Received cartoon competition catalog "Best of Urziceni 2009", Romania

Yesterday received the 4th International Cartoon Contest Urziceni 2009 catalog from Romania. Theme of the competition was “O tempora, o mores” (Oh the times!, Oh the customs!).
The full color catalog is of size 23.8x16.7 cm and has 64 pages. The front cover cartoon is by Constantin Ciosu, the Romanian artist who is awarded one of the ten special prizes (Diploma of Honour) with another cartoon of his.
Below is the 1st Prize winning cartoon by the late Bulgarian artist Rumen Dragostinov. Plus the rules for the competition 2012 with nearing deadline: 19 November!
