FIRST INTERNATIONAL ILUSTRAMAXIMA COMPETITION. "WATER"
The 1st international “IlustraMaxima” competition is hereby announced.
The artists shall carry out their work based on maxims about subjects related to water. (see maxims here)
1. PRESENTATION
The competitors must register or identify themselves on the web page and attach their work in JPG format, in the competition section, in the field provided for this purpose.
2. COMPETITORS
The competition is free. Anyone that wants to can participate. Candidates must be at least 16 years old. Participants should register on the competition’s web page and upload their work in JPG format. Each participant may present a maximum of three works.
3. MODALITIES
The competition is based on aphorisms or maxims chosen previously by the organiser and its partners. These maxims are all linked to the subject of the current year. For the year 2013, the subject chosen is “water”. Each candidate should illustrate a maxim in a single cartoon / illustration, using the technique of their choice. The candidate should indicate, in the lower right margin of the illustration, the number of the maxim chosen. The scenes and characters must be self-created and unpublished.
4. FORMAT
Each of the works handed in should not exceed a format of 800 x 600 pixels, with a minimum resolution of 300 dpi.
5. PLACE AND DEADLINE FOR SUBMISSION
The work must be sent exclusively through the webpage by 12th October 2013.
6. JURY
A qualified jury shall choose the best works. The prizes shall be awarded within six weeks following the end of the competition. The jury may declare a certain number of prizes null, and this decision cannot be appealed against. The works shall be evaluated based on three criteria: Quality of the work: 40% Agreement of the work with the subject of the maxim and the competition: 30% Quality of the educational focus of the work: 30%
7. PRIZES
The IlustraMaxima competition has 4,000 Euros in prizes distributed amongst 5 categories as follows: 1st prize: 1,500 Euros. 2nd: 1,000 Euros. 3rd prize: 700 Euros. 4th prize: 500 Euros. 5: 300 Euros.
8. CESSION OF RIGHTS
The illustrator exclusively cedes to the publisher the rights to reproduction and distribution of the illustrations, for commercial use (digital and paper), in all of the world’s languages and countries, for a duration fifteen years. All of the authors chosen, including the winner, shall receive a free access code to the collective book in one of the languages of the publication.
The organizer of the competition shall create, based on the five prizes, in an undetermined period of time, a limited edition on paper of five numbered copies signed by the president of the jury, as evidence of the awards received. This limited edition shall remain in the possession of the organiser that shall make them available for sale.
The original works shall remain in the possession of the authors.
The rest of the works, including the works presented and subsequently selected by the jury, shall be published by the publisher. In order to correctly display the works, the publisher shall create a book (costing between 2 and 3 Euros) and / or a paper agenda the year after that shall not accrue any pecuniary rights for the authors of the illustrations. Each author published in the e-book / catalogue shall receive an access code in order to be able to read the e-book and use it freely and personally. The granting of this right shall end fifteen years following its publication.
These elements constitute a source of funding of the competition and contribute to the payment of the prize money for the five winning works in Euros and to publish the work of the selected artists.
The publisher reserves the right to exhibit or to allow the works to be exhibited, within the scope of the IlustraMaxima competition, without paying any financial compensation.
9. OTHER PROVISIONS
Participation in this competition implies acceptance of these rules.

ssional international contacts, popularizations of local and other brands too.

Conditions and rules
1. The competition is open, in contest can take part both professional artists and amateurs.
2. On a competition is accepted only author original works.
3. Works, sent an e-mail, are examined ( .jpg, 300 dpi ).
4. Technique of execution - any.
5. The amount of works is unreserved, minimum 2 works from every theme.
6. The works sent on a competition remain in collection of organizational committee of competition.
7. The inquiry of participant must be filled in a letter of seal by English, Russian or Ukrainian. ( the form of participant is added ).
8. The works sent on a competition can be exhibited in show-rooms of Vassylivka, other museums, galleries, in decision of organizers and also can be placed on the site of museum.
9. Organizators must write name, surname author, his contry on all works.
10. Copyrights on image, names and texts of works, belong to the author, they do not change. An author carries responsibility for the works in obedience to the current legislation of Ukraine.
11. Pictures which were the before recipients of an award on other competitions, sending is possible, but with an obligatory mark, where and when they were the recipients of an award. The fact of participating means in a competition, that participant accept all terms of competition.
Special conditions
1. On opening of exhibition and ceremony of rewarding of winners can arrive all persons interested, before that warning the organizers of competition. For passage and dwelling they bear expenses.
2. As a result of competition "Fun in Vassylivka style" there will be given out catalogue. All authors, whose works, will enter in a catalogue after the conclusions of judge, will get the free catalogue of competition by mail.
3. Organizers and sponsors of competition can enter a few special prizes after receipt all works on a competition.

The International jury will make a selection out of submitted cartoons which is to be exhibited and published in the Salon’s catalog. Besides, the following prices are to be awarded:

The Gold Plague prize and 1.000 euros

They should submit at most three (3) original cartoons, which have not been awarded by any other international competition, on the subjects of antiwar as well as solidarity between people and nations. Digital prints will be accepted only if they are signed by the artist. The artworks should be utmost A4-A3 formated, while art technique is at the artist’s choice. On the back of the artwork there should be written data on the artist (such as: name, surname, address, phone/fax, e-mail).
The submission deadline is September 13, 2013.
The jury session is to be held on September 13-14, 2013.

So far the 16th International Antiwar Cartoon Salon «Kragujevac 2011» had great international promotion and afirmation. On the occasion of the award ceremony the prizes were handed over and the exhibition was opened in Kragujevac.
Afterwards, the 16th Salon exhibition was launched in Pitesti, Romania, on the of Day of the Romanian Statehood. Later, it was part of the International festival «The World is Colourfull» held in Ingostadt, Germany, and then it was presented in the European Commission headquaters Charlemagne building to over 500 begginning civil-service employees from more than 58 countries.
Upon the International Day of Peace on September 21, the show was on in Plonsk, previously it was in Wielun, and this Polish tour ended in Oswiecim (Auschwitz).
The selected works of the 16th Salon also were on display in New Haven, USA, which is the presiding of the International Association of the Peace Messanger Cities (IAPMC), the association that is the main patron of the Salon awarding the Grand Prix «The Pease Messanger». When back from the USA, the exhibition is going to be shown in Belgrade, Serbia.
The Salon's exhibition has been invited to be the side programe at the IAPMC General Assembly session in Messolonghi, Greece, this October.
The 17th Salon's exhibition is going to be open in Oswiecim (Auschwitz), Poland, on the occasion of the International Holocaust Remmembrance Day in January 2014.

COMPETITION FOR THE 9. INTERNATIONAL COMICS AND CARTOON FESTİVAL “NINTH ART 2013”, KOSOVO

20th International Exhibition of the Arts of Humor, University of Alcalá 2013, Spain
The Quevedo Institute of Humor of the General Foundation of the University of Alcalá announces the 20th International Exhibition of the Arts of Humor. The title for this edition will be “OTROS TRABAJOS, OTRAS ECONOMÍAS (JOBrobados)” = (“OTHER JOBS, OTHER ECONOMIES”).
The economic situation in many countries is creating new levels of precariousness reflected in the temporary hiring, corruption, bad work conditions, abuse of the internships, underground economy ...
The 20th International Exhibition of the Arts of Humor IS NOT a competitive contest.
The exhibition will be divided in four sections: Graphic humor, video and animation, audio and literary humor.
GENERAL REQUIREMENTS
1. All the persons older than 18 can take part in one or several sections of the exhibition.
2. The deadline for sending the works is June 28th 2013. Works can be sent via email to miah@iqh.es and via mail to:

Winners in the 18th Dutch Cartoon Festival 2013 with theme "Prejudices and Stereotypes"
The second prize went to the Dutchman Mark Baars (See below), the third prize went to the Israeli cartoonist Sergey Sichenko.
In addition to the above awards, the Dutchman Jan Zandstra won the award of Dutch Cartoonist Association, the Tulip. The cartoon by Belgian Stefaan Provijn was the winner of De KEVER prize as the best Belgian Cartoon 2013. The FECO prize went to the Romanian artist George Licurici.

Terms and conditions
Concept:
The contest will focus at the issue of unemployment in the EU, in order to promote broad strategy for smart, sustainable and inclusive growth "Europe 2020", and in particular youth employment.
In February 2013, 5.694 million young people (under 25) were unemployed in the EU27, of whom 3.581 million were in the euro area. Compared with February 2012, youth unemployment rose by 196 000 in the EU27 and by 188 000 in the euro area. In February 2013, the youth unemployment rate was 23.5% in the EU27 and 23.9% in the euro area, compared with 22.5% and 22.3% respectively in February 2012. In February 2013, the lowest rates were observed in Germany (7.7%), Austria (8.9%) and the Netherlands (10.4%), and the highest in Greece (58.4% in December 2012), Spain (55.7%), Portugal (38.2%) and Italy (37.8%).

Terms and conditions
Concept:
The contest will focus at the issue of unemployment in the EU, in order to promote broad strategy for smart, sustainable and inclusive growth "Europe 2020", and in particular youth employment.
In February 2013, 5.694 million young people (under 25) were unemployed in the EU27, of whom 3.581 million were in the euro area. Compared with February 2012, youth unemployment rose by 196 000 in the EU27 and by 188 000 in the euro area. In February 2013, the youth unemployment rate was 23.5% in the EU27 and 23.9% in the euro area, compared with 22.5% and 22.3% respectively in February 2012. In February 2013, the lowest rates were observed in Germany (7.7%), Austria (8.9%) and the Netherlands (10.4%), and the highest in Greece (58.4% in December 2012), Spain (55.7%), Portugal (38.2%) and Italy (37.8%).

Miro Stefanovic from Serbia wins PortoCartoon 2013, Portugal
Miro Stefanovic, from Serbia, was the winner of Grand Prize of the 15th PortoCartoon-World Festival, organized by the Portuguese Printing Press Museum, under the theme "Liberty, Equality and Fraternity". The winning work is entitled "Shipwreck" (See top).
The second prize – “Atrapados” (Trapped) was awarded to Boligan, an artist from Cuba living in México, and the third – Libertea” - to Wilem Rasing, from Holland.
The quality of the works, led the international jury to award 8 Honourable Mentions to artists from different countries, such as: Belgium (two), England, Israel, Poland, Romania (two) and Ukraine:

In appreciation were 1700 works from more than 500 artists coming from all continents. Iran is the country with more participation: 121 works from 41 cartoonists, followed by Romania, Serbia, Turkey, Portugal and Belgium.
The international jury of 15th PortoCartoon was chaired by by Peter Nieuwendijk, President-General of Feco (Netherlands) and integrated Xaquin Marín, founder of the Museum of Humor Fene (Spain), Francisco Laranjo, director of the Faculty of Fine Arts of University of Porto and Luis Humberto Marcos, director of PortoCartoon and the Portuguese Printing Press Museum.

DCMF announces winners of World Press Freedom Cartoon Contest 2013
To mark World Press Freedom Day on May 3, Doha Centre for Media Freedom organised a cartoon competition depicting the theme “Media Freedom” to honour the bravery and creativity of courageous cartoonists around the world.
DCMF received more than 200 entries from 47 countries for its inaugural DCMF World Press Freedom Cartoon Contest.

COMPETITION REGULATIONS
INTRODUCTION
ARTICLE 1: Burdur Governorship, Provincial Directorate of Culture and Tourism will organize the 28th National and 2nd International Cartoon Competition in the framework of the Week of Museums to be celebrated on 18 May, 2013.
OBJECTIVE
ARTICLE 2: The smuggling of historical artifacts, the efforts to bring the smuggled cultural artifacts back to our country, historical and natural sites, monumental works and consciousness of historical environment have continuously taken place on the agenda of our country in parallel to scientific researches and archeological excavations.
Our objectives in this competition are, besides encouraging our artists, also receiving their opinions and criticism on these issues, disseminating the love of historical artifacts to a wider section of population, contributing to the development of tourism in the city and ensuring that the messages on these issues will remain on the agenda of our country.
SUBJECT
ARTICLE 3: The theme of the competition is “Historical Artifacts-Museum and Human Relations”.
THE CONDITIONS FOR THE PARTICIPANTS AND THEIR WORKS
ARTICLE 4: Everybody can participate in the competition, except jury members and their first and second degree relatives.
ARTICLE 5: Artists can send a maximum of 5 works to the competition.
ARTICLE 6: The works to be submitted to the competition must be original and not published before. The submission must be made with originals and not copies such as photocopy etc. The intellectual content of the works are the responsibility of artists.
ARTICLE 7: The works that highlight Burdur and its antique cities and artifacts will be given priority during the evaluation of the works.
ARTICLE 8: The name, surname, address and phone number of the participants must be written on the right hand side at the back of the works. Participants will also submit their brief resume enclosed in the post.
ARTICLE 9: The format of the works will be 35 x 25 cm and the works smaller or bigger than that format will be disqualified.
ARTICLE 10: The works which qualify in the preliminary evaluation (means that they are found worth to be exhibited) will be exhibited in the Burdur Museum or other relevant places.
ARTICLE 11: The cartoons to be submitted to the competition will be the property of the Burdur Governorship Provincial Directorate of Culture and Tourism. All the copyrights of the works will be considered to have been transferred to the Provincial Directorate of Culture and Tourism. In case the works are published, the artists will not ask for copyright on the possible publications of their cartoons, but the copies of the publications will be sent to them free of charge.

INTERNATIONAL CARTOON CONTEST ENTITLED “REMOVE THE OBSTACLES”

PURPOSE:PART OF ENGELSIZMIR 2013 INTERNATIONAL CONGRESS, TURKEY
Aiming to become a pioneer of life without obstacles, Izmir Metropolitan Municipality is preparing an international congress to find solutions to the problems of the disabled. “International Congress of the Problems and Solutions of the Disabled” will be organised between October 30 and November 3, 2013, under the leadership of Izmir Metropolitan Municipality. In addition to being a scientific congress, ENGELSIZMIR 2013 is also a fair containing a series of artistic, cultural and social events. For this purpose, a cartoon contest themed “REMOVE THE OBSTACLES” has been organised.
Ten percent of the world’s population is disabled, meaning they are not able to hear, see and/or walk. They come across many difficulties in social life. When compared to the disabled in developed countries, the disabled living in Turkey are in need of great care. Most of them cannot read and they are leading their lives without any medical care. The discrimination against them and being treated as invisible lead them to live a life as invisible people. Izmir Metropolitan Municipality, who has established the first “Education and Cultural Complex for the Disabled” in Turkey, now wants to show the difficulties that the disabled experience with an international cartoon contest which is organised with the Güzelyalı Rotary Club.
Now, we are inviting you to think about them. We believe that the cartoonists can enlighten the “invisible” obstacles and raise awareness regarding this matter.
THEME:
The theme of the cartoon contest is “Remove the Obstacles”.
PARTICIPATION:
Artists from all over the world may participate in the contest. There are no restrictions regarding this issue. Each contestant can enter the contest with 5 cartoons at most. The cartoons can be previously published ones. However, they cannot be ones that have been awarded before. If they are so, they will be disqualified from the contest and the given awards can be taken back from the contestant.
THE CONTEST CAN BE PARTICIPATED IN THREE WAYS:
1.) Original:
The drawing technique is not restricted and cartoons can be either coloured or black and white. The size of the cartoons should be 29.7 x 42cm at most on an A3 sheet. Cartoons sent in such a way are preferred.
2.) Digital:
If cartoons are to be sent digitally, cartoonists need to sign their cartoons before. Photographs and/or photocopies of the cartoons will not be accepted. Cartoons should be 29.7 x 42cm at most on an A3 sheet.
3.) Online:
Contestants can also enter the contest online. Cartoons can be sent using the “Cartoon Contest” menu on www.engelsizkongre.org. Cartoons should be sent in 300 Dpi, JPB or RGB formats without being zipped using programs such as Zip and Rar. The contestant will be asked to send the original copy of the cartoon via mail if it wins an award.
TERMS
Cartoonists who are going to send the original or the digital copies of their work are to write their names and contact numbers on the back of the cartoon and add their photographs and personal backgrounds, bank accounts (IBAN No) and their ID Numbers. Contestants that apply via internet are to fill in the application form on www.engelsizkongre.org
Contestants under the age of 18 should also add a document regarding their parents’ approval of them participating the contest.
Cartoons entered in the contest will not be sent back to their owners but will be used in media such as brochures and exhibitions to be prepared by Izmir Metropolitan Municipality and/or Güzelyalı Rotary Club under copyright. Participants are deemed to have accepted this term.
Cartoonists who do not reside in Izmir and are awarded with a prize will have to pay their own travel and accommodation expenses. For that reason, if an award-winning cartoonist cannot participate in the award ceremony, s/he will receive her/his award via mail. Likewise, award-winning cartoonists residing in foreign countries will be able to receive their awards via banks, Western Union etc.
The cartoons that are thought to be worthy of display by the jury will be displayed in an exhibition and will be included in an album. The owners of the cartoons will be sent a copy of the album.
On the condition that a cartoon does not meet the necessary requirements, it will be disqualified.

Annual Cartoon Contest – Rules and regulation 2013
All contestants will be admitted with no distinction made regarding nationality or age. There are two
categories:
• Youth category up to 15 years inclusive;
• Adult category: 16 years and older.
Both professional and non-professional cartoonists are allowed to participate in this contest.
2. Theme
The main theme is ‘Clear Surface Water’. Also this year Amnesty International offers a special prize to
the best cartoon with theme ‘Right to a home and some food’.
More information about this theme is to be found in the application form.
3. Entries
• Contributions have to be originally drawn or printed (digital works) cartoons, in black and white or
colour. They shouldn’t contain an explanation of the drawing.
• Photocopies will not be accepted.
• We prefer digital cartoons (JPEG format; resolution of 300 dpi) which can be sent to kartoenale@olen.be. In the foreseeable future only digital work will be accepted. This will be announced
in the regulations.
• Works sent rolled and works larger than DIN A4 will not be returned. The cartoons should be appropriately
wrapped before sending in order to prevent damage.
• Number of entries per contestant: maximum five for each theme.
• Following data should be mentioned on the back of your work: name, adress, age and theme.
4. Property rights
Prize-winning works will become the property of the organizer or theme sponsor. All works selected may
be used by the organizers to promote the contest and the village of Olen.
5. Evaluation
The jury consists of artists, cartoonists and laymen. Decisions made by the jury cannot be challenged.
6. Catalogue/Cartoon book
Selected works will be considered for inclusion in a catalogue. The authors of these works will receive a
free copy of the catalogue during the prize ceremony or it will be send afterwards by mail.
7. Return mail
Return of the cartoons happens only on explicit request of the participant, as mentioned in the entry
form. Every cartoon meeting with the demands but which is not selected for a prize will be sent back
within 18 months. In the foreseeable future contributions will not be sent back to stimulate the submis
sion of digital cartoons.
The organizers will endeavour to handle the return forwardings with the utmost care but cannot be held
responsible for loss or damages.

On Saturday 23rd and Sunday 24th of March 2013 the “UMORISTI A MAROSTICA” jury came together made up of:

45th International Graphic Humour Exhibition
On Saturday 23rd and Sunday 24th of March 2013 the “UMORISTI A MAROSTICA” jury came together made up of:
Ross Thomson - President, Margherita Allegri, Antonio Antunes, Marco Tonus, Ferruccio Giromini, Alessandro Tich,
Maurizio Minoggio, Giovanni Sorcinelli and Organizing Committee composed by the Marostica Graphics Group.
The Jury, having examined the works that have reached Marostica from 368 Authors of 62 Countries,
notes of a particularly generous participation and full of inspirations and results in line with the proposed
theme EUREKA! The inventions that led to the progress of civilization.
By unanimity decided to award:

Results of the 19th edition of the Euro-kartoenale Kruishoutem 'The Bicycle', Belgium
In total we received 2483 cartoons from 718 participants of 79 countries. Most participants were from Europe (57%), followed by Asia (31%), South-America (8%), North-America (3%), Africa (1%) and Oceania (0.5%).
The submitted cartoons approached the bike in all its aspects: the cycling associated with doping scandals, romantic bike rides, bicycle thefts, the bicycle as transportation ...
The winners of this edition are:
First prize: Mohsen Asadi (Iran)
Second prize: Pavel Constantin (Romania)
Third prize: Ross Thomson (UK)
Best European entry: Constantin Sunnerberg (Belgium)
Best Belgian entry: Nikola Hendrickx (Belgium)
