The Regulations concerning the International Satirical Picture Competition
„KARPIK” Niemodlin, Poland
§ 1
These Regulations (hereinafter referred to as the Regulations) lay down terms and conditions of holding the International Satirical Picture Competition „KARPIK” (hereinafter referred to as the Competition).
§ 2
1. The Competition is organized by the Cultural Centre in Niemodlin, Poland.
2. The Participant must be a natural person of legal age, who has a full legal capacity irrespective of the place of the residence.
3. Participation in the Competition is free of charge.
§ 3
Submitting an entry to the Competition is tantamount to the full acceptance of the Regulations by the Participant. The Participant commits himself to comply with the rules laid down in the Regulations as well as to confirm to meet all conditions which make him eligible to participate in the Competition.
§ 4
1. Submitting entry to the Competition consists in sending an original version of a hand-made drawing to the Organizer. The subject matter of the drawing shall cover such topics as fish, fishermen, cast-net fishing, etc., and meet the conditions laid down in these Regulations.
2. The format of the works submitted to the Competition shall not exceed the A-3 size format.
3. Each participant of the Competition is entitled to demonstrate the maximum 2 of works.
4. Each of the entries submitted should be described on the reverse in the following manner: the date of completing the work, the author's full name and address, contact details such as the telephone number or the e-mail address.
5. The entry submitted to the Competition must constitute the participant’s original work. By accepting these Regulations the Participant declares that he is the author of the entry submitted to the Competition and the author hereby declares, that has exclusive and unlimited copyright (personal and proprietary) to the entry and related rights to use and dispose of the submitted work.
6. Entries sent in order to be submitted in the Competition which will not comply with the terms laid down in these Regulations shall not be included in the Competition.
§ 5
1. The Competition is announced by the Organizer annually, not later than by January 15 of a given calendar year and lasts till November 30 of the same year.
2. The entries must be sent in a package preventing their damage.
3. The shall not be responsible for any loss or damage sustained during shipment of the entries.
4. The entries may be sent from the day of the announcement of the Competition by September 30 of the same year.
5. The entries shall be sent to the following address:

§ 6
1. The selection of the award-winning entries will be based on the following criteria:
1) idea corresponding with the thematic scope of the competition,
2) the technique.
2. The Competition Jury shall be responsible for the selection of the winning entries and the Jury’s composition will be made public after its session.
3. Determining the winner in the given year will take place in the first half of October of the same year and will be carried out of the entries complying with the criteria of these Regulations.
4. The final result of the Competition will be published on the Cultural Centre’s website: www.okniemodlin.org
5. The winners of the Competition shall receive the prizes specified in § 7.
§ 7
1. The prizes of the Competition are as follows:
1) Grand Prix – PLN 2.800 gross
2) three main prizes – PLN 1.150 gross each
2. The Organizer may also award prizes or distinctions in a form or amount set freely by him.
3. The winner will be awarded in the form specified in the Regulations and the award shall not be exchangeable for other non-cash awards.
4. The main prize may be handed in at the Organizer’s office during the award ceremony after the winner appears in person, or it may be sent by post to the winner’s address.
5. In case the Participant fails to collect the award in person, it shall be sent by post to the winner’s address.
6. In the case referred to in the paragraph 5 above, the winner shall bear shipping costs which will be deducted from the sum of the prize awarded.
§ 8
1. The organizer has the exclusive right to determine the winner of the Competition based on the rules specified in these Regulations.
2. Pursuant to Article 30, section 1, point 2 of the Personal Income Tax Act on the income gained by way of wins in competitions, games and pari-mutuel betting or prizes related to premium sale in a European Union Member State or another country which is party to the European Economic Area, subject to Article 21, section 1, point 6, 6a and 68 of the Act, a 10% flat-rate tax is charged and deducted from the win or prize. This tax is collected without lowering the income by the cost of its generation. The winners are liable for the payment of the tax due on the prize.
3. The organizer shall pay the monetary prize and collect the appropriate amount of the flat rate income tax of the prize’s value form the winner of the Competition and shall pay the appropriate amount of the tax in question to the account of the relevant Tax Office in accordance with applicable law regulations in this scope.
§ 9
1. Upon the submission of the entry to the Organizer, the Organizer will obtain non-exclusive licence for an indeterminate period of time, which will authorise the Organizer to free use of proprietary copyrights to the entry in the following areas of exploitation:
a) using the work on the organizer’s website,
b) presenting the work during the post-contest exhibition,
c) placing reproductions of the work in catalogues presenting the entries which will be distributed by the Organizer for promotional purposes of the Competition.
2. On the issuing of the prize to the Participant, the Organizer gains free proprietary rights to the awarded entry of the Participant in the following areas of exploitation:
1) with regard to the right to record and multiply the work using printing and digital techniques;
2) with regard to distribution of the work – in form of public exposition and making the work available in such manner that everybody could have access to it at a time and place chosen by themselves, in particular by placing it in the Organizer’s advertising or promotional materials.
3. On handing over the entry to the Organizer, the ownership of the drawing will be transferred to the Organizer.
§ 10
1. By entering the Competition in the manner permitted in these Regulations, the Participant agrees to be bound by the provisions of these Regulations, including consent to the processing of personal data by the Organizer, and agrees to comply with these Regulations. The personal data provided will be processed by the Organizer pursuant to the Personal Data Protection Law of 29 August 1997 for the following purposes: organization and conducting the Competition; determining the Winner and notifying possible winners; handing over the possible awards; achieving the broad objectives of marketing and promotional activities of the Organizer; obtaining statistical and analytical data; contacting the owner of the data.
2. The Organizer informs that he is an administrator of personal data in terms of the Act referred to in Art.1 The data owner has the right to view and correct his personal information at the Organizer’s Office. Furthermore, the data owner at any time has the right to object processing of their data by the Organiser as allowed by the above mentioned Act. Due to safety reasons the data owner shall contact the Organizer in person or in writing.
§ 11
1. Personal data of Participants will be processed by the Organizer solely for the purposes and solely in the scope necessary to conduct the Competition, i.e., in order to identify the Participant, issue the awards and the possible public disclosure of the full name and the place of residence of the Competition winners, as well as to publish the entries in the Organizer’s promotional materials.
2. The Organizer will store the personal data according to the applicable law and implement appropriate measures to protect the processed personal data, in particular against their unauthorized disclosure, unauthorized takeover, processing with violation of the Act, as well as against any change, removal, damage or destruction.
§ 12
1. The Participant grants publishing permission to use of his full name in promotional materials related to the Competition, in particular on the Organizer’s websites, as well as gives consent to use them for the Organizer’s promotional and marketing purposes.
2. Participation in the Competition shall not constitute grounds for requesting any remuneration of any kind whatever.
3. All materials used to promote the Competition are of a purely advertising nature, whereas the provisions of the Regulations have a binding character.
§ 13
1. The Organizer shall not be responsible for any problems arising during the course of the Competition if they took place as a result of the events which may not have been foreseen by the Organiser with the preservation of due diligence or which may not have been avoided, in particular in case of force majeure events which are not possible to predict, participation in the Competition which fails to comply with any of the provisions of these Regulations and the potential subsequent damage caused.
2. The Organiser shall not be liable for impossibility of receipt of the award for reasons beyond the Organiser’s control which lie with the Participant.
3. The awarded Participants are not liable to transfer their rights to the award to third parties.
4. The Winner of the Competition may renounce the award in writing, nevertheless, shall not be entitled to receive any equivalent in exchange.
§ 14
The rules of these Regulations constitute the sole ground for holding the Competition and their binding and final interpretation lies solely with the Organizer.
§ 15
The Organizer has the right to exclude the Participant or his entry from the Competition in case the Participant fails to obey the provisions of the law, good manners, these Regulations or in case he infringes any other rights or interests of the Organizer.
§ 16
1. These Regulations constitute the sole binding document specifying the rules of the Competition.
2. The Organizer reserves the right to change these Regulations in case of a change of the law or for other important reasons, in particular when the change allows for efficient organization of the Competition in accordance with the rules, provided that it will not undermine the rights that have been already acquired by the Participants.
3. The text and any changes to these Regulations will be publicly announced on the Cultural Centre’s website www.okniemodlin.org.

1st International Festival of Satire, Humor and Caricature "Me, Itar Pejo"
COMPETITION
The organizer of the festival "Me, Itar Peyo" International Slavic University "Gavrilo Romanovich Derzhavin" Sveti Nikole - Bitola, announces International Competition for satire, humor and caricature.
The competition is announced for aphorism, Humoresque and short cartoon, and the topics are two, namely: Clever Peter (Hitar Petar / Itar Pejo) and Free theme.
Authors should send 20 aphorisms, five humoresque, and unlimited number of cartoons.
All papers must be original and hitherto unpublished anywhere.
Provided are three prizes for each category are as follows: 500, 300 and 200 euros for Cartoon; 400, 300 and 200 for Humoresque, and 300, 200 and 100 for Aphorism.

10th International Contest of Caricature and Cartoon of Vianden 2017, Luxembourg

The Museum of Caricature and Cartoon of Vianden with the cooperation of Les Amis du Château de Vianden and Naturpark OUR are pleased to announce their
10th INTERNATIONAL CONTEST OF CARICATURE AND CARTOON OF VIANDEN
1. Subject: Bee HAPPY (bee, honey, happiness, optimism…)
2. Deadline: 2th April 2017
3. Prizes: 1st prize: 1500 €, 2nd prize: 1000 €, 3rd prize: 500 €, 3 honourable mentions
4. Entries: Each participant can submit up to 4 entries in digital format by sending them via internet to the following address: cartoon@caricature.eu. The author must include the following details in his or her e-mail: first name, last name, complete address, e-mail address, phone number and the title or the number of each submission. The specifications for these electronic submissions are as follows: format JPEG, good quality, and max. 1,5 MB per picture. Out of these submissions, the jury will make a selection of 60-100 drawings. Only the awarded artists will be invited to send the original work by mail. All these works will be shown as prints at the exhibition and in the catalogue. Their size should be between A4 (210x297mm) and A3 (297x420mm).
5. Technique: Free, black and white or in colour, without subtitles.
6. Prizes and Exhibition: The announcement of the prizes and honourable mentions will happen on 6th May 2017 in Castle of Vianden and the exhibition will take place in the Hall of the Knights of the Castle of Vianden from 6th May until 28th May 2017. There are plans to display the exhibits in the Museum of Caricature and Cartoon of Vianden and in other cities.
7. Returns:The drawings that were awarded one of the prizes will become property of the organizer.
8. Catalogue: The authors whose submissions are selected for the exhibition will receive a free catalogue by mail.
9. Results: The results will be published on the website www.caricature.eu on 7th May 2017.
The award winners selected by the jury will be personally informed via e-mail or by phone. The final decisions of the jury are incontestable.
10. Copyright: The selected participants give the organizers permission to use their drawings only for promoting the artist and the event itself. Every other aspect of the copyright remains with the artist (except for the awarded submissions). It ensures that the awarded works can no longer be submitted in other contests or published by their authors or third parties after the official publication of the results.
11. Generalities: The submitted work should not have been awarded or published before the deadline of this contest.
By taking part in this contest the participants accept the abovementioned rules.

34th AYDIN DOĞAN INTERNATIONAL CARTOON COMPETITION
• Aydın Doğan International Cartoon Competition is organized every year in Turkey by Aydın Doğan Foundation.
• The competition is open to the professional and amateur cartoonists from all over the world.
• The Jury is composed of the international members. The Jury will meet in June 2017.
• The award ceremony of 34th Aydın Doğan International Cartoon Competition will be organized in November 2017 in Istanbul.
CONDITIONS FOR PARTICIPATION
1. Participants can select any theme.
2. Participants will submit the original copies of their cartoons. Cartoons sent as printouts should bear original signatures of participants. Photographs, photocopies, etc. will not be accepted.
3. Size of cartoons should not exceed A3 paper size (29.7 x 42cm).
4. Completing the participation form attached or published on www.aydindoganvakfi.org.tr, participants will send their cartoons together with a short curriculum vitae and a photograph of them to the following address: Aydın Doğan Vakfı, Burhaniye Mahallesi Kısıklı Cad. No: 65, 34676 Üsküdar Istanbul/Turkey.
5. The Foundation will not be responsible for any damage that may occur during postage or for any late delivery of cartoons.
6. Award-winning cartoons will not be returned to participants.

By completing the participation form, the participant beforehand declares and accepts that he/she is the author of his/her cartoon(s) to be submitted to the competition; that he/she grants license in form of non-exclusive simple license to Aydın Doğan Foundation without any limitations on location, time period and number including assignment to third parties in relation to the usage rights of financial rights such as processing, duplication, distribution, representation, indication and transmission to the public via audio and/or visual means as defined under the provisions of the Articles 21-25 of the Law No. 5846 on Turkish Intellectual and Artistic Works; and that he/she gives consent to Aydın Doğan Foundation to exhibit such cartoon(s), to keep them in its archives, to duplicate and publish them on the Internet or through other media and to use them in any other way without any limitations.
8. Where the cartoon(s) to be submitted to the competition wins a rank and/or a prize; the participant beforehand declares and accepts that he/she is the author of his/her rank and/or prize-winning cartoon(s) and that he/she transfers ownership of the original or the copy of cartoon, submitted to the competition, to Aydın Doğan Foundation; that he/she transfers the financial rights such as processing, duplication, distribution, representation, indication and transmission to the public via audio and/or visual means he/she holds over the cartoon(s) to Aydın Doğan Foundation without any limitations on location, time period and number including assignment to third parties under the provisions of the Articles 21-25 of the Law No. 5846 on Turkish Intellectual and Artistic Work; that he/she gives consent to Aydın Doğan Foundation to exhibit such cartoon(s), to keep them in its archives, to publish them on the Internet or through other media and to use them in any other way without any limitations; that he/she does not have any right of disposition over the financial rights subject to transfer and thus will not enter into any transactions with third parties in relation to transferred financial rights.
9. The participant accepts and declares that the information included on the participation form completed for the competition participation will be processed and transferred with communication and competition participation purposes within the framework of the International Cartoon Competition of Aydın Doğan Foundation in accordance with the Personal Data Protection Law number 6698; that even if the application fails, the personal data will be kept by Aydın Doğan Foundation for the period of time set forth by the legislation; that the information related to competition participation will be shared with the jury, press and media organs and other relevant parties; that where a prize is won or where cartoon is published, his/her information as being author of such cartoon will be shared with the public; and that he/she is provided with required information in this regard.

• That he/she will provide clear and comprehensible information related to the right he/she requests to use during the application to be made; that he/she will certify his/her identity during the application to prove that the applicant is the relevant person and will send his/her identification information together with the application; and that it will be required to share also his/her contact information to receive the result of the application; and that he/she has been informed about all of these issues before participating in the competition.
10. The Foundation will cover travel and accommodation expenses of the first three award-winning competitors for the award ceremony.
11. Cartoons that have not received any awards will be returned to their owners upon written application to the Foundation within 1 year. The responsibility of the Foundation ends after this period.
12. The deadline to participate in the competition is Friday, 5th May 2017.
13. Jury members cannot participate in the competition in the year they act as a jury member.
14. The decision to upload the cartoons, submitted to the competition, on the Virtual Museum belongs to Aydın Doğan Foundation.

One of the most essential steps towards eradicating the gender inequality which still prevails even in the most developed countries in the world is the girls’ education. It is an absolute must that all the girls in the world have access to uninterrupted, quality education so that they can make their own decisions, direct their own lives and they can reach the positions they deserve. However, this is not enough. Beyond access to education, each of us are responsible of providing all the girls and young women with the opportunities to realize their potentials inside and outside of the schools, to enable them to develop their knowledge and skills throughout their lives and to remove all the barriers they face when they participate in the workforce.

Concurso Internacional World Press Cartoon 2017, Portugal

WORLD PRESS CARTOON IS BACK!

After overcoming the financial restrictions that forced the 2016 interregnum, WORLD PRESS CARTOON is back on track!
Its main event will be hosted by the Portuguese municipality of Caldas da Rainha, where the works of the top world class cartoonists will be on display in early Summer 2017. Caldas da Rainha, 90 km North from Lisbon, is the hometown of the greatest Portuguese caricaturist of all times, Rafael Bordalo Pinheiro, 1846-1905 (https://en.wikipedia.org/wiki/Rafael_Bordalo_Pinheiro), and World Press Cartoon organization is very happy and honoured with our new location.
We maintain the last monetary prizes structure, with a Grand Prix of 10 000 euros. The nine prize winners will be invited to attend the Awards Ceremony to be held at CCC - Cultural and Congress Center of Caldas da Rainha main auditorium (http://ccc.com.pt/espacos-comerciais/grande-auditorio).
Our mission, as always: to distinguish, exhibit, promote and award the best drawings published in the world press. Because the WORLD PRESS CARTOON aims at gathering the best in the international production of humour drawings published in the Press every year, this is a meeting the professional cartoonists should not miss!
Please find attached the competition rules and the entry form that must join all participant works. Please read carefully the rules. Cartoonists are permitted to submit to the competition one original entry in each of the three categories of the salon. Please note that only the originals of the works will be accepted. Top quality printed versions of works produced by digital or mixed techniques will be considered originals when they are signed by hand by the author, who must indicate the techniques and software used on the competition application form. The original digital files must be also sent, either on CD, DVD or flash drive.
It is an essential pre-requisite for eligibility that the works were originally printed between January 1 and December 31, 2016, in newspapers or magazines, published on a regular basis and on sale to the public. As proof of compliance with this pre-requisite, each original must be accompanied by the respective full page of publication, on which the date and title of the newspaper or magazine is clearly visible (cuttings, pasted versions, photocopies or digital prints of the publication are not acceptable).

17th International Editorial Cartoon Competition for Press Freedom 2017, Canada

1. The theme for the 17th International Editorial Cartoon Competition is:
F for fake
Yesterday a global network with libertarian accents, has the Internet become a threat to democracies?
Corporate-funded think tanks and fake grassroots groups are now everywhere and consumers often have difficulty in finding the source of the “information” they disseminate.
The phenomenon is compounded by the fact that one doesn’t need to actually be where something is happening in order to report on it. Many have also criticized the role of algorithms used by social networks in limiting debate by enclosing their users in ideological bubbles.
The term “fake news” has further been co-opted as a means of silencing legitimate journalism or criticism, and when confronted by verifiable facts, the term "alternative facts" has even been invoked.
2. Prizes: three prizes will be given: a first prize of $1000 plus a Certificate from Canadian UNESCO, second and third prizes of $500. All sums are in Canadian dollars. Ten additional cartoons will receive an ‘Award of Excellence,’ Regrettably no financial remuneration accompanies the Awards of Excellence.
3. Only one cartoon will be accepted from each cartoonist. It may be either in color or black and white and must not have won an award.
4. The size of the cartoon should not exceed A4; 21 by 29.2 cm; or 8.50 by 11 inches.
5. The name, address, telephone number and a short biography of the cartoonist must be included in the submission.
6. The Canadian Committee for World Press Freedom shall have the rights to use any of the cartoons entered in the Competition for promotion of our Editorial Cartoon Competition and World Press Freedom Day.
7. The winners of the Cartoon Competition will be announced at the World Press Freedom Day Luncheon held at the Chateau Laurier in Ottawa, Canada on Tuesday May 2, 2017 as well as being advised by e-mail. The winner’s names and their cartoons will be posted on the CCWFP web site.
8. The winning cartoons will be exhibited at the luncheon.
The deadline for receipt of cartoons is 5 p.m. GMT, Friday, March 31, 2017.

Finalist cartoons of the 8th International Tourism Cartoon Competition 2016, Turkey

Dear Fellow Cartoonists,
After the meeting of the Pre-selection Committee on January 28, 2017 in Istanbul, Turkey, the finalist cartoons of the 8th International Tourism Cartoon Competition were specified. 182 cartoons in the adult category and 49 cartoons in the youth category were chosen for the final evaluation. The finalist cartoons will be displayed on the organization website between February 1 and 10, 2017 before the evaluation of the final selection committee.
When you see any similar, copy cartoon/s or received an award before, and any fraud cartoon/s among the finalist cartoons, please write to organizing committee (There are numbers on every cartoons, you can use numbers when you are reporting). Any objections to authenticity will be considered until February 10, 2017.

All winning entries will be announced via the worldwide press and on the website on December 15, 2017. All winners' prizes, either financial and/or plaques, will be sent via U.S. registered mail by December 31, 2017, to the winners.

Entries for awards must be received on or before November 15, 2017, and represent work done from the beginning of September 2016, to the 15th of October 2017, reflecting the importance of human dignity, mutual respect and friendship among nations, as well as economic consideration and environmental responsibilities towards each other. While cartoonists may send in what ever they please, the contest does not encourage maligning member nations.
Winning cartoons will be chosen for their high professional standards in art, political analysis of events, projection of events to come, humor, while also reflecting the spirit and principles of the U.N.
2. Entries for these awards may be made by any professional individual, and should consist of political cartoons printed in any publication published anywhere, in any language. The entry must consist of reproductions only. The cartoon reproductions will be accepted only as published, with name of publication, language, and date included, accompanied by a newspaper reprint, and translated into English. Exhibits are limited to two cartoons per person. Reproductions must be presented measuring no larger than 8,5 x 11 inches. Envelopes larger than 8,5 x 11,5 inches and that are thicker than one eighth of one inch will not be opened, and their entries shall not participate in the competition.
The entries should be sent in soft envelopes, easy to open.
The Committee requires that all entries conform to the stated limits and sizes before it can be given any jury consideration. All exhibits should include a biography of no more than 75 words long, be written in clear English, and a picture of the entrant.
3. All materials including prize-winning exhibits become the property of

and will not be returned. Again: Only copies (not originals!) will be accepted for consideration. All material may be used for promotional purposes, including but not limited to inclusion in special United Nations albums or any other albums and/or exhibits.
4. Our obligation is fulfilled upon the mailing of the plaques and/or valid checks to the award winners. Checks must be cashed within three months of mailing, after which time the checks will become null and void. The Committee will not be responsible for banking procedures and limitations of any country, or negligence that may create obstacles in cashing the check.
5. The decisions of the judges are final and irrevocable.

We invite you to capture cities of the future, the past or cities with no time, visualizing happy or terrible places, with critical proposal, apocalyptic or waste of beauty and imagery.
The call includes a special category of work pieces, of great cities illustrated for children.
You can send up to 5 work pieces in digital format at a resolution of 300 dpi, in files with 1.0 mega minimum and 8.0 maximum mega, in whatever technique such as color or black and white, including manual process, digital or mixed.
You can participate with unpublished work or published.
The call is opened to artist of any age, sex or nationality.
The best work pieces participating will receive award Calicomix and certificates of selection in the sample to be held in the Dome in the Biblioteca Departamental Jorge Garcés city of Cali, Colombia, on April 2017.

Catalog of the 5th SICACO 2016, Korea

Yesterday received the great catalog of the 5th Sejong International Cartoon Contest (SICACO) 2016 from Korea. The standard A4 size catalog has over a 100 pages in color. The front and back page cartoons are the work of the Bronze Prize winner artist Musa Gumus from Turkey.
The statistics in the catalog report they had received 1215 works by 415 cartoonists from 53 countries including Korea. 259 artists are awarded in this edition with the theme "Trauma+Healing" and the Free theme. From Turkey are awarded the following cartoonists:
Bronze Prize: Musa Gumus.
Student Special Prize: Rumeysa Gul Tunc, 13 y.
Student Honorable Mention: Kubranur Gul Tokmak, 14 y; Abdulhakim Orhanoglu, 16 y; Merve Yurtseven, 12 y.

The caricature is universal language with hidden messages, “dressed” in humour.
Its goal is to make everybody smile, even when they suffer of life in hardship. “In order to receive, learn to give.” This folk wisdom has been experienced and well suffered.
“If you have two shirts, give one to the poor.” was written in the Bible. For some people wealth is in the possession of money and property. Others find it in love and wisdom…
Richness gives privileges, but it also obliges. Wealth can provide indulgence for the rich, but it can also mean another day of life for the poor. Is what some find valuable, valuable for others too? Should you possess, in order to give? Values and wealth meet in the act of donation.
In this Biennial, we will see how caricaturists will draw the shades of wealth and charity. Whether old wisdom will interweave with new mores and what will come out from it remains to be seen.

ELIGIBILITY REQUIREMENTS:
1. The Biennial for Caricature is open to professional and amateur caricaturists from all over the world;
2. Each participant should send up at least one piece of work 210/297 (A4 format);
3. The caricatures may be colourful or black-and-white;
4. Participants should send their caricatures by 31 July 2017;
5. Caricatures, sent only via email do not participate in the Biennial.
6. It is advisable that together with their caricatures, participants also send a photograph or take-off and CV;
7. An international jury will nominate five caricaturists who will be conferred the title Master of Caricature;
8. Awarded caricatures are not sent back;
9. The rest of the caricatures will be sent back if authors state that in written form;
10. The Catalogue of the exhibition will be given free of charge to participants whose caricatures are included in the Catalogue.

The 23rd International Biennial of Humour and Satire in Art is comprised of a competition and a curated exhibition. The competition is held in two sections: cartoons and contemporary art.

Eligible for the contemporary art section of the competition are works of art executed in any technique and media (painting, sculpture, photography, printmaking, drawing, poster, installation, video, and others).

The organizers kindly invite all artists to visit Gabrovo on 19th May 2017 for the opening of the Biennial exhibition and join in the Gabrovo carnival.
General Entry Rules
1. The competition is open to all artists who accept the conditions of entry. Each artist may enter no more than two works in a section.
2. Application procedure:
In order to apply, artists complete an online entry-form; depending on the type and media, each work may be visually represented with:
* up to 3 images each one of which should not be larger than 4 MB, jpg or png format (your images are best represented at 1000px on the longest side and a resolution of 72ppi)
* video that can be watched online at a URL provided by the artist in the entry form
* animated cartoons (gif and flash) with duration of up to 25 seconds (provided through a URL or file upload)
The selection of the works is made online by an international jury.
Artists with selected works send the originals by post within the indicated deadline.
Print cartoon publications are sent directly by post – no online submission is necessary.
3. Important dates:
* 12th March 2017, midnight Bulgarian time (GMT+2) – closing date for applications
* 24th March – the selected works are published on the website

4. Artists whose works are not selected to be shown in the competition exhibition will not be personally notified.
5. The Museum House of Humour and Satire will be pleased to accept donations. Artists are requested to state their will as donors (provided their works are selected to be shown in the competition exhibition) in the entry form. The donated works become part of the museum collection.
6. Artists who wish to have their works returned should indicate it in the entry form. Works will be sent back from 1st October until 30th November 2017 at the artists’ expense by post or express services to an address indicated by them. Artists may personally collect their works within the same deadline at the Museum. The Museum bears no responsibility for the storage of the unclaimed works after 30th November 2017.
7. All works should be sent by post or express services with PRINTED MATTER and NO COMMERCIAL VALUE noted on the package.
8. Artists should cover the transport costs franco Gabrovo. The organizers will not collect packages sent to other destinations. All customs dues and landing charges payable upon the receipt and the return of the works should be covered by the artists who will be personally notified of the exact amount.
9. The cash prizes are subject to taxation in conformity with Bulgarian law. The prizes can be received no later than 31st December 2017.
10. The Museum guarantees the safety of the works from the date of receipt to the date of return assuming no responsibility for damage or loss during transit. It is recommended that the works should be insured in advance.
11. With regard to the Biennial exhibition, the Museum reserves the right to reproduce the works on display and have them printed in its and other publications, as well as on the Biennial website.
12. The organizers guarantee that the artists’ personal data shall be processed as it is stipulated in the Personal Data Protection Act in force in the Republic of Bulgaria now.
13. The conditions of entry are contractually binding. By submitting works to the competition artists agree to the terms of this contract.

7th International Turhan Selcuk Cartoon Competition 2017
THEME: Open
CONDITIONS:
1. The competition is open to any cartoonist.
2. It is acceptable to enter with cartoons that have been published previously. However, they should not have won any prize/award in any other competition.
3. Any technique is allowed. The cartoonist can submit a maximum of 5 cartoons. Originals or electronic versions suitable for printing in 300 dpi and jpg format sent by e-mail would also be acceptable. No reposnibility will be assuemed for documents sent in different formats and documents that can not be opened.
4. All cartoons must be 30x40 cm maximum.
5. The participants must write their names (first and surname) in capital letters, address, e-mail, country and telephone number; a brief CV should be submitted in a sealed envelope.

7. The results of the competition will be announced on 17 th May 2017.
8. The cartoons sent to the competition will not be returned. All cartoons, whether they have won a prize or not, may be used for cultural purposes and may be published. Participation assumes acceptance of these conditions. All cartoons will be kept in the ‘Turhan Selcuk Karikaturlu Ev’.
9. The cartoons selected by the jury will be displayed in the exhibition and will also be printed in the album.
10. The reward ceremony will be held on 11th September 2017. The opening of the exhibition will be held on the same date, in ‘Turhan Selcuk Karikaturlu Ev’ for cartoons which have won an award or have been selected for display. The exhibition will be open until 1th October 2017.
11. Accommodation and meal expenses for participants who have won a ‘Special Award’ will be met. Travel expenses will be borne by the participants. Travel, accommodation and meal expenses for competitors who come first, second and third will be met by Milas Municipality.

Art.1.Participation
The contest is open to any person. Participation is free of charge. Participation in the contest implies full acceptance of the current regulations. The jury’s decisions are final and not subject to appeal.

3.1. The drawings shall have the following dimensions: 210 x 297 mm (DIN A4).

3.4. The drawings shall not include subtitles

10th INTERNATIONAL DON QUICHOTTE CARTOON CONTEST 2017
Theme: “Respect differences!
Societies differ based on their language, religion and racial features. These features create the basics of the “differences” description. In such terms, we may not talk about equality since every body has a different color. Amongst crowds, these concepts are unfortunately referred as discriminators. Whereas these differences should be seen as riches. Whilst facing differences, we should acknowledge everybody as they are and respect their differences. Respecting people’s thoughts, lifestyles, views of life are a must in the first place for societal values. These differences shouldn’t be a reason for imposition, othering and end up into opression. People’s values, lifestyles, visions, beliefs, anticipations, tastes, perceptions and interpretations pof the World may differ. All of them represents the riches of life. Acknowledging, understanding the other and whatever his/her differences are, knowing that he/she also owns all the rights we do, elevates our humanist side and universality.
In a society where some masses want the others to be just like themselves and rejecting the others’ cultural heritage representing the differences is a menace towards societal values. In any society, all the people must live in equal conditions and rights. Every race is different yet all create a harmony like a rainbow when joined. We deserve living in a colorful World independent of race, language and religion. Respecting the differences..
The purpose of our contest is to underline the difference while showing its importance to societies and implement it through the cartoon art.
The Rules of Competition:
1) With participation in competition is possible only by Internet. (respect@donquichotte.org)
2) All submitted work should be participating a contest for the first time. With an offence, there's a risk of deprivation of the achieved prizes.
3) The designs are to be drawn in A3 Size to deliver in 300 dpi dissolution and in Jpeg format. They know both and black-and-white, and to be colored, the coloured representation is exactly the same as the color technical treatment of the work is incumbent on not a containment.
4) The closing date of the competition is 15 March 2017.
5) Pre-selective Jury will determine the 100 finalists between dates 20-31st March 2017.
Finalists will be presented in social media and on DQ website for the following 10 days.
6) The jury exists, evaluates the works between 01 and 07 April 2017. Results of this evaluation and conception of the price-crowned works are published on 10 April 2017.
7) The award of the prize will take place in the context of the opening of the exhibition in 5 May 2017 in the municipal art gallery Filderstadt.
8) Received caricatures will be securely saved in Don Quichotte's archive. We certainly will get permission from you if we need to use your caricatures for purposes other than displaying it in exhibitions and album.
9) Contest Album will be developed in pdf and, if sponsored, will be printed.
10) Awarded and best performing cartoons will be exhibited in various European countries.
