International Cartoon Contest 2012 Sinop, Turkey

PROVINCIAL DIRECTORATE OF YOUTH AND SPORTS
INTERNATIONAL CARTOON CONTEST

The purpose of this contest is to encourage cartoonists to think and work on “Youth, Sports, Peace, and Tolerance”, and contribute to the friendship among countries and people by using the cartoons.
1- The contest is open to all amateur and professional cartoonists.
2- The subject of the contest is “Youth, Sports, Peace, and Tolerance”. The cartoonists can handle the subject either as a whole topic or separate topics.
3- The technique is free. The work of the cartoonist may have been published before. However, it cannot have won any awards previously.
4-A cartoonist can join the contest with maximum of 5 cartoons, but each cartoonist can only have one award.
5- The maximum size fort he cartoons must be A3 (29,9 cm X 42 cm), 300 dpi by width in jpg format.
6- The cartoons must be sent to the following e-mail address until 1st August 2012 (DEADLINE EXTENDED: 1 SEPTEMBER 2012):

7-The contestants are expected to write their name, surname, e-mail address, phone number, and short bio and send them in a word file with an attached photo. The contestants under the age of 18 must write their ages as there will be a “Youth Award” category.
8- The cartoons which are in degree or in exhibition will be published in an album which will also be sent to the holders of these cartoons.
9- The exhibition will be held with the Award Ceremony whose exact date will be announced later.
10- AWARDS:
The First: $ 1000 + plaquet
The Second: $ 750 + plaquet
The Third: $ 500 + plaquet
Three contestants whose ages are under 18: $ 100.
There will be private awards of other associations.
11- All the expenses of the winners except for the transportation will be paid.
12- Selector Board: Aşkın Ayrancıoğlu (Turkey), Erhan Yaşar Babalık (Turkey), Vladimir Kazanevsky (Ukraine), Seyit Saatçi (Turkey), Agim Sulaj (Albania), and Mikhail Zlatkovsky (Russia).
13- The cartoons will be kept in the archive of the institution and can be used in posters, handouts, calendars, magazines, and newspapers. The publication will be sent to the holder of that cartoon.
14- By sending his/her works, and participating in the contest, the cartoonists agree to the mentioned rules and conditions.

Main theme in 24th Olense Kartoenale 2012: Puzzles and puzzlers

Annual Cartoon Contest – Rules and regulation 2012
1. Participation
All contestants will be admitted with no distinction made regarding nationality or age. There are two categories:
• Youth category up to 15 years inclusive;
• Adult category: 16 years and older.
Both professional and non-professional cartoonists are allowed to participate in this contest.
2. Theme
The main theme is ’Puzzles and puzzlers’. Also this year Amnesty International offers a special prize to the best cartoon with theme ‘everyone has right to energy’.
3. Entries
• Contributions have to be originally drawn or printed (digital works) cartoons, in black and white or colour. They shouldn’t contain an explanation of the drawing.
• Dimensions including any passe-partout 21 x 30 cm (A4).
• Works sent rolled and works larger than DIN A4 will not be returned. The cartoons should be appropriately wrapped before sending in order to prevent damage.
• Number of entries per contestant: maximum five.
• Following data should be mentioned on the back of your work: name, adress, age and theme.
4. Property rights
Prize-winning works will become the property of the organizer or the major sponsors. All works selected may be used by the organizers to promote the contest and the village of Olen.
5. Evaluation
Decisions made by the jury cannot be challenged.
6. Catalogue/Cartoon book
Selected works will be considered for inclusion in a catalogue. The authors of these works will receive a free copy of the catalogue during the prize ceremony or it will be send afterwards by mail.
7. Return mail
Return of the cartoons happens only on explicit request of the participant, as mentioned in the entry form. Every cartoon meeting with the demands but which is not selected for a prize will be sent back within two years. The organizers will endeavour to handle the return forwardings with the utmost care but cannot be held responsible for loss or damages.

9. Prizes

For the adult category:
1st prize: 1000 euro
2nd prize: 400 euro
3rd prize: 250 euro
4th prize: 200 euro
5th prize: 150 euro.
For the youth category:
1st prize: 225 euro
2nd prize: 200 euro
3rd prize: 175 euro
4th prize: 125 euro.
Prize of the city of Bialogard (only for Polish participants): 200 euro
Special prize: “poverty and human rights”: 350 euro.
10. Prize Ceremony and Exhibition
The prize ceremony will take place at Friday 9 November 2012 at approximately 20.00 h in the council room of the town hall of Olen, Dorp 1, 2250 Olen. Every participating artist will be welcome on that occasion.
Only the winners are personally invited.

Rules:
1. THEME: CARTOONING
2. MAXIMUM NUMBER OF ENTRIES: One (Any technique: Black & white; Colour; Digital)
3. ABOUT THE CARTOON:
A) Only one unpublished Cartoon is to be sent as e-mail attachment. (Don't send previously awarded cartoon)
B) The Entry Form (in MSWord- doc format) must accompany the cartoon as attached mail (See Entry form below).
C) Size: 21 x 30 cm (A-4)
D) Cartoon should be in JPG format (strictly 100dpi) (Maximum 1MB).
E) The committee may ask the cartoonist to provide the signed original/sketch (Incase of digital art works) after their selection for exhibition/diploma.

6. THE PRIZES:

7. RESULT AND EXHIBITION:

B) The Diploma certificates and CD albums for all the winners will be sent by post after the function.
C) The exhibitions will be organized from June onwards in various places.
8. RIGHTS OF THE ORGANIZER:
A) Once sent, the works belong to the organizing committee. It can be published, distributed or used for promotional purpose in future.
B) Cartoons should be downloadable and clear. Committee would not be responsible in situations like net-failure, undownloadable cartoon etc. It is therefore advised to keep the file small.
C) Plagiarism, if detected, the entry will be summarily rejected or even the diploma would be withdrawn, if awarded.
D) In case of a dispute, decision of the Committee would be final. The committee reserves all rights to cancel or modify any of the rules/conditions.
Participants are considered to have accepted all the conditions and are aware that their submissions may be reprinted and used without future monetary compensation.
