We are very pleased to invite you to participate on the III European Cartoon Contest which theme is Creativity and Innovation, and the deadline for the reception of works will be the 30th September 2009.
This contest’s theme is in accordance with the proclamation of 2009 as the European Year of Creativity and Innovation.
If there is a sector that has, in its nature, a very strong focus on creativity and innovation, this sector is called Cartoon. Therefore, developing creativity and innovation on the European creativity and innovation is certainly a double challenge. Here it is.

GENERAL RULES AND REGULATIONS
1. ORGANIZATION
This contest under the theme of “Creativity and Innovation“ is organized by the Portuguese Printing Press Museum, entity which organizes the PortoCartoon-World Festival.
2. THEME
The year 2009 was designated by the Council and the European Parliament as the European Year of Creativity and Innovation. With one purpose: to provide the opportunity for the enhancement of skills and activities that stimulate the use of creativity and innovation as essential for a sustainable economic and social development.
The humour here has an important role. We can go far constructing and deconstructing the creativity and innovation.
3. TECHNICAL SPECIFICATIONS
3.1. The works measurements should not exceed 42 x 30 cm (DIN A3).
3.2. The works must be originals and any kind of plastic or graphical technique will be accepted, including digital artwork if they are signed and if they are print number one.
3.3. The works should present on the reverse the following information: name and address of the author, title, theme section and year.
4. PARTICIPANTS
This contest is for European authors (by birth, residence or work), of any European country, being part or not of the 27 countries of the European Union.
5. SENDING THE WORKS
The works should arrive at the Portuguese Printing Press Museum (address: Estrada Nacional 108, nº 206, 4300-316 Porto / Portugal) at the latest on 30th September 2009 , together with the author’s CV (publications, exhibitions, prizes…) and the application form.
6. COPYRIGHT
6.1. The participation in this contest means automatically that the author is waving copyrights of his works in any kind of support (including web pages), concerning the production and diffusion of the contest, as well as late exhibitions and catalogue edition and other kind of diffusion material.
6.2. In case of using non-awarded works in other cases except this contest exhibition or its promotion (including the catalogue), copyright payment will be made to the artists whenever it takes place to.
7. AWARDS
To be defined timely.
8. JURY
8.1. The International Jury will have an odd number of judges.
8.2. The Jury decisions will be final with no subjection to any kind of appeal or reclamation.
9. AWARDED WORKS
The awarded works will become property of the Portuguese Printing Press Museum and will make part of itinerant exhibition. The others will be sent to the artists, if formally requested on the application form, after its public exhibition and possible exhibitions in other cities and countries.
10. SELECTED WORKS
All the artists whose works will be selected for the exhibition will receive a catalogue.
11. AWARDS DELIVERY
The prize will be delivered in a public ceremony, in place and date to be announced.

This year, Competition for ICC Comics Award is being held for the first time. Art works created for the competition by cartoonists and comic artists from around the world will be displayed at the 10th International Comic Artist Conference in Taiwan. The theme for competition is all kinds of contents related with Astronomy and the Universe.
The year 2009 commemorates the 400th year since Galileo Galilei first used an astronomical telescope to observe the skies, and has been designated by the International Astronomical Union (IAU) and UNESCO as the International Year of Astronomy 2009 (IYA2009). As one of the oldest branches of fundamental study, astronomy has had a significant influence on every culture, epitomizing the apex of human intelligence.
Astronomy has made shining and brilliant advances in recent decades. IYA2009 is a global celebration to remember and celebrate the contributions astronomy has made to society and culture, with the theme ‘The Universe, Yours to Discover.’ Currently, many countries in the world are participating in IYA2009 in a variety of ways. Through these various events, the wonders of the Universe discovered through astronomy can be shared and appreciated by a multitude of people in many different ways.
Especially in light of the 2009 ICC Comics Competition event, based on the theme of the Universe, this global celebration of astronomy is expected to be enriched through comics and the value of astronomy will be shared from the perspective of comics’ art.

5th Salon of Humor from Paraguaçu Paulista with free and musical themes

Regulation - For 5th Salon Of Humor From Paraguaçu Paulista – Brazil - International
Dates

Registrations until October 10, 2009. Opening - November 27, 2009.
Participation
All the professional or amateur cartoonists can register unpublished works, since they have not been rewarded in another contests and expositions until the date of closing of the registrations (10-10-2009), and in the case of Comic Strip the character should be unpublished. Each author can register up to three (3) works for category, developed in any technique including them elaborated by computers. For each work correspondent a will own be filled (1) registration record. In the case of shipping for CD, to enclose file with the author's data.
Categories
The theme will be free for the four categories (Cartoon, Political Cartoon, Comic Strip and Caricatures) and with theme specified in Thematic Cartoon. The format will be the A3 (297 x 420 mm) without frames and mounted on cardboard in the case of the originals. In the category Comic Strip three will be accepted (3) boards with at the most four (4) comic strip in each board (format A3).
All the works, besides the works done with the hands, they can be correspondents for e-mail or CD, digitalized in 300 DPI, color way RGB, in the format JPG (high quality) or PDF obeying the maximum limit of 1,5 MB. The works can be sent through this site in the section Record of Registration.
Cartoon - Joke graph with universal theme and temporaries.
Political Cartoon - graphic Representation criticizes and well tempered of a political fact and/or social on present time.
Comic Strip - graphic Humor in sequence tans of pictures similar to published them in newspapers.
Caricature - graphic Representation with well tempered anatomical alteration of well-known personalities. This year with the theme - "ARTISTS OF WORLD MUSIC”.
Thematic Cartoon - That category will have a specific theme - "MUSIC".
Award
Three will be checked (3) prizes for each category. In the total of R$ 22.500,00 like this divided:
Five prizes of 1st place, in the value of R$ 2.500,00 each, distributed among the categories;
Five prizes of 2nd place, in the value of R$ 1.500,00 each, distributed among the categories;
Five prizes of 3rd place, in the value of R$ 500,00 each, distributed among the categories;
All the categories will have three Honorable Mentions through diplomas totalized 15 mentions.
The values of the prizes for the international works will be transformed with base into the value of the Commercial Dollar of the date of dispatch of the consignment abroad.
NB.: The award jury the right is reserved of not destining prizes to the categories that don't reach the enough level, transferring for another categories, or creating a reward special of the Saloon.
When registering in the Salon, the author automatically transfers the Cession of the copyrights of your work(s) when winning, getting, in a total, universal and definitive way, in all the use modalities and gratuitous title, that starts to integrate the Patrimony of the Saloon of Humor from Paraguaçu Paulista in Brazil for all the right ends.
In case the award jury verifies some fraud species or plagiarism in an/ or more registered works, it can cancel the reward checked. The works will be disclosed in the site of the Saloon after the inauguration of the same and they can be answered up to 10 days after the opening of the living room [sic], with fitting tests of any irregularity made from the jury.
Other prizes and mentions can be instituted the approach of the Organizing Commission.
Works out of the regulation or considered plagiarisms will be automatically declassified.

Results the 26th International Humor Exhibition of Piauí

It was placed on Pedro II square, the Teresina cultural core, the International Humor Exhibition of Piauí that received a crowd at the day of closing of its 26th edition. Cinema, theater, music, crafts, plastic arts and, of course, lots of humor designs that covered the square and nearby cultural places with great art and humor. And the public gave their answer with their attending, in each day of the event. But the Salon has reached its end, at least for this edition. However, the last day was one of great celebration. In the midst of a large audience, music and art exhibitions, the chairman of the National Humor Foundation and event organizer, Albert Piauí, led the event closing ceremony and announced the outcome of the Competitive Cartoon Exhibition – Theme: Environment.

The winner of the 26th International Humor Exhibition of Piauí was the Iranian artist Mohammad Ali Khalaji with the cartoon "Trees" (Top above). And, due the high quality of works, the jury decided to give two honorable mentions to the artists Pol Leurs, from Luxembourg, and Mahmood Nazari from Iran.
