10th PortoCartoon-World Festival - Portugal

"Human Rights"
Theme PortoCartoon 2008
The Portuguese Printing Press Museum internationally launch the theme of the X PortoCartoon-World Festival ­ "Human Rights", on the same day that the heads of state of 27 countries of the European Union sign the new Treaty of Lisbon and approve the charter of fundamental rights of the European citizens.
With the choice of this theme, the organizer of PortoCartoon wants the cartoonists worldwide to focus on the continued violation of human rights in the 21st century, and after more than two centuries of French Revolution (1789).
According to the general rules of this contest “this is a subject that crosses the world, from the most assumed countries in matters of the rights legislation to the most retrograde in the law and its practise... The theme is even justified by the fact that every day there are individual, collective, social, economic and cultural rights in question.
As one of the most important rights is the freedom of press, it is also fair and opportune with this 10th PortoCartoon to evoke and pay tribute to John Milton, the author of the first speech on this topic. The poet of the “Paradise Lost” was born 400 years ago (1608) and his speech, named Areopagitica was made in the English parliament in 1644.
The active intervention of the cartoonists all over the world is very relevant on the 60th anniversary of the Universal Declaration of the Human Rights.
For those who eventually do not wish to participate under this theme, there will be a Free Category. The international politics, the social life, the communication and other themes can always be a way of expressing the humour art.
The winners of PortoCartoon will receive a monetary prize, the trophy of the festival, designed by Arqto Siza Vieira and special bottles of Port wine.
G. Wolinski presides to the international jury that has the following members: the President of FECO (Federation of Cartoonists’ Organizations), Marlene Pohle; representatives of the Ministry of Culture, the Faculty of Fine Arts of Porto, the Portuguese Printing Press Museum and any representatives of other institutions related to the cartoon.
The X PortoCartoon-World Festival has the official sponsorship of the Caixa Geral de Depósitos and will be inaugurated during the festivities of the city of Porto in June.
The PortoCartoon has been a space of excellence for humour worldwide and is considered by FECO (Federation of Cartoonists’ Organizations) as one of the three most important cartoon contests in the world, either for the participation number of artists worldwide and also for the value of its prizes.
The PortoCartoon began in 1999, and its exhibition receives every year thousands of visitors, both on the Portuguese Printing Press Museum installations and on the several cities and countries where is presented.
The works to the X PortoCartoon should arrive at the Portuguese Printing Press Museum (E.N. 108, nº 206, 4300-316 Porto, Portugal) with the entry form until 31 March 2008.

Humourfest 15 - Foligno, Italy

Regulations Humourfest 15
1) The Borough of Foligno announces its International Competition of Humour "HUMOURfest 15" devoted to the theme "The Olympic Games - MADE IN CHINA - Beijing 2008".
2) Participants may present a maximum of 2 original works, illustrations or cartoons, on the theme, size UNI A4 (21,0x29,7 cm). Choice of technique is free. The author is responsible for the content of his/her exhibits.
3) The following prizes have been established:
1st prize of 1550,00 euro; 2nd prize of 1050,00 euro; 3rd prize of 520,00 euro. Popularity prize "Topino d'oro" awarded according to visitors' votes during the exhibition. The prize-winning works, together with those recommended by the Jury, up to a maximum of 20, will remain property of the Organizers as endowment to the Intemational Humour Centre of Foligno. The exhibition catalogue will contain the names of all participants, as well as a reproduction of the prize-winning and specially-mentioned works. The authors of the latter will receive, free of charge, 2 copies of the catalogue. The winning work will be used as a poster for the enterprise and as a cover for the exhibition catalogue.
4) Requests not to be entered into the competition will be accepted. Such a request will exclude the artist from the prize awards.
5) The works will be submitted to close examination by a qualified Commission of Judges consisting of representatives from the world of art, culture and institutions. The decision of the Commission of Judges is unquestionable.
6) The works, together with a brief curriculum of the artist, must arrive by 2 p.m. on 29th February 2008 post-free, without either frame or glass, indicating the artist's name, surname and address, as well as the title of the work and the technique used, latin alphabet only. The artist's unconditioned acceptance of the regulations shall be understood on delivery of the works for participation. The works will be handed back or returned postfree not before 30 days after the exhibition has closed. The exhibition, or part of it, may be temporarily transferred to other centres.
7) The works should be sent with an adequate packing which the Organizers, even though they assure the utmost care in the custody of the works, decline any responsibility for charges or claims, also by third parties, for any damages, tampering with, or theft.
8) The works will be chosen for an exhibition which will be held in Foligno during the Summer of 2008.
9) The works may be reproduced in a catalogue and in other prospective publications (books, newspapers, magazines, etc.). Such reproductions may be distributed to the press and/or publicized by any kind of media.
10) The present regulations are published in Italian, English and French. In case of controversy the Italian version will attest.

What?
As far as we know, there is no “club” for cartoonbook collectors. So, we had to invent one. That’s why we decided to create a webspot in order to exchange ideas, information, hints and of course cartoon books.
The ECC Cartoonbooks Club wants to be a first choice meeting point for cartoonbook lovers and collectors.
The official language is English, but information in Dutch, French, German, … is also welcome.

Festival of Honorable Mentions for Cartoonists

The 1st Festival of Honorable Mentions for Cartoonists – 2008
Deadline: February, 20 2008
20 honorable mentions will be given in each category

1 – Each participant will be able to submit three works in each category. But only one work will compete in each category. Justification: This procedure is aimed at promoting the exhibition of the best works and not the exhibition of some artists.
2 - This way, we will have the same cartoonist competing in one, two or even in the three categories, but we will not have more than one honorable mention for the same cartoonist in the same category.
3 – There will not be prizes in cash.
4 – All cartoonists that were indicated for the honorable mentions will receive a certificate of honorable mention especially made by “Sorrialengo project”, which is coordinated by the cartoonist Mattias.
5 – All cartoonists that send their works will be automatically selected to compete for the honorable mentions.
6 – Brazilcartoon website will support this event and will build a virtual gallery where the works will be posted according to their categories. The works not mentioned will be exhibited within the year in the column “Rato de Salão”. Justification: This procedure will enable the audience to know the works of all competitors, even those that,because of the decision of the jury, did not win honorable mentions. This way, all cartunistas will have the chance of exhibiting their works.
7 – Works mentioned or awarded in other contests, even virtual ones, will not be accepted.
- Works published in books, catalogues, newspapers, magazines and so on will not be accepted.
8 – The works can be sent by:
E-mail: For those cartoonists that have access to computers. The works must be 200K, JPG, 150 dpi.
Envelope: The works must be 30cm x 22cm, developed under any technique. Send it to:

9 – The works can be:
Handmade: ink, watercolor, etc.
Sculpture: wood, paper, etc. (send pictures)
Digital: Done in Corel Draw, Photoshop, etc. In this category, the cartoonist must send a sketch, then the work kalf done. This procedure is also applied to sculptures.
Justification: This procedure will prevent the participation of artists who just change existing pictures and will enable the participation of artists that really know how to use digital technologies.
10 – The works sent by e-mail must be sent up to February 20, 2008 to ilygal@ig.com.br
11 - Attached to the works, the cartoonist must send: Name, Pseudonym. Address, Category, technique, which exhibition in Brazil the contestant has partipated, if the contestant has already been selected or awarded and his/her opinion about the best and worst exhibition in Brazil. About the dates: the registration can be already done and the deadline is February 20, 2008. After this date, no works will be accepted. Justification: That is a lot of time and there is no justification to wait for anyone.
12 – Up to March 5, 2008, the list with the names of the cartoonists who will be awarded with the honorable mentions will be available on the site. Up to March 10, 2008, the certificates will be sent to their owners and the virtual gallery can be seen at http://www.brazilcartoon.com/ .
