universal and timeless themes), CHARGE (graphic humor with journalistic themes of now a days), CARICATURE (graphic humor that expresses the physical and/or personality of a known celebrity), COMIC STRIPS/COMIC STORIES (graphic art in sequence. Caution: for comic stories will be accepted a maximum of 02 pages per work) and Theme IMMIGRATION (only for works that address the theme IMMIGRATION, proposed by the organization:
"Immigration: The movement of entry, permanent or temporary, with the intention of work or residence, of people or populations, from a certain area of a country to another. People who leave their land with hope or fear. The nomad, the refugee, the deportee, the expatriate, the exiled or the fugitive. Immigration in general occurs for personal reasons or for the search for better living and working conditions on the part of those who immigrate, or even to flee persecution or discrimination for religious or political reasons. These, among others, are some approaches to be exploited.”
h) In addition to the prizes for the categories, special prizes will be awarded, offered by our supporters:
FUNDIART SCULPTURE AWARD (open for sculptures that deal with cartoons, charges, caricatures, comic strips), UNIMED HEALTH AWARD (works addressing health issues), ARCOR CHILDREN'S RIGHTS PRIZE (for works that address children's rights, commemorating 15 years of the Arcor Institute Brazil) and DERWENT ORIGINAL WORK AWARD (for original works in 2d free technique).
i) Along the registered artwork, the artist must attach a complete registration form with legibly writing. lt is also requested reduced curriculum and photo, for registration in the CEDHU's data base. To make sure your work is original, it is suggested to the artist to check on specialized websites if there is no match of image, text and / or situation of your work with another already published in newspapers, magazines or websites. If there is confirmation of plagiarism the work will be automatically disqualified.

The Awards are a totaI of R$ 70.000,00 (seventy thousand reais) divided as follows:
a) Five 1st place prizes in the amount of R$ 5.000,00 (five thousand reais) each, divided among the categories (cartoon, charge, caricature, comic strips).
b) A prize of R $ 5,000.00 (five thousand reais) called "IMMIGRATION THEME AWARD", destined to works of any category (cartoons, caricature, charge or comics strips) that address the theme IMMIGRATION, proposed by the organization of the event to the 2019 edition.
c) One award of R$ 10.000,00 (ten thousand reais) called GRAND PRIZE INTERNATIONAL HUMOR OF PIRACICABA chosen among the five winners of each category (cartoon, charge, caricature, comics strips, and thematic).
d) One prize called Popular Jury "Alceu Marozi Righetto", in the value of R$ 5.000,00 (five thousand reais),chosen by online open voting. j) A prize in the amount of R $ 5,000.00 (five thousand reais) called the ORIGINAL DERWENT Prize, destined for original works in 2D. No 3D works (sculptures) will compete. Artists of all nationalities will be able to compete.
Besides the monetary value, the winning authors will receive trophies (creation of Zélio Alves Pinto). Other prizes and mentions may be established, at the discretion of the Organizing Committee and Award Committee. There will be a selection committee and another award committee with recognized and trained professionals.
The result of the award may be challenged up to one week after the opening of the exhibition, with adequate proof of any irregularities committed without the knowledge of the juries. If fraud or plagiarism is found in any award-winning work, the prize awarded will be canceled.
The values corresponding to the cash prizes will only be deposited in a current account in the name of the winners according to the legislation established by the Municipality of Piracicaba responsible for the International Humor Exhibition of Piracicaba. It is mandatory that the winning artist has a current account in his name and he must inform it on the registration form. If you do not provide a current account within 02 (two) months, counted from the day of the announcement of the winners, payment of the prize amount will be canceled. Authors of countries that face economic embargoes of any kind with Brazil and that make impossible the transfer of the monetary values of possible awards can only compete for nominations of honorary prizes.

a) The simple application requires the artist to accept these regulations. The selected artists automatically transfer the authorial rights of his artworks for reproductions and publications in any media, without restriction, aiming promotion of the event.
b) The CEDHU is not responsible for any damage caused to the work during the transport via post office or other carrier).
c) After the exhibition, the original works must be withdrawn by the artist or authorized person carrying a letter of authorization signed by the artist, at CEDHU - Piracicaba, within a period of up to six (6) months, counted from the closing date of the exhibition. show. After the deadline, CEDHU will exercise the right of ownership, according to its interest.

The founder: Dolyna City Council.
Organizers: CI «The City Center of Culture, Sport and Tourism» of Dolyna City Council, Ukraine Association of Cartoonist.
1. The Competition can be attended by citizens of Ukraine, foreigners, stateless persons. Participation in the
Competition is free.
2. Competition is held in the following age categories:
Category I (from 7 to 11 years old);
Category II (12 to 17 years old)
Category III (17 years and older)
3. Theme: bumblebee, bee, drone, wasp, bee products and others.
4. The winners of the Competition will be awarded with prizes and monetary rewards. Prize fund of the Competition is 30 thousand hrn. The organizer may assign additional prizes in any form or quantity determined by him.
5. To participate in the Competition, the competitioner fills in the questionnaire and sends the work. The works are accepted in two variants on a choice:

6. A competitioner can submit no more than 3 works, on a sheet of paper from A4 to A3. For the electronic version: A4 format, RGB color concept, 300 dpi resolution, maximum file size up to 3 MB.

8. Each work (original or copy) must be described in reverse way as follows: surname, name and address of the author, year of birth, telephone or electronic contact, optional work title. Also, with the drawings, the participant's questionnaire must be sent in printed or electronic form (if the work was sent by e-mail).
9. The submitted work must be authored. The participant accepting the terms of this Regulation confirms that he is the author of the work he sent and has the right to his unlimited copyright and related rights to use and dispose of the work submitted.
10. Works submitted to the Competition that do not meet the conditions set forth in this Regulation will not be included in the Competition. Also, works that promote violence, religious and ethnic hatred are not allowed to the Competition.
11. Submissions will be evaluated according to the following main criteria:
- having a sense of humor;
- interesting plot;
- creative approach;
- technique of execution;
- conformity of works to the subject of the Competition.
12. The quantitative and personal composition of the jury is determined by the organizer, approved by the mayor's decree. The jury selects works for the exhibition and defines the winners of the Competition in three age categories. The jury's decision is final and can not be appealed.
13. The organizers of the contest provide catalog printing. Each participant of the Competition, whose work is included in the number of selected works of the winners, will receive a catalog of the Competition.
14. The winners of the Competition will be announced and awarded during the Festival of Humor «Vesela Kopytcya» on July 7, 2019. The selected works will be exhibited in The Dolyna Regional Museum of Tetyana and Omelan Antonovych «Boykivschyna» (Dolyna, Chornovola St., 2a).
15. This Regulation is the only document that determines the conditions of the Competition. Changes and additions to this Regulation are made in the order of its adoption.
16. The organizers of the Competition reserve the right to use works in conducting further exhibitions, to prepare and publish informational materials, printed products (catalogs, calendars, booklets), publications on the competition, etc. in the media and on the Internet. The organizers are obliged to provide the corresponding reference to the author of the work in any public reproduction of the works of the participant.

Take a selfie: Medplan announces the 11th Salão Medplan de Humor 2019, Brazil

1-PARTICIPATION: April 2 to June 18, 2019.
The 11th Salão Medplan de Humor is open to all graphic artists, who can register their own work (subject to non-observance of this condition by cancellation of registration or withdrawal of prizes received), which have not been awarded until the date of closure of the entries, in the modes of charge and / or cartoon, caricature and comic strips. RULES "CANEVA RIDE" 2019
1 - THEME
Pro Castello di Caneva promotes the international award Caneva Ride! (Caneva Laughs!) for humoristic sketches and satirical costume about the theme “Tale il padre, tale il figlio” Like Father, Like Son.
2 - PARTICIPATION
The award is open to all cartoonists of the world from 16 years old. Participants can apply individually or in groups (in case of several authors, the referent for all communications with the award’s promoters shall be indicated).
3 - TECHNIQUES
Up to three unpublished works, realized by any technique, color or black and white, which haven’t been awarded in other prizes. The maximum format shall be A4 (21 X 29.7 cm).
4 - DEAD LINE
The works must be received no later than midnight on 26 May 2019 at canevaridecontest@gmail.com in .jpg, .tiff or .pdf format at a resolution of 300 dpi, together with a registration form with personal data (name, surname, full address, telephone number, in the case of minors the name of one parent authorizing the participation). During the exhibitions of the works there will be the possibility for visitors to indicate their favorite work. The authors, participating in the competition, give the non-exclusive right to publish the works on any support for promotional purposes of the Pro Loco Castle without having anything to claim as copyright.

The Bucovina Museum from Suceava has the distinct pleasure of inviting you to participate to the International Exhibition of Satirical Graphic BUCOVINA - ROMANIA, the 13 th Edition, 2019.
1. The International Exhibition of Satirical Graphic has as theme: ”Real eyes realize real lies.” (lie, indeed, favorably, etc)
2. We address to all the professional and amateur cartoonists from all over the world, regardless of their age.
3. The number of sent cartoons is maximum five.
4. Please attach in .doc format a brief presentation of your artistic activity (surname and name, exact address, e-mail address, a photo and your CV).
5. The exhibition prizes are:
- Grand prize – 500 € + diploma + gold medal
- Second prize - 300 € + diploma - „Gândeşte” Association

Cartoonists may use any techniques they like, on paper size A4. Each cartonist may submit up to 5 cartoons. Theme for this year is: ROBOT - MODERN ERA
Please add the name of the cartoon as well as your details, name and surname age, occupation, phone number and email to the back side of each cartoon.
Competition will be devided into two categories according to the age. First category "up to 15 years old" and the second category will be "over 15 years old". The deadline to post all cartoons will be by 3rd of May 2019 (based on the post stamp date).
The jury nominated by the organizers, will award prizes for the best cartoons in each category.
The winners in the first category "up to 15 years old" will be awarded:
1st place: material prize, 2nd place: material prize, 3rd place: material prize.
The winners in the second category "over 15 years old" will be awarded:
1st place: financial reward 200 € and gold Bombura's sabre replica.
2nd place: financial reward 100 € and silver Bombura's sabre replica.
3rd place: financial reward 50 € and bronze Bombura's sabre replica.
If the winner cannot attend on the event to collect the prize, all fees connected with adding financial prize to the winner's accountwill be withdrawn from te prize amount. Jury has the right not to award every prize, but they can award „Certificate of Merit“. The best creations will be displayed during a town festival named “Brezno town days 2019” held in May 2019.
The opening exhibition and award ceremony with authors participation will be held on June 1, 2019 in the Synagogue, Štúrova 11, Brezno. The cartoons will be kept by the event organisers and they reserve the right to publish all works in local press or other way. Results of the competition will be published in the regional Brezno newspaper MY HOREHRONIE.

RULES 2019
THEME: Eureka ! MAN AND HIS INVENTIONS
(in the past, present and future)

1. ORGANISER
The cultural association ‘De Geus’ (based in Lebbeke, Belgium) holds every two years a cartoon competition.
2. PARTICIPATION
The competition is open to anyone aged over 18.
3. ENTRIES
The cartoons sent in must be original and not have been published before. All graphic techniques are allowed. Text is not allowed.
The cartoons are to be drawn on A4 format and 300 dpi (maximum of 3 MB per cartoon) for digital cartoons.
Cartoons sent by post need to have the name and address of the author on the back-side of each cartoon.
Each participant can submit a maximum of 5 cartoons only.

5. PUBLICATION RIGHTS
By entering the contest, the cartoonist agrees that his/her work will be exhibited as stated in these rules and be published in the catalog of the contest. The prize-winning cartoons remain property of the organisers.
6. JURY
The jury awards the prizes autonomously.
No correspondence with the jury will be allowed on its decisions.
7. PRIZES
The jury will award five awards.
1st award : 800 Euro
2nd award : 400 Euro
3rd award : 200 Euro
4th award : 150 Euro
5th award : 150 Euro.
8. EXHIBITION AND AWARD CEREMONY
The results of the competition will be announced on Friday 11 October 2019 at 7.30 pm in the gallery ‘De Fontein’.
An exhibition of the selected works will take place in the gallery ‘De Fontein’ in Lebbeke on 12, 13, 19 and 20 October.
9. RETURN
The original versions of the cartoons will only be returned when clearly specified on the entry form. Cartoons can also be picked up on appointment with the organisers.
The organiser cannot be held responsible for lost or damaged cartoons during the shipment.

Selected participants can, on request, get a printed version of the catalog.

About the project:
“Gender Equality and Equal Rights” is a Global movement to promote Gender Equality and Equal Rights through organizing International cartoon contest and exhibition.
This project is an initiative of Arifur Rahman. He is a Bangladeshi – Norwegian cartoonist, former guest cartoonist of ICORN. This project is a collaboration with Avistegnernes Hus (The Norwegian Cartoonists’ Gallery), Drøbak, Norway.
Theme: Gender Equality & Equal Rights
Requirements for participating:
1. All participants must be 13 or older and open to all artists from all over the world.
2. The cartoon has to be new, never published before.
3. Submitted cartoons can be in color or black and white, in any style or technique.
4. Participants may send a maximum of five works. In the case of including text, it must be in English.
5. Cartoons with artist’s C.V., address (in text or doc. format) and a personal photo have to be sent to the following email address: equality@toonsmag.com
6. Size: A3, JPG format with 300 DPI, wide or landscape format.

We will publish the results of the contest on the first of November 2019.

19th World Press Freedom International Editorial Cartoon Competition
(Theme and Regulations)
1. The theme for the 19th International Editorial Cartoon Competition is:
Open season on journalists
2018 was one of the worst years for the number of journalists killed while doing their work. In the annual report of Reporters Without Borders, 2018 was particularly deadly with 80 journalists killed in the line of duty (+ 8%). After three years of decline, the number of professional journalists assassinated is up 15%: 63 homicides, against 55 last year. The highly publicized killing of Saudi columnist Jamal Khashoggi has highlighted the unrestrained determination of the enemies of press freedom.
2. Three prizes will be awarded: a first prize of $1500 plus a Certificate from Canadian UNESCO, a second prize of $750 and a third prize of $500. All sums are in Canadian dollars.
Ten additional cartoons will receive an ‘Award of Excellence.’ Regrettably no financial remuneration accompanies the Awards of Excellence.
3. Only one cartoon will be accepted from each cartoonist. It may be either in colour or black and white and must not have won an award.
4. The size of the cartoon should not exceed A4; 21 by 29.2 cm; or 8.5 by 11 inches. Cartoons should be in jpeg format at 300 dpi.
5. The name, address, telephone number and a short biography of the cartoonist must be included in the submission.
6. The Canadian Committee for World Press Freedom shall have the right to use any of the cartoons entered for promotion of the Editorial Cartoon Competition.
7. The winners of the Cartoon Competition will be announced at the World Press Freedom Day luncheon to be held at the National Arts Centre in Ottawa on Thursday May 2, 2019 and will be advised by e-mail. The winner’s names and their cartoons will be posted on the CCWFP web site.
8. The winning cartoons will be published in a program distributed at the luncheon.
The deadline for reception of cartoons is midnight (Eastern Standard Time), Friday, April 12, 2019.
