REGULATIONS
on the IV International Cartoon Competition "Eurasia"
I. General provisions 
1. These Regulations govern the procedure for holding the IV International Cartoon Competition "Eurasia" (hereinafter referred to as the Contest). 
2. Founders of the Contest: 
• Pavlov Anatoly Ivanovich, member of the General Council of the Eurasian Peoples' Assembly, Chairman of the Sverdlovsk regional branch of the All-Russian Council of Local Self-Government 
• Yekaterinburg Museum of Caricature. 
3. The Contest is held with the support of the Eurasian Peoples' Assembly and the Ministry of Culture of the Sverdlovsk Region (to be agreed). 
4. Theme of the Contest: "Hello, Neighbor!
Today, when the peoples of the world are faced with the task of agreeing on common basic values, the International Caricature Contest on the theme "Hello Neighbor!" will become a universal negotiating platform, since a “drawn” thought does not require translation. 
The Contest will clearly demonstrate that people in different countries are worried about the same problems. 
And humor in graphic works is both an excellent translator and a cure for many diseases, including social and political ones. 
5. The aim of the Contest: to promote the development of good-neighborly relations between the peoples of the Eurasian continent and the whole world. 
6. Objectives of the Contest: 
• promoting the development of intercultural dialogue, mutual understanding and friendship through the art of caricature; 
• attracting the attention of graphic artists from different countries of the world to common social problems; 
• assistance to the development of the cultural space of modern Eurasia. 
II. Organizational support for the Contest 
1. The Contest is carried out by the Organizing Committee formed by the founders. 
2. The exclusive competence of the Organizing Committee includes: 
• accepting applications for participation in the Contest; 
• formation of the composition of the competitive jury; 
• organization and conduct of the final award ceremony for the laureates of the Contest. 
3. Contest jury is formed from authoritative figures in the professional sphere in order to creatively evaluate the works submitted for the Contest. 
4. Members of the jury have the right to participate in the Contest without claiming prizes. 
III. Conditions for holding the Contest 
1. Contest works are accepted from November 15, 2021 to February 1 (EXTENDED:) March 15, 2022. The works must arrive in Ekaterinburg no later than March 15, 2022 (by postmark). 
2. Authors over the age of 18 are allowed to participate in the Contest. 
3. Each author may submit for participation in the Contest no more than 5 (five) works. 
4. Works that have received prizes in other Contests are not accepted for participation. 
5. Summing up the results of the Contest and the opening of the exhibition of the best works will be timed to coincide with the International Day of Laughter on April 1, 2022. 
6. Contest works are sent to the address:

On the envelope it is necessary to indicate: "For the Cartoon Competition". 
7. Requirements for works: 
• Format: A4 (210 x 297 mm) or A3 (297 x 420 mm) 
• Works must be hand made original. Photocopies, prints are not considered. Works convicted of plagiarism do not participate in the competition. 
• Technique is free; works can be either black and white or color. 
• Works should not contain text. 
• Full name of the author, time of creation, return address, e-mail are to be indicated on the back. 
• Works must be accompanied by a completed application form for the participant of the Contest 
• Works must be carefully packed. The organizers of the Contest are not responsible for damage during shipment. 
8. The works sent to the Contest are not returned and remain at the disposal of the founders of the Contest. 
9. Prizes of the Contest: 
• 1st place: € 1,500 
• 2nd place: € 1000 
• 3rd place: € 500 
• Special Prize: € 500 
• Honorable mention 
10. Authors of works participating in the final exhibition receive a certificate of the participants in the Contest and a printed copy of the catalog. 
11. The founders of the Contest reserve the right to further use the Contest works for exhibition and information purposes.

"Memory is life
This year the Humor Graphics Competition has reached its 50th edition, an important number that makes us proud. 
We therefore decided to celebrate this anniversary with the theme: MEMORY. 
When you reach a goal it is inevitable to look back, aware of the road traveled, but only to move forward. 
Memory allows us to preserve and rediscover memories of past events as needed, which is why, since ancient times, it has been celebrated as one of the most extraordinary human abilities because it is the only one capable of making men and events immortal. 
Memory preserves both ideas and images, even the saddest and most tragic ones, and allows us to create a bridge between past, present and future. 
In a period like this, it is even more important to remember what happened in order to overcome the difficulties. 
Once again, culture becomes a pillar to cling to in order to start again and to return to hope.
RULES
1. Theme of the competition and participation rules 
The contest is open to all cartoonists, illustrators and graphic artists from all over the world. It is possible to participate also out of the competition. This request excludes the authors from the award of the prizes. 
The theme of the contest is: MEMORY 
Authors can participate with a maximum of 3 works (Cartoons or Strips), inherent to the theme proposed in relation to man, his existence and the society where he lives, seen in a humorous viewpoint. In order to be understood worldwide and beyond every linguistic barrier, the works must be without dialogue or texts. 
Works must be inedited (that is, neither published before nor used to partcipate in other competitions). The organization can decide to exclude from the award of the prizes those works that are found to have been already edited. 
2. Shipping of the works and deadlines 
Works and entry form can be sent both by email to: concorso@umoristiamarostica.it

The works, in black/white or color made with any technique, must be in GIF, JPG, PNG or PDF, 150 dpi resolution, saved in high quality, weight max. 3 MB. 
Larger files will not be accepted. 
The acceptance of the works, the selection, and the assigning of the prizes are completely up to the jury nominated by the “Gruppo Grafico Marosticense”. The Jury’s decisions are inquestionable and incontestable. 
3. Delivery of the Original Works and the Award of the Prizes 
The authors selected by the jury receive an email with the informations about the deadlines and the modality to send the original works. 
If the work is realized exclusively with a digital technique, the author will have to send a dated, numbered and signed copy of the work. 
The Jury will award the “International Grand Prix Scacchiera”, the Special prize “Sandro Carlesso”, the special prize “Marco Sartore” and 10 Special prizes “Umoristi a Marostica”. Other special prizes or honorary mentions may be awarded. 
The results of the Jury will be given directly to all participating artists by email and published on the web site www.umoristiamarostica.it
4. Opening Ceremony, Awarding and Acceptance of the Regulation 
The opening ceremony and the prize distribution will take place on May, 14 2022 at Castello Inferiore of Marostica. The exhibition will be open until June 19, 2022. 
All the authors selected will receive a free copy of catalogue. Non-selected participants will have the possibility to demand the catalogue compiling the form on the web site www.umoristiamarostica.it
The works selected for the exhibition and for the catalogue will not be returned and will be included in the collection of “Umoristi a Marostica Museum”. 
The “Gruppo Grafico Marosticense” reserve the right to authorize the reproduction of the works and the diffusion of them through various communication means citing the author with the words “Taken from Umoristi a Marostica”, without any payment. The “Gruppo Grafico Marosticense” is not responsable for transport damages. 
The participation in the competition implies full acceptance of these regulations and expressly authorise the Graphic Marosticense Group to process the personal data transmitted pursuant to the code regarding the protection of personal date (GDPR 2016/679/UE) also for the purpose of inclusion in the Group's managed data bases for the conduct of the competition.

The 19th Asian Games Hangzhou 2022 will be held in Hangzhou, China in 2022. For this purpose, the first international sports humorous painting exhibition in 2022 (Hangzhou·Binjiang) will be held. 
1. Contents of Contributions: 
All works related to sports are limited to humorous works. 
2. Participation requirements: 
1) Preliminary evaluation: 
The exhibitor should send the electronic pictures of the works submitted to the exhibition to the receiving email address taosart@taosart.cn of the organizing committee . Electronic works can be submitted in jpg, png, tif and other image formats, with a capacity of 2M or more and meeting the 300 dpi standard. The name of the file is: name (subject to ID and passport), name of the work, and the title of the email must be marked "2022 (Hangzhou·Binjiang) First International Sports Humorous Painting Exhibition". Indicate in the mail: name, nationality, name of the work, detailed contact address, zip code, contact number, and personal profile. 
2) Re-evaluation: 
The organizing committee of the finalists for the preliminary evaluation will conduct a re-evaluation, and the organizing committee will notify the authors of the re-evaluation and selection results. All winning works are required to be hand-painted and sent to the organizing committee's receiving address. 
3) Requirements for works: 
The exhibited works are original by the author, and the submission of works that have been created and published in recent years is allowed. 
4) Submitting works: 
There is no limit to the number of submissions, and no more than 3 selected works. 
5) Posting of works: 
After receiving the notice of award of excellence award, post the original hand-painted works within the specified time to:

4. Rights of the organizer: 
1) Have exhibition, research, photography, video, publication and publicity rights for the exhibited works. 
2) The organizer does not bear the legal responsibility caused by the copyright dispute of the work. 
3) All authors who send their works to the exhibition shall be deemed to have confirmed and abide by the requirements of the solicitation notice.

The Caricature Contest will be held with collaboration of KalDer Bursa Branch Office and Anadolu Karikaturculer Dernegi (Anatolian Caricaturists Society) for the 8th with in the 19th Quality and Success Symposium,which is going to take place in Bursa on the date of 26th of May 2022.

TERMS: 
1) The contest is open to all of cartoon artist worldwide. 
2) The last day for participation is on Saturday, November 13 of 2021
3) The contest’s Theme is: 
ENVIRONMENT: The importance of caring for our natural environment, achieving control of deforestation, pollution, climate change, species extinction, and solid waste management, among others. 
The conservation of the environment will allow us to have a sustainable life. 
4) Each participant can submit a maximum of three cartoons to the contest. 
5) It’s possible to participate with black and white or colored cartoons.

13) The organization reserves the right to exhibit works considered to attempt against individual or colective rights.

Years 2020 – 2021 Golden Olive Humor Service Awards are given

Within the framework of the 20th International Olive Festival
YEARS 2020 – 2021 GOLDEN OLIVE HUMOR SERVICE AWARDS GIVEN
at the Award Ceremony Held in Zeytinlik Village
(October 13, 2021 – Kyrenia) Local artists who won the Golden Olive Humor Service Awards in 2020 and 2021 were awarded at the award ceremony held in Zeytinlik village within the framework of the 20th International Olive Festival organized by the Municipality of Kyrenia. Due to the pandemic conditions, the award-winning artists from abroad were not invited, only the award-winning artists from our country were given their awards at the ceremony. 
At the award ceremony, which started after the opening speech of Girne Mayor Nidai Güngördü, the following local artists were presented their awards: Biler Demircioğlu (for his works in Humorous Theater and Humorous Play - Parody branches); Cemal Tunceri (for his contributions to Turkish Cypriot Cartoon Art); Mahmut İslamoğlu (for his studies on Humorous Poetry – Satiring and Cyprus Humor Culture); Utku Karsu (for his contributions to Turkish Cypriot Cartoon Art); Mustafa Tozakı (9th International Cartoon Contest 2020, First Prize in the "Free Theme" category); Mehmet Ulubatlı (for his contributions to Turkish Cypriot Cartoon Art); Neriman Cahit (for her contributions to Turkish Cypriot Humor Culture and Turkish Cypriot Caricature Art through her Articles and Interviews); Semra Yalçın Bayhanlı (for her contributions to Turkish Cypriot Cartoon Art.).
At the end of the award ceremony, International Olive Festival Organizing Committee Member Hüseyin Çakmak made a speech on the occasion of the 10th anniversary of the International Olive Cartoon Competition and announced the surprise decision of the Organizing Committee Members unanimously on September 16, 2021. He announced that the Mayor of Girne, Nidai Güngördü, was given the Golden Olive Humor Service Award for his contributions to the World Cartoon Art. 
The awards to the artists who won the 2020 and 2021 Golden Olive Humor Service Awards, were presented by Girne Mayor Nidai Güngördü, Girne Municipality Council Members, Cyprus Turkish Cartoonists Association President M. Serhan Gazioğlu and officials of sister municipalities participating in the Olive Festival from Turkey as special guests as well.

RULES 13th SALÃO DE HUMOR MEDPLAN E HUMANA SAÚDE

1 – REGISTRATION: October 13, 2021, to November 15, 2021 
The 13th Salão de Humor Medplan e Humana Saúde is open to all graphic artists who wish to submit their own work. Each entrant may submit a maximum of 5 (five) works total, using whichever technique, and the entry format must be 30x40cm. Categories are: Cartoon; Caricature; and Comic Strip/Comic book (the comic book must be a single-page story, and the comic strip may contain a maximum of 5 strips on a single page). Registration is free and online at salaodehumor.com. The artist will submit the entries through the registration page at salaodehumor.com, with a maximum of 3MB file size. The website is the only registration channel for artists to submit their works. 
2 – THEME 
The 13th Salão de Humor Medplan e Humana Saúde’s theme is RESILIENCE / OVERCOMING 
3 – JUDGING AND WINNERS SELECTION 
A juror will select the winners between November 16 and November 19, 2021. 
4 – PRIZES 
Winner (Cartoon): R$5,000 (five thousand reais). 
Runner-up (Cartoon): R$ 3,000 (three thousand reais). 
Medplan Caricature Prize (open theme): Winner R$ 2,000 (two thousand reais) 
Medplan Comics Prize (open theme): Winners R$ 2,000 (two thousand reais) 
Internet Prize: Winner R$2,000 (two thousand reais). Public online voting will decide the winner. Voting goes from Nov 22 to Nov 26, 2021, at www.salaodehumor.com.
5 – TRAVELING EXHIBITION 
Selected artworks will join our 13th Salão de Humor Medplan e Humana Saúde traveling exhibition. Selected artists (copyright holders) automatically grant the 13th Salão de Humor Medplan e Humana Saúde unlimited non-exclusive use of the selected artwork copyrights for activities in all media, without any remuneration being due, for promotional and educational activities for and under the auspices of the 13th Salão de Humor Medplan e Humana Saúde. 
6 – DISQUALIFICATION 
6.1 – Your artwork must be your own original artwork and not a copy of anyone else's copyrighted material (If your image infringes upon another's copyright it will be disqualified) 
6.2 – Your submitted artwork mustn’t have won other contest awards or any other prize until the last date of registration for the 13th Salão de Humor Medplan e Humana Saúde. 
6.3 – Professionals and amateurs can enter works of authorship, which mustn't have been awarded in other events until the last date of registration. The Internet Award follows the same rule as in the main clause. 
6.4 – In case of disqualification, the ulterior artist in the rankings will go up one position and be awarded as the winner or runner-up, if that is the case. Example: In case the runner-up is disqualified, the third place will become the runner-up. In case the winner is disqualified, the runner-up becomes the winner, and the third-place becomes the runner-up. 
6.5 – All works must be signed by the author. 
6.6 – The following people are not allowed to participate in this contest: All Medplan e Humana Saúde workforce; and their relatives, no matter the degree in which they are related; and also any member of the organization of this event (directly or indirectly involved). 
6.7 – Plagiarism, infringement of the rights of others, or other violations of the Contest rules will result in disqualification, even if the artwork has already been awarded (in which case the jury will cancel the prize). 
6.8 – We request for your curriculum and photograph to catalog in Medplan’s and Saude Humana’s research and database. You should make sure your own work is original, and we suggest all contestants should double-check on specialized websites if there is no coincidence of image, text, and /or status between your work and another one already published in newspapers, magazines, or websites. Every technique and style is allowed in any category (cartoon, caricature, comic strips), and any kind of material can be used in the drawings. Culture connects people - cartoonists wanted
Binding terms and conditions
Participation 
Anyone aged 18 and over can participate in this international contest. Participants declare that they agree with the terms and conditions of the contest, the rules, and the jury’s decisions. Participation is free. The deadline is December 31st 2021
Definition of a cartoon 
A cartoon is a humorous drawing. This can be a parody of a current situation or simply an image of a comic situation. This cartoon can consist of a single image or take the form of a short comic with a maximum of 3 drawings. Moving images are not allowed. 
Theme 
The theme of this contest is “Culture connects people”. 
Submissions 
Each entrant may submit a maximum of 5 entries (color or black and white) in A4 format. 
All drawings must be submitted digitally in sufficiently high quality, at least A4 600 dpi. Accepted file formats are jpg, png, psd, eps and pdf. 
The drawings must be original, i.e. not previously awarded, published or exhibited. They may not be provided with text, nor may the name 'vtbKultuur' and the logo of the association be used. 
Entries are made through the website www.vtbkultuur-cartoons.be where a registration form can be filled in and files can be uploaded immediately. Another option is to deliver the files via WeTransfer to the email address below. 
Originality of the works 
The participant is responsible for the originality of his works. Disputes and possible claims with regard to all forms of plagiarism, etc. are the responsibility of the participant. 
Ownership rights 
By submitting an entry, the participants entitle the organizing association to use their entries to promote the association, especially - but not exclusively - in the context of the celebration year on the occasion of its 100th anniversary (e.g. catalog, image archive, cartoon expo, publicity in the press and on other media, individual printed matter such as posters, leaflets, etc.). 
All selected works for the exhibition become the property of the organizing association. When using it, the cartoonist's name will always be mentioned. Contest participants whose work has not been selected are free to use it for other purposes. 
Jury 
A professional jury makes a selection for the exhibition from the entries received and appoints the prize winners. Determination of plagiarism will result in exclusion from the entry. 
The laureates will be announced during the opening of the first cartoon expo in early April 2022. There will be no communication whatsoever about the contest. However, the organizing association will inform all participants whether they are among the winners or whether their work has been selected for the traveling cartoon expos. 
Award ceremony and expo 
The winning cartoons, together with an exquisite selection of the submitted cartoons, will travel through Flanders and Brussels with traveling cartoon expos from the end of March 2022 till the end of October 2022. If successful, the period of the exhibition will be extended. 
With each cartoon the name of the cartoonist is mentioned. 
The award ceremony will take place during the opening of the first expo. Date to be determined. 
Cartoon brochure 
A digital and paper cartoon brochure will be published. Selected participants will receive a digital version and are entitled to one paper copy that they can obtain free of charge upon simple request. However, they are responsible for the postage themselves or collect the brochure themselves from the organizing association.

Prize for best Flemish entry: 250 euros

PARTICIPATION 
All persons over 18 years of age are eligible to participate in this international contest. Participants shall agree to the terms and conditions of the rules and the decisions of the jury. Belgian law governing withholding tax on prizes won by foreign participants applies.

A cartoon is a humorous drawing. This may be a caricature of a famous person, a parody of a real situation, or simply a picture of a funny situation. The cartoon may consist of one image or take the form of a short comic strip. No moving images allowed.

The cartoons must not contain text. 
Drawings can also be made digitally. 
They must be packaged flat and not folded. 
Works under glass, framed or in other materials will not be accepted. 
They must not have been exhibited in Belgium or awarded in other countries. 
Entries 
Digital entries: min. 2480 x 3500 pixels (A4 300dpi). Allowed file types: jpg jpeg eps tif psd pdf.
Entries may only be sent by post after the form has been completed on the website and the form is enclosed with the entry. Dimensions min. 21 x 30 cm or max. 30 x 42 cm. The entrant’s name, first name and address must be written on the back of each cartoon. 
Your participation is only valid if we have received your fully completed entry form on our website. 
Entries are submitted at the expense of the entrants. 
The selected cartoons wil be framed with a passe-partout for the exhibition. 
ORIGINALITY OF WORKS
The sender remains responsible for the originality of his work. Discussions and possible claims concerning all forms of plagiarism are the responsibility of the contributor.
b>OWNERSHIP RIGHTS
By participating, entrants grant the organizing body the right to use their entries as advertising for the “International Cartoon Festival” and the seaside resort Knokke-Heist (e.g. as cartoon book, catalogue, advertising in the press and other media, separate promotional printed works such as posters, leaflets, etc., promotional gifts by the city council and/or cartoon festival organizers, calendar).
JURY 
A professional jury will make a selection for the exhibition from the submissions received and will select 10 nominees. 
This selection will be checked for plagiarism after which the jury can decide to make a selection. 
The winners will be announced on the opening date of the festival.
OWNERSHIP BY ORGANIZING BODY
All submitted works shall become the property of the organizing body related to the cartoon festival.
You can ask for a return of the submitted items on your expence. Submitted works will be stored for maximum 2 years.
CARTOON BOOK
In collaboration with “Davidsfonds” Leuven, a cartoon book will be published, subject to budgetary and technical constraints. Selected participants will be entitled to one copy.

2- The subject of the competition; It has been determined as "Sabahattin Ali Portraits". 
For information about Sabahattin Ali: 
3- The technique is free of charge for the works that will participate in the competition. The works must not have received an award in any competition before. 
4- Sabahattin Ali is a symbolic value for Sinop. It is important that he was imprisoned in the historical Sinop Prison and that he wrote the circulating poem "Aldırma Gönül" here. Now, the organization of an international competition on his portraits in Sinop is a salute to him by Sinop and world artists...

Brazilian artist Cau Gomez wins PortoCartoon 2021 with theme HEALTH

Brazilian artist wins PortoCartoon 2021
Caricatures of Luther King and Maria João Pires award to India and Portugal
Cau Gomez, from Brazil, won the Grand Prize of the 23rd PortoCartoon-World Festival, organized by the Portuguese Printing Press Museum with the theme HEALTH (as per the 3rd UN ODS). 
The winning work is entitled “A Peste” (The Plague) and is a black humor metaphor about the threats of the present times (Top)
The Second Prize was awarded to Tony Tasco, from Belgium, and the third was to Luis Fernando Echeverri (Fernando Pica), from Colombia. 
The quality of the work led the international jury to award 27 Honorable Mentions to artists from different countries such as Germany, Saudi Arabia, Argentina, Belgium, Brazil, Bulgaria, China, Spain, France, Iran, Italy, Portugal and Turkey.

This year's edition included two Special Caricature Awards about the figures of Martin Luther King, Nobel Peace Prize, assassinated in 1968, and Maria João Pires, whose “way of playing the piano has often been described as magical, captivating and profoundly poetic” (Deutsche Grammophon). 
The winners were, respectively, Shankar Pamarthy, from India and Aurélio Mesquita (Portugal). 
Shankar Pamarthy was also won the 2nd Maria João Pires Special Caricature Award. 
The Maria João Pires Prize exhibition will be at Teatro Constantino Nery, Matosinhos, from September 17 to October 31, as per the decentralization policy of the Portuguese Printing Press Museum activities. 
The winners of the 23rd PortoCartoon will receive the trophies (designed by Siza Vieira) and the Awards during the opening ceremony of the exhibition, which will take place at the Portuguese Printing Press Museum located in Porto, on a date to be announced in due time.

IMAGES OF JUSTICE 2021: Rights to Housing
The Human Rights Research and Education Centre (HRREC) is pleased to participate, in partnership with CONTEKST, The SHIFT, the Faculty of Law, Common Law Section, the Ryerson Lincoln Alexander School of Law, and The Law Foundation of Ontario, in the third edition of IMAGES of JUSTICE: The Right to Housing! 
This edition will exhibit satirical and comic visualization of various facets and challenges of the human right to adequate housing. The images of this series will shed light upon challenges, inconsistencies, and flaws within the current framework of the human right to housing and its full realization. 
We invite cartoonists and illustrators to submit their work by NOVEMBER 1st, 2021 to info@contekst.education
