RULES
PARTICIPATION 
All persons over 18 years of age are eligible to participate in this international contest. Participants shall agree to the terms and conditions of the rules and the decisions of the jury. Belgian law governing withholding tax on prizes won by foreign participants applies. 
Participation is free of charge. Deadline 31.12.2022
DEFINITION 
A cartoon is a humorous drawing. This may be a caricature of a famous person, a parody of a real situation, or simply a picture of a funny situation. The cartoon may consist of one image or take the form of a short comic strip. No moving images allowed. 
THEME 
Participants are free to choose the theme of their entries. 
ENTRIES 
Regulations
Maximum 5 submissions per person, black and white or colour. 
The cartoons must not contain text. 
Drawings can also be made digitally. 
They must be packaged flat and not folded. 
Works under glass, framed or in other materials will not be accepted. 
They must not have been exhibited in Belgium or awarded in other countries. 
Entries 
Digital entries: min. 2480 x 3500 pixels (A4 300dpi). Allowed file types: jpg jpeg eps tif psd pdf.
Entries may only be sent by post after the form has been completed on the website and the form is enclosed with the entry. Dimensions min. 21 x 30 cm or max. 30 x 42 cm. The entrant’s name, first name and address must be written on the back of each cartoon. 
Your participation is only valid if we have received your fully completed entry form on our website. 
Entries are submitted at the expense of the entrants. 
The selected cartoons wil be framed with a passe-partout for the exhibition. 
ORIGINALITY OF WORKS
The sender remains responsible for the originality of his work. Discussions and possible claims concerning all forms of plagiarism are the responsibility of the contributor.
OWNERSHIP RIGHTS
By participating, entrants grant the organizing body the right to use their entries as advertising for the “International Cartoon Festival” and the seaside resort Knokke-Heist (e.g. as cartoon book, catalogue, advertising in the press and other media, separate promotional printed works such as posters, leaflets, etc., promotional gifts by the city council and/or cartoon festival organizers, calendar).
JURY 
A professional jury will make a selection for the exhibition from the submissions received and will select 10 nominees. 
This selection will be checked for plagiarism after which the jury can decide to make a selection. 
The winners will be announced on the opening date of the festival.
OWNERSHIP BY ORGANIZING BODY
All submitted works shall become the property of the organizing body related to the cartoon festival.
You can ask for a return of the submitted items on your expence. Submitted works will be stored for maximum 2 years.
CARTOON BOOK
In collaboration with “Davidsfonds” Leuven, a cartoon book will be published, subject to budgetary and technical constraints. Selected participants will be entitled to one copy.

THE 5TH INTERNATIONAL CARICATURE FESTIVAL IN AFRICA
The 5th edition of the International Cartoon Competition, Morocco 2022
The weekly Le Canard Libéré in partnership with the Moroccan Association of Caricature (MAC) and the Association Atlas de la Caricature (AAC) organizes International Festival of Caricature in Africa FICA 2022 
Regulations 
Anyone who participates in the competition subscribes to the conditions of the rules and to the Jury decisions. 
Theme 1:  Environment 
Man, a danger to the planet 
Conditions of participation in the competition 
• The number of works per participant is limited to 2 (two). 
• The works cannot have been published, or exhibited, or have won awards in Morocco or abroad. 
• Format: A4, 300 dpi, JPG / JPEG and free techniques 
• Deadline : 01 December 2022 
• Works that do not meet the conditions set In these regulations will not be taken into consideration for the competition. 
• The following prizes are planned: 
First Prize (duck) 
Second Prize (Africa) 
Third Prize (pencil stroke). 
6 (Six) Special Prizes.

REGISTRATION FORM
• Because of his participation in the competitions, the author lends his works to the organizers for exhibitions. The works sent remain at the disposal of the organizers for two years. 
• The jury members will be considered as participants in the exhibition and represent their own countries. Their names will automatically be added to the list of participants (They will participate only in the exhibition, not in competition (just participation of honor). 
• Works may be used for promotional purposes (printing, websites, newspapers, posters, invitation cards ...) without the permission of the artist and without any payment. 
Theme 2: Sketch of the cartoonist Mohamed Filali 
Mohamed Filali, this native of Essaouira in 1949, at the age of 19, decided to "go up" to Rabat to seek his fortune there, armed only with his lost talents. We are in 1969. And as it was necessary to earn a living, the young Mohamed proposed some caricatures to the daily Opinion. 
Seduced by the stroke of the pencil as daring as it is intelligent, the leaders of the organ of Istiqlal were quickly going to hire him. 
And there you have it, Mohamed, bombarded caricaturist designer, who is quickly noticed by increasingly daring boards. He still remembers his first clearly committed caricature: the drawing represented a man and his little boy looking up at a figure floating in the air, a towel in his hand. The latter strangely resembled the Minister of Finance at the time. In the bubbles, the child said to his father “Look at daddy, he is flying”. “But what is he stealing? replied the father. “It happened without censorship getting involved,” recalls Mohamed Filali. 
Meeting with censorship 
A good reason to be bold and dare to draw more and more incisive designs. “The authorities were always quick to censor the writings. But it was more complicated when it came to drawings. They were, after all, “mikiates!” This will last until the day he commits an openly anti-American box, criticizing the United States' commitment to Viet Nam; then another attacking the Algerian government. It was enough for us to be more interested in his case. Mohamed Filali escapes a kidnapping attempt, and the "accidental" exposure of his car will cause him some burns, but will cost his life to the person who accompanied him.

Big Greeting from Egypt to All of You
Rose al-youssef Gate 
The news portal of one of the oldest and most famous press institutions in Egypt and the Middle East, and the cradle of the art of caricature in the land of the pharaohs. 
Which carried the banner of creativity, enlightenment and political struggle since its inception and its first launch a hundred years ago. 
Here we present our second initiative and launch a new call to action to combat climate change. 
All the cartoonists and talented youth around the world are invited to use their paintings and drawings to raise awareness of the issue of climate change and its causes and negative repercussions on the life and future of humanity, so that everyone takes their responsibilities to reduce harmful emissions.
