Third International Contest of Ecological Graphic Humor - EcoCartoons 2007
The «Pontificia Universidad Catolica del Peru» and the «Grupo de Apoyo al Sector Rural» convoke the Third International Contest of Ecological Graphic Humor «ECOCARTOONS 2007». Caricaturists, graphic artists in general, amateurs and professionals are called together, without age limit from all over the world.
• The principal theme of the contest is: WATER.
• The works must reflect ideas related to the ecology with humor or satire.
• Evaluation is based on how well representation of humor and satire is esthetically reached, language can be direct as well as symbolic.
• The technique is totally free.
• Each participant can present an unlimited unpublished works in format A4 (21 x 30 cm).
• The works must not contain text elements (works made by computer, laser printings or photocopies will not be accepted). Information about the name of the author, local address, E-mail or Web address and country of origin must be indicated in the reverse of the sheet.
• Each participant confirms with the delivery of his works the acceptance of the bases and that they will be part of the exhibition the day of the awards ceremony, as well as part of itinerary exhibitions in cities of Peru and in different countries. All works will represent their country of origin in the museum of graphic ecological humor of the Pontificia Universidad Catolica del Peru.
• The jury will be integrated with members of sponsors institutions and enterprises, event organizers and the best representative personalities of graphic humor in our country. The decisions of the jury are unappealable.
• Deadline is on Sep 30. Works awarded will be announced on Oct 30, in an official ceremony at the Cultural Center of the Pontificia Universidad Catolica del Peru. The organizers of the event will inform the winner by telephone, e-mail or through the embassies or consulates.
• The post delivery must be in flat packages. Do not roll or bend your works. They must not be put in frames or glass. The organizers do not assume responsibility for damage of the delivery. The delivery costs will be afforded by the sender. Local post register on the stamp will be considered in the deadline. After that date, works will be refused.
These works will be part of the cultural patrimony of GRUPO. They can be used for exhibitions or be shown when we consider it pertinent. Also, the works can be reproduced in a total or partial way in diverse publications. GRUPO ensures that all the works used for this ends will mention the author's name and it's procedence in a visible place.

First Prize: US$ 1,000.00 and honour diploma.
Second Prize: US$ 500.00 and honour diploma.
Third Prize: US$ 200.00 and honour diploma.

Theme for the Competition
Health via Technology
Brief: In today's world of touch-button technology, we're gently reminded about the human frailty when we, or someone amongst near and dear ones have to pay a visit to the "Hospital". An activity inherently associated with the physical well-being of the human body is now surmounted by the platitude of the machines that surround the process.
The days of ''healing-touch", and an emphatic year of a neighbourhood physician are fast being replaced by the regular hum of a machine taking stock of your full body.
Scans, Monitors, reports, tests, x-rays, and more artifacts like these dominate the health landscape today. But this is not all that bad as it has also helped improve the quality of healthcare.
Now, this is the theme for the cartoon contest. The participants have to highlight the chasm and the charm created by the use of Technology to aid Health.

The jury and the judgment criteria
We are in process of putting a jury of well-known professionals and socially active personalities. The names will be announced in due course, depending on confirmation. For Judgment jury will use criteria such as creativity, humor, visual communication, presentation, persuasiveness, originality, cleverness, relevance of content and execution to identify the winner.

Contest on Road Education

REQUIREMENTS
1- Any professional or amateur artist is allowed to participate in this contest.
1.a- If the participant is a minor, he or she has to present a certificate guaranteed by a responsible adult.
1.b- It is allowed to participate individually or in groups. Minimum one, maximum two contestants.
2.- Those who work for 'Vialidad Nacional' as employees and those who organize this contest are not allowed to participate in it.
3- The topic of this contest is "Road Education" (intended to educate the community about traffic regulations and raising awareness about the importance of obeying these regulations).
It is divided into two categories:
A) Aimed at adults. (The adults are the target)
B) Aimed at children and adolescents. (The children and adolescents are the target)
4.- The participants can send a maximum of three works, only if these drawings were not previously awarded in other competitions.
5.- Any pictorial technique can be used. The shape of the paper has to be A-4 format (210 mm x 297 mm) or proportional. The sheet of paper can be horizontally or vertically used.
6.- The works have to be sent only by e-mail to salonhumorgraficovial@gmail.com after being scanned at 300 points of resolution in JPEG or JPG format (maximum 5 Mb each work)
7.- The deadline for the presentation of the works is November 16th, 2007.
8.- In tandem with the works, there has to be attached an oficial form with the author's name, surname, address, telephone number and photograph.
9.- The first prize will be the equivalent amount of 1,000 US dollars, the second prize will be of US$ 600 and the third prize will be of US$ 300 in Argentinean currency in each category. If the authors of the winning prizes are minors, the corresponding prizes will be given to the adult legally in charge. After the evaluation of the works, the jury might consider that there is no winner for one or more than one category.
10.- The decision of the jury can not be appealed.
11.- A notification saying who the winners are is sent. If the winners do not reply this notification within fifteen days (from the day when the notification is sent) this prize will be considered vacant. If the jury is willing to, it may choose a new winner for that vacant prize.
12.- The organizers of this contest will not be in charge of paying any extra or adittional expenses. They will only pay the ones explicitly mentioned in this document. Besides, the organizers are not bound to any contractual and non-contractual responsibility by using the winners' works.
13.- The members of the jury will be announced after the winner is officially declare.
14.- The authors of the winning works will be informed by e-mail or by telephone. If the winning works were made by more than one person, the amount of money of the prize is the same (see point 9) and it is the winning group responsible for deciding how to divide the money among its members.
15.- The exhibition of the works
15.a- The first 250 selected works of each category will be exhibited in a gallery in Santa Fe city (Argentina) form December 1st to December 9th, 2007.
15.b- The awarded works, plus the ones that received honourable mentions and those especially chosen by the jury will be exhibited on December 1st and 2nd, 2007 in the 'Sala de Exposiciones DNV 07 del 7th Distrito Santa Fe de la Direccion Nacional de Vialidad'.
15.c- The awarded works, plus the ones that received honourable mentions and those especially chosen by the jury will be published in a magazine. This magazine will be given free of charge to the general public.
16.- Once the contest if finished, the winning works will be also shown on the http://www.vialidad.gov.ar/ site.
17.- The organizers of the contest have the right to publish and reproduce the winning works without the authorization of the author('s). Therefore, the organizers have no legal obligation towards the author(s). Vialidad Nacional can publish and reproduce the works by different means and within local, national and international boundaries.
18.- Vialidad Nacional DVN 07 assumes the commitment to announce publicly the identity of the author(s). (According to law No 11.723 de Propiedad Intelectual y sus modificatorias)
19.- The participation in this contest implies the absolute and unreservedly acceptance of these requirements. Any possible doubt that may arise will be solved by the jury.
20.- The organizers have the right to totally or parcially change the requirements in this document according to their criterion. They can even cancel or extend.
21- The mere fact that someone register in this contest implies the total acceptance of all the items mentioned above.

4th Lodi - Italy

4th Edition of the International Prize of Humour and Custom Satire
RULES
The Province of Lodi and the town of Codogno with the help of public or private organanization and institutions are going to proclaim the 4th Edition of the International Prize of Humour and Custom Satire entitled: “Giuseppe Novello: a good family man”.
Both professional and amateur graphic artists can participate to the competition, by sending unpublished works together with the enrolment form . Only original works will be accepted, that is, works never published in any kind of magazines or exhibited in shows.
PARTICIPATION
Each artist is allowed to participate with 3 works at most, regarding the following theme: “Environment”,
Whole works have to be part of the competition spirit and deal with humour and custom satire. For this reason, works about political satire will not be accepted, as well as drawings offending against decency.
It is important also to remember that only the following paintings techniques are permitted: pencil, Indian ink, watercolour, coloured ink, felt- tip pen. All works will be examinated by a Jury and the winning drawings will be exhibited in the Show of the International Prize of Humour and Custom Satire that will be in Codogno from 10th November to 9th December 2007.

14th Rendon Festival - Colombia

14th RENDON INTERNATIONAL CARTOON FESTIVAL COLOMBIA
RICARDO RENDÓN: The outstanding Colombian caricaturist born in Rionegro-Antioquia (1894-1931), called "The Emperor" of the cartoon. One of the most penetrating and fine Latin American humorists in the XX century, in his work the humor was satire, it was characterized especially by the political cartoon. His cartoons were true x-rays of the facts and of the individuals. He was pioneer of the graphic publicity in Colombia.
14th RENDON INTERNATIONAL CARTOON FESTIVAL Organized by the municipal administration of Rionegro during eleven serial years in memory of Ricardo Rendón. The Festival, only in the history of the country for their trajectory and continuity; he has allowed to look at the perception of authors of but of 80 countries, main characters of the changes and experiences of the towns that contribute to the humanity's growth with the same humour. The laughing thought and its universal language, caricature is the most effective weapon against the thought that does not laugh. It is a dream and an universal yearning to erase frontiers so territorial as ideological that prevent us to live in harmony and to visualize the light of the freedom as principle of peace and coexistence.
The Conditions :
The contest is open to all cartoonists all over the world.

The selected caricaturist will receive free a catalogue.

Dear Colleague Cartoonist:
The Dong-A newspaper from Seoul, Korea, it is organizing again an international cartoon Competition, but that is not a serious institution.
I participated in past versions of DIFECA (Donga International Cartoon competition) , but the organizers do not send the results to the participants. In the past editions they promise a free catalogue of the exhibition, for all the selected cartoonists. But they do not send it.
In 2006 edition I was selected and finalist for the prizes. But I do not received the catalogue.
On 2005 version the colleague Freddy Pibaque win the second prize... but the organizers do not send it the catalogue book that they promise in the rules (See the results in http://www.difeca.com/, click on 2005).
The organizers changes his e-mail every year. Why? For the participants cannot demand the catalogue that they have the right. For example: on 2006 version the DIFECA e-mail was: difeca@donga.com. But now that e-mail is not available. Now, on 2007 version, the DIFECA e-mail is: dcartoon@dcartoon.co.kr. They answer now, for to receive the artworks. But after the exhibition, they do not give attention to the artists.
The same Donga newspaper organized on 2006 the international cartoon contest with theme FOOTBALL. The e-mail of this contest was sifcc@donga.com. But now, this e.mail is not available.
IS THIS SERIOUS? I doubt.

Deliveries: the art will be personally presented or sent in a sealed envelope (no framing, not paspartu) to the Volpe Stessens Cultural Foundation, Caseros 2739, CP 1246, Buenos Aires, Argentina, until August the first 2008.
Prizes: 1st, 2nd, 3rd and one mention will be awarded in the following categories: Graphic humor/illustration/painting/digital art/popular naïf art/drawing/photography (monochrome or color up to 6 per artist).
36 works of art: 8 paintings, 8 sculptures, 8 engravings, 8 drawings from great masters of painting from Mercosur will be awarded valuated in 5000 US dollars.

Volpe Stessens Cultural Foundation will care for good preserving of consignees works, but will not be responsible for theft, loss or breaking of them. 1st Granada Festival

1st International Festival of Graphic Humorists in Granada
October 26, 27 and 28, 2007
“Granada con Humor” is an annual meeting for graphic humorists and cartoonists from all over the world. Its purpose is connecting Granada city with humor and cartoon.
During the Festival, the exhibition “Granada nos maravilla” wil take place, and a catalogue will be published including a selection of works.
1 – The call is open to professional and amateur graphic humorists and cartoonists from all over the world.
2 – Subject of the 1st Festival: “Granada” (the City of Granada, the Alhambra, the Eight Wonder, the city of universities, the multicultural city, Monumental Granada, etc). More information, on the website.
3 –The participants are allowed to submit to the Festival only 3 works strictly related to the subject. The format of the works must be A4 horizontal (297 mm width x 210 mm height) or proportional. Any technique will be accepted.
Mute cartoons will be preferred. Nevertheless, any language will be accepted if a suitable translation to Spanish or English is included.
4 – The works should be scanned and sent via e-mail in 300 ppp, JPEG format, to granadaconhumor@gmail.com
5 -The e-mail must include an entry form containing the following information:
The author’s name and family name
Artistic name
Address, town, country and postal code
E-mail address and phone number
CV mentioning the author’s publications and/or the newspaper, magazine, etc. where they usually publish their works.
Picture or caricature of the artist (optional)
6 – The selected works will be showed in an exhibition in Centro Municipal de Arte Joven Rey Chico. They may be also showed as a roaming exhibition in other national and international events related to Granada Tourist Department.
The works will be showed in a website which address will be informed in due course.
7 – The selected works will be printed in a catalogue. All authors whose works are selected to appear in the exhibition will receive a copy of the catalogue.
8 - The list of participants, as well as the name of the selected works, will published by the organization on the Festival Website or announced via e-mail.
The authors will also be informed about the location of the exhibitions where their works are showed.
9 - Deadline: September 9th, 2007.
10 - The submission of a completed entry form will automatically imply the waiving of the author’s royalties vis-à-vis the non-commercial reproduction of his/her work by Ayuntamiento de Granada.
11 – The participation in the 1st Festival of Graphic Humorists in Granada implies the author fully accepts these regulations.

e) EDITORIAL ILLUSTRATION – works that were published between June 30 2006 and July 31 2007.
2. entries
a) Works must be sent through the internet in the following configuration: 300 dpi, size 4.724 x 3.543 pixel or 300 x 400 mm, color mode RGB, in jpg format (quality medium) with the maximum limit of 1,5 MB, having in the message all the data of the participant, describing the techniques and softwares that were used. Only one image by message.
b) The format of the works that were published (Editorial Illustration) cannot exceed 300x400 mm.
c) Every participant can submit 3 works on each category.
d) Works submitted on Editorial Illustration must be followed by the original publication showing the date of publication.
e) Deadline: September 1st, 2007

ANNUAL CARTOON CONTEST - RULES AND REGULATION 2008
1. PARTICIPATION
This contest is open to anybody aged at least 18. By the simple fact of participating, all contestants accept the conditions and provisions of these regulations and agree to abide by the decisions of the jury. There will be no correspondence about this competition. The Belgian law is applied as far as the tax on the prizes awarded to foreign participants is concerned.

3. ENTRIES - In total 5 cartoons
3.1 The entries
a) must be original cartoons; in black and white or in colour. The drawings may also be made digitally, and submitted on a CD-ROM.
b) may not as yet have been exhibited in Belgium, nor have won a prize at another festival.
c) may bear no captions
d) must be sent
- either flat and not folded
- or not folded, rolled in a hard case
Remark: The entries (dimensions, number, etc.) and the registration form (signature, date of birth) which do not comply with the above mentioned articles will not be taken into consideration for the international competition and will be destroyed.
3.2 The participant will be responsible for the originality of his cartoons. Discussions and probable claims according all sorts of piracy and thus more are at the expense of the participant. 4. DIMENSIONS OF THE CARTOONS
A : min. 21 cm and max. 42 cm
B : min. 30 cm and max. 60 cm.
C : If the entry is submitted on CD-ROM, the cartoon size needs to be A4 or A3 format with a resolution of 300 dpi in TIFF-format.
Cartoons already under glass, framed or on other materials than paper will not be eligible for the exhibition.
5. ENTRY FORM
Your participation will only be taken into account if your entry form carries your date of birth as well as your signature.
Every cartoon must state the surname and first name of the author on the back. Postage must be paid by the participants.
6. PROPERTY RIGHTS
By the mere fact of taking part in the contest, the participants empower the organizing association to make use of their entries for promotional purposes on behalf of the “International Cartoon festival” and the seaside resort of
Knokke-Heist (cartoon book, catalogue, publicity in the press and other media, posters, folders, calendar, official gifts by the local authorities and/or the festival’s organizers, etc.)
7. JURY
Among the entries, a jury makes a selection for the exhibition and appoints the prize-winners.
8. ADMISSION TO THE EXHIBITION
Upon presentation of the receipt of their entries, all contestants will be admitted to the exhibition without charge.
9. PROPERTY OF THE ORGANIZING ASSOCIATION
All award-winning entries will become property of the organizing association. The organizing association will have the option to retain one drawing at the most of every contestant whose work was selected. Article 6. will be applicable.
10. CATALOGUE / CARTOONBOOK
In cooperation with the “Davidsfonds Leuven” a catalogue / cartoon book will be edited according to the technical and financial means. Selected participants are entitled to one catalogue.
11. RETURN MAIL
As from this year cartoons will only be returned if this has been indicated on the registration form.
The charges for returning such works as will not become the property of the organizing association will be borne by the latter. The organizers will endeavour to handle the return with the utmost care but cannot be held responsible for loss or
damages.CD-ROMs are never returned.

2nd Urziceni Competition

The 2nd International Cartoon Competition “Revelionul Caricaturistilor”
URZICENI – ROMANIA

The competition is organized by the Cultural Centre Urziceni in collaboration with the City Hall Urziceni. It is the second time that we organize the competition for authors from all over the world. The first edition was a success. The catalogue is on post to the participants. Your art cartoons will be very welcome again in Romania.
Rules of the competition

2. The works must be originals. The digital art works are accepted. Copies are not accepted.
3. Dimension of the works: min. A4, max A3.
4. The cartoons will stay in our archive to be used in the future anniversary editions of the festival.
