11th Barakaldo International Graphic Humour Contest 2011, Spain
FIRST.- To pass the public announcement of the 11th International Graphic Humour contest on new Technologies –Barakaldo Hermes Prize 2011, which is an official announcement regulated by the guidelines established in the regulations of the Barakaldo Cultural Competitions, published in the Official Biscayan Bulletin on February 12th, 2010.
SECOND- The budgetary limit for the aforementioned is set at four thousand five hundred Euros (4.500 €) charged against the Budget allocation 00700 451802269902. In compliance with rules established under Article 7 of the regulation, prizes awarded will be as follows: First Prize – 1.500 €, Second Prize – 1.000 €, Third Prize – 800 €, Fourth Prize – 700 € and Fifth Prize – 500 €.
THIRD.- Legal regulations which the competition will adhere to are as follows:
1.OBJECT
Sketchers will send in a scene depicting graphic humour relating to new technologies which impacts on daily life (INTERNET, BIOLOGY, SPACE, TELECOMMUNICATIONS, MEDICINE, ETC...) and which allows the citizens to reflect on new spheres of scientific progress. It can also be vignettes depicting geek attitudes generated by users of social networks or taking part in Web 2.0.
2. CONTESTANTS
Anyone who so desires may take part with no age restrictions. Each contestant may submit up to three pieces of work. Anyone who was a Hermes prizewinner at the previous year’s renewal will not be allowed to submit entries to this year’s official announcement.
3. CATEGORY AND FORMAT
Scenes and characters must be the personal creation of the author and unpublished. Work can be submitted either in black and white or in colour. Works must not exceed a single page, with a format not exceeding 800 x 600 pixels per inch, with a minimum resolution of 72 pixels per inch.
4. LANGUAGES
Works may be labelled in Spanish or Basque. It is permissible to enter humorous scenes without text written for those artists from different linguistic and geographical backgrounds.
5. PRESENTATION
Contestants must send an email containing their name, surname(s), address, date of birth, National I.D. Number or NIE number (Foreign Resident ID Number) and contact telephone no. This email is to be sent with the picture file attached in JPG format.
6. SUBMISSION PLACE AND DEADLINE
Works containing the author’s details should be sent exclusively by email to:
hermesbarakaldo@barakaldo.org before October 13th 2011.
7. VIRTUAL EXHIBITION
Presentation of works will imply the granting of permission to the Local Council for the reproduction of images entered, for purely exhibition purposes only. Any such exhibition of the works does not mean that financial benefit will accrue to the authors of the illustrations.
8. PRIZES
The awarding of the Hermes de Barakaldo prize carries a financial reward amounting to 4500 Euros and is divided into five categories: First Prize: 1.500 €, Second Prize: 1.000 €, Third Prize: 800 €, Fourth Prize: 700 € and Fifth Prize: 500 €.
After the winners are notified individually, and by email, of the resolution, the prize winners will have a maximum three months term to supply their details to the awarding organisation in order for the cash prize to be transferred to them. Should the time period of three months since the first communication have already elapsed, without the relevant data having been supplied, it is understood that the prize winner will relinquish his/her right to the relevant prize and the corresponding illustration will likewise be withdrawn from any medium the local council has published it in.
9.JURY
Any of the prizes may be declared void if none of the works come up to the required minimum qualitative standards.
10.SELECTION CRITERIA
Prizes will be awarded according to the following criteria:
a.- Quality and artistic relevance of the work: 50 points.
b.- Adherence to the theme of the Competition and to the humorous language pertaining to it: 30 points.
c.- Social and cultural impact of the cartoon in relation to the thematic aspect set out regarding new technologies and their implications for everyday life: 20 points.
11.FURTHER POINTS
Participation in the competition implies acceptance of the rules and regulations as already laid down in the current Decree.
FOURTH.- Prizes will be awarded in accordance with the competition rules system, through comparisons of the works presented, and through the establishment of priority criteria amongst them, in conformity with the already outlined criteria, and the awarding of the corresponding financial amounts in compliance with the same with limits as stated in the official announcement, not exceeding the available credit.
FIFTH.- In order to analyse and evaluate the works presented, a Qualifying Panel or Jury will be convened, composed by Mr. Carlos Fernández Martínez Delegate-Councillor of Culture, Education, Basque Language and Sport, who will assume the title of President of the said panel, and, Mr. Prudencio Díaz Lopez de Armentia, Mr. Sergio Román and Miss Gloria Alvarez Casquete, as people of renown prestige in the world of graphic humour and illustration, and Mr. Juan Manuel de Los Santos Aranaz, a Technician in the sphere of Culture, who will take part as Secretary.
SIXTH.- The maximum allowable timescale for the resolution and notification of the prizes’ awarding procedure will be two months, starting from the closing date for the submission of entries.
SEVENTH.- All interested parties will receive notification under terms outlined in Article 58 of the Law 30/1992, dated November 26th, of the Law Regulation of Public Administrations and Common Administrative Procedures.
EIGHTH.- in case of any appeal against the decision, which exhausts the administrative procedures, an optional administrative reconsideration appeal may be lodged with the Council President to set aside the current resolution within a timeframe of one month starting from the day after the announcement of the results, alternatively an Administrative Reconsideration Appeal can be entered at the Court for Contentious Administrative Proceedings by virtue of the distribution of authority outlined in Articles 8 and 10 of the Law 29/1998, dated July 13th, which regulates the Contentious Administrative Jurisdiction within a timeframe of two months, also commencing, like the previous, on the day after receipt of official notification.

This year marks the fifth edition of Cartoonale Brugge!
Theme for this year is 'Revolution!', a subject that has been headlining the news for months and that may be interpreted in the widest possible sense. Can you find inspiration in the news of the Arab revolts that have taken the whole world by surprise, or in the green revolution? In the digital revolution and the instant success of the I-phone, Twitter and Facebook? Or do you have other original ideas on the subject?
Cartoonale Brugge is open to all creative minds. Every artist may submit up to three cartoons and the deadline for submission 27 July 2011.
Do not hesitate to participate; there are nice prizes to be won! From among all entries, the jury will select three winners who will be awarded with a cash prize! Article 1 – Concept
The cultural department of the City of Bruges organises Cartoonale Brugge, a cartoon contest followed by an exhibition. From among the entries, a jury will select a number of works that will be exhibited, and from among these exhibited works, the same jury will also appoint three prize-winners.
Article 2 – Organisational committee
The Organisational Committee consists of:
• The Alderman for Culture (chairman);
• Representatives of the Cultural Department of the City of Bruges.

Article 3 – The jury
The jury consists out of three members who are selected by the College of Burgomaster and Aldermen on the basis of their knowledge and experience.
The prizes will be awarded at the suggestion of the jury. Their decisions are final and cannot be challenged.
Article 4 – Prizes
There are three prizes: the first prize is 1,500 euro, the second prize 1,000 euro and the third prize 500 euro.

Article 6 – Participation conditions
The members of the organisational committee, the members of the jury and the curator of the exhibition are excluded from entering Cartoonale Brugge. Participation is free of charge. In both cases, it is recommended to put the cartoons in a sealed protective envelope bearing the words “NIET PLOOIEN – DO NOT FOLD”. This will allow us to display the works in an orderly fashion.
The cartoons must be original drawings or digital prints on paper or on light cardboard. The maximum paper size is A3 (29,7 cm x 42,0 cm). There is no minimum size.
In addition, the registration form must be attached to the back of every cartoon.
All cartoons may be displayed at the exhibition or published in a virtual catalogue created for this purpose, without any financial compensation for the artist.
Furthermore, the cartoons may be used to make publicity for the cartoon contest and for the City of Bruges.
The three prize-winning cartoons will become property of the Municipality of the City of Bruges. The cartoonists who stated that they wanted their cartoons returned will receive their works by post. Cartoons returned will be handled with care, but the organizers cannot take responsibility for any loss or damage caused by the postal service.
By entering the contest, i.e. by sending in one or more cartoons, each entrant agrees to abide by the contest rules.
Article 7 – Exhibition and prize-giving
The exhibition will take place from 23 September 2011 till and including 12 October 2011 in the ‘Hal voor Cultuur’, A.C. ‘t Brugse Vrije, Burg 11, 8000 Brugge.
The exhibition is open every day from 10 a.m. till 5 p.m. and entrance is free.
The public announcement and the prize-giving ceremony will take place during the vernissage on Friday 23 September at 7 p.m.
Article 8 – Disputes
All disputes over matters that are not dealt with in these contest rules will be settled by the organisational committee whose decision will be final and cannot be challenged.

THEME: "RECYCLING”
1 - Recycling is the raw materials from waste, introducing them back into the cycle of life and occurs at the prospect of depletion of natural resources.
2 - You can send up to two works from his personal archives or have been published or awarded. Can be prepared using any technique and should only be sent email in no case shall the original.

The Second Master Cup International Illustration Biennial 2011 - China
Thanks to the artists all over the world, the First Master Cup International Cartoon and Illustration Biennial had been held successful in 2007. It was a big pity we could not continue the Biennial in 2009 because of some obstacles beyond the exception.

Atila Ozer, the famous Turkish cartoonist passes away this morning
Atila Ozer was born in Burdur (Turkey) in 1949. He graduated from State Engineering and Architecture Academy as a construction engineer. 7 years later he ended his career as an engineer. He completed his master’s degree in Communication Arts and his PhD in Graphical Design.
In 1979 he started his academic career at the Anadolu University in Eskisehir. He has been teaching the course "Graphics and Cartoon Art." In 2002 he founded the Anadolu University Research Center for Cartoon Art and in 2004 the Museum of Cartoon Art (http://www.ekm.anadolu.edu.tr/). He published numerous articles and books on cartoons as "Advertising and Cartoon Art", "Cartoons as a Language of Communication", "Theoretical and Practical Cartoon"...
Besides being a professor at the university he was also a world-famous cartoonist. His first cartoon was published in 1973 in "Bonbon", the humor magazine of the national newspaper Hurriyet. He won dozens of awards in cartoon competitions in Japan, China, Korea, Iran, Syria, Cyprus, Germany, Bulgaria ... His cartoons were published in domestic and foreign newspapers and magazines. He has made also cartoons for educational TV programs. He had personal exhibitions in Turkey, Austria, Germany, and Belgium.
Atila Ozer and his colleague Sadettin Aygun won the Skalni Materiali JS Co. – Rousse Prize for Sculpture in the Gabrovo International Biennial of Humour and Satire in 2009, Bulgaria.

INTERNATIONALE SPORTCARTOONALE 2012 ZEMST
The modern Olympic Games belong to the tradition of the eldest and certainly most impressive sporting events world wide.
In 2012, thousands of athletes will meet up in the capital city of England London for the thirtieth edition of the summer Games. There will be excitement, emotions, intense joy and satisfaction during the competition for the gold medal. All this taking place in the interesting setting of London, one of the most exiting cities in Europe.
This is therefore a unique occasion for the tourism organisation of Zemst, together with the Belgian museum of Sport Sportimonium(www.sportimonium.be), to choose the Olympic Games in London as the contest theme for the third edition of the international Sportcartoonfestival in 2012.
The subject can be widely interpreted. Some keywords include: London, athletes, Olympic disciplines, fans... a fascinating subject to stimulate the creativity and critical minds of the cartoonists!

Art.1.Participation
The contest is open to any person. Participation is free of charge. Participation in the contest implies full acceptance of the current regulations. The jury s decisions are final and not subject to appeal.

3.1. The drawings shall have the following dimensions: 210 x 297 mm (DIN A4).
3.2. The works shall not be provided by a passe-partout, or be stuck on larger paper.
3.3. The drawing must mention, on the reverse, the surname, name, address and e-mail of the participant.
3.4. The drawings shall not include subtitles

Pavel Constantin wins the 3rd International Competition for graphic humour
The Catalan artist Tere Vila Matas has won the first International Competition of sports drawing, organized by the Unió de Federacions Esportives of Catalonia in collaboration with the Fundació Catalana per a l’Esport.
Tere Vila Matas won the award with her work Rhythmic Gymnasts Mountain. Born in Barcelona, Vila Matas is a member of the Académie d’Art Oriental in Paris, in addition, she has a bronze medal in the Art Expo in New York, silver medal at the Salon of Beziers, and Grand Prix de la Vigne . She has exhibited in various international galleries and has works exhibited in museums in different cities worldwide.
The winning work, Rhythmic Gymnasts Mountain is made using the technique of Chinese ink on rice paper. In fact, Villa Mata uses a technique entirely Oriental based on Chinese calligraphy.
This competition of sports drawing, which has been held this year for the first time, was born with the intention of bringing sport nearer to the work of artists, and has the aim of popularizing and promoting drawing as a unique expression of sport. It is endowed with a prize of € 3,000 and two honorable mentions of 1000 €.
The two honorable mentions of this first edition have been given to Hèctor Ameal by his work Break and Reflection During Training (Sitges) and to Manel Navarro by his work Sprint (Barcelona).
Pavel Constantin wins the 3rd International Competition for graphic humour
At the same time we held the 3rd International Competition of sports graphic humour. This competition has been welcomed not only in Catalonia but also at international level. In total over 450 works by artists from Catalonia and countries like China, Brazil or Iran have been presented.
The prize, worth € 1,500, was awarded to the Romanian artist Pavel Constantin (See above), while the second prize of € 1000, has been won by Ukrainian Yuri Kosubin. The jury has had a special mention for Manel Navarro from Barcelona with the work Spinning Top.
There was a total of eight finalists: Saeed Sadeghi (Iran), Pawel Kuczynski (Poland), Tan Oral (Turkey), Ferreol Murillo (Costa Rica), Valentin Druzhinin (Russia), Quim Perez and Alex Arias with Sure Gulls (Sta. Coloma de Gramenet), David Vela (Zaragoza) and Zao Kun (China).
The winners of the 1st International Competition of Drawing Sport and 3rd Drawing Competition of Sports Graphic Humour were chosen today at the headquarters of the Unió de Federacions Esportives of Catalonia by a jury connected to the world of art and sports composed by:

11th International Tabriz Cartoon Contest 2011 with theme: Economy

David Rowe from Australia wins Grand Prize WPC Sintra 2011, Portugal
In the category of Caricature the first prize goes to a portrait of D. João I, king of Portugal, by the Portuguese João Vaz de Carvalho. The 2nd and the 3rd prizes of this category were awarded to the Mexican Boligán, with a caricature of Julian Assange, published in «El Universal», and the Portuguese Santiagu, with «Madre Teresa of Calcutá», published by «Reporter of the Marão».
In Gag Cartoon category the big winner was the Brazilian Samuca, whose cartoon «Pedophilia» was published in the «Diario of Pernambuco». The 2nd prize was attributed by the jury to a drawing published in the Italian newspaper "Chiamami Cittá", by the artist of Albanian origin Agim Sulaj and has the title «Schengen». The 3rd prize goes to the Spanish cartoonist Tomás Serrano, with «Hard Childhood», published in "«La Gaceta Regional de Salamanca».

4th International Caricature Contest Festival Humoreix, Spain
1. Any artist, amateur or professional, can participate in this competition, as it is a competition which is open internationally.
2. The competition theme is: “Caricatures of Spanish or International athletes (basket, football, tennis, etc...) who plays or compete in group or solitary in Spanish Teams”
3. Only one original piece of work will be accepted from each participant. The piece must be original, not have won any prizes in previous competitions or have been published anywhere else. Any pieces which are considered, according to the criteria of the judges, to be similar in any way to other well known artwork will be disqualified immediately.
4. Artwork can be executed using any pictorial technique within a maximum scale of A3 (420 x 297mm) or a scale which is proportional to this. Digitally formatted work will also be accepted. In this case the work must have a resolution of 300 ppi and be presented in JPG or JPGE format.
5. If any text is present in the work it must be translated into Spanish or Catalan.
6. Artwork must be presented within a sealed envelope together with the details of the participant (name, surname, address, nationality, telephone number, email address, etc). Work can also be sent by email to the following address: humoreix@gmail.com , with the participant’s details in another document attached to the same email. It is advisable for artwork that is not digital to be colour photocopied and hand signed. All original artwork will be returned to the artist once the competition has finished.
7. The final admissions date for artwork is 8 May 2011.
8. From 12 May 2011 artwork will be exhibited in the shops that are members of the Association of the Lleida Eix Comercial (Shopping District), and will be duly labelled. Prior to this a panel of specialist judges will be convened, formed by one representative of Humoralia, another from the Shopping District and two professionals who will judge the 200 best entrees, which will be exhibited. These artworks will also be exhibited on the Eix Comercial (Shopping District) Association website. The judges reserve the right to declare the prize null and void if the quality of the originals is insufficient or if there is little or no public interest.
9. The artist is obliged to give up all image copyrights for the artwork presented for its publication and exhibition, both physical and digital, as well as publishing them in a catalog, which can be downloaded from the web Humoreix. Once the work has been judged and finalized it will be returned to the artist. The organization pledges not to use images of the winning piece, or any other award winning pieces, without prior permission from the artist. Moreover, the organization will take full responsibility for the originals from the moment they are received until the finalization of the competition. The organization promises to inform the contestants of the reception and acceptance of the participating artwork via email or publication on the Eix website.
10. One prize only of €1,500 will be awarded to the winning entry.
11. The verdict will be decided by public vote over the Internet using the Shopping District’s website in a first phase. Only allowed one vote per person. In a second phase, a qualified Jury composed by representatives persons of the Commercial Association “Eix” and Humoràlia will decide between the 3 most popular votes, which was the winner. The judges’ decision will not be open to appeal.
12. The verdict will be released during the 3rd and 4th June 2011.
13. Participation in the competition means the acceptance of all terms and conditions. Any doubts or problems that may arise during this time will be dealt with by the organization through a memo to its members.

IV. Baja Cartoon Competition with theme: Angler wife and hunter wife
The town of Baja – famous for its Fish Soup Contest (http://www.bajaihalfozofesztival.hu/) - organises its fourth cartoon competition, and this second time it goes international!
Every fun loving amateur or professional cartoonist is welcome to enter the event.
Theme: Angler wife and hunter wife
Competition details:
1.) Participants can submit up to three original cartoons in A/4 or A/3 size, using any technique. Prints of cartoons produced or coloured with software can also be submitted on condition that it has the cartoonist’s original signature and the print’s serial number.
2.) The participants should write their name, address, phone number and e-mail address on the back of the cartoons.
3.) Deadline for entries: 20 June, 2011.

FECO organize solidarity exhibition: Cartooning for Japan
FECO wants to get involved in a new -and urgent- solidarity action. The action is about Japan, and anyway everyone knows the question.
We want to organize an exhibition including artworks by FECO members or not FECO members. The works will be offered for purchase and the total income will be given to an institution responsible to help victims of the japanese disaster even if it is in a modest fashion.
Zoran Petrovic, in charge of the layout of the FECO Bulletin, suggested this idea, then you can send your works at his post address:

We ask everyone who wants to help us for one or several cartoons, preferently originals; you can send also digital cartoons, but the print out must be signed by the artist. The theme is free, but please, write your name and your address, and your e-mail address on the back of the cartoon. 18th International Festival CartoonRendon 2011, Colombia
The Conditions:
1) The contest is open to all cartoonists all over the world.
2) The deadline for entries is June 7, 2011.
3) The themes of the competition are Three:
Theme 1. VISUAL ARTS (The visual arts are forms of art expressions found preeminently focused on job creation that are visual by nature as being) Drawing, Painting, Sculpture, Printmaking, Photography, Installations, Performance, Video and Design.
Theme 2. CHARACTER (Caricature): Artists FERNANDO BOTERO A. – ELADIO VELEZ (see biographies at http://www.cartoonrendon.com/).
And Theme 3. FREE.
4) Each participant can present in the competition a maximum of TWO cartoons for theme.
5) You can participate with cartoons in white and black or in color.
6) The cartoons will have a maximum size of 30 x 40 cms.
7) You can also participate in the competition with cartoons that have already been published or rewarded previously. All the presented cartoons will be original. Photographs, photocopies etc, will not be accepted, and the transport of the cartoons in charge of the participant.
8) Participants are requested to send, together with their cartoons, a short curriculum vitae and a photograph.
9) On the back of each cartoon must be the name, address, phone number and country of origin of the participant.
10) The Cartoonists selected will receive a catalog.
11) The jury is composed of Colombian and foreign cartoonists.
12) The results will be announced in the month of July 2011.
13) The cartoons presented in the competition won't be returned.
14) Filling out the application form and submit it implies that the contestants accept and authorize Cartoonrendon the publication of caricatures or cartoons in print, display and audio playback devices and/or video with all the rights, including the transfer of these rights to others without limitation of time, place and number of times of publication, apart from this Cartoonrendon have the right to display, archive, publish on the internet or other possible means of publications not mentioned here, these cartoons without any limitation whatsoever. With the actual delivery of the request for participation is considered Cartoonrendon delegates these rights.
15) The organizers reserve the right to display works that understands they can threaten individual or collective rights.

4th Cartoonale ‘De Geus’ 2011 with free theme, Belgium
1. ORGANISER
The cultural association ‘De Geus’, Belgium organises every two year a cartoon contest.
2. PARTICIPATION
Every person older than 16 years may participate in this contest.
3. SENDINGS IN
The cartoons sent in should be original and not published before. All graphic technics are allowed. Text is not allowed.
The themes treated are free.
The cartoons should be drawed on solid paper of 21 cm x 29,7 cm (Din A4).
Each participant can sent at most 5 works.
On the backside of each cartoon the name of the cartoonist must be mentioned with his address.
4. Deadline
The cartoons (without passe-partout) must be solidly packed and at latest the 1st of September 2011 sent to the following address together with the entry form:

5. Right of publication
Participating in the contest the cartoondrawer agrees that the cartoons sent in will be used for an exposition as mentioned in the rules. The awarded cartoons remain property of the organisers.

The jury acts autonomously on awarding prizes.
There is no correspondence allowed with the jury about his decisions.
7. PRIZES
By the jury four prizes are adjudged:
1st prize: 700 Euro
2nd prize: 350 Euro
3th prize: 200 Euro
4th prize: 150 Euro
Best Belgian cartoon: 150 Euro
8. EXPOSITION AND DISTRIBUTION OF PRIZES
The results of the contest will be announced on Friday the 14th of October at 19.30 h in gallery ‘De Fontein’.
A selection of the cartoons will be exposed in art–gallery ‘De Fontein’ in Lebbeke on the 15th, 16th, 22th and 23th of October.
9. SENDING BACK
The entries will be sent back by the organizers on receiving a written request of the sender.
The organisator is not responsible neither for lost nor for damaged cartoons during the sending in and sending back.
