Citizenship: 7th International Don Quichotte Cartoon Contest 2013

Citizen, a person that has certain rights, freedoms and obligations that is determined by the constitution of the state, a person who has a citizenship status. Citizenship in its most basic terms, citizenship represents a legal status which entitles a person to the state he/she was born and raised or lived for a certain amount of time. However, citizens usually share something more than just by being born and raised or living in a piece of land. Such as religion, language, ethnicity, tradition, history, etc.
In political science, "citizenship" has a deeper meaning which refers to the equality in fundamental rights and freedoms among all citizens but when we take a glance at countries which has a significant amount of immigrant populations, we can witness examples of the poor application or even offense of these fundamental right and freedoms.
The Rules of Competition:
1) With participation in competition is possible only by Internet. (citizenship@donquichotte.org)
2) The participating work may have been published neither with another competition presented nor on any way. With an offence, the deprivation of the achieved prizes is the result.
3) The designs are to be drawn in A3-Size to deliver in 200 dpi dissolution and in Jpeg format. They know both and black-and-white, and to be colored, the coloured representation is exactly the same as the colortechnical treatment of the work is incumbent on not a containment.
4) The closing date of the competition is 24 September 2013 (EXTENDED:) 15 OCTOBER 2013.
5) The jury exists, evaluates the works between 1. and 15. October. Results of this evaluation and conception of the prize-crowned works are published on 18 October 2013.
6) The large prize of 1000 Euros will be provided by the Turkish Community of Germany (Türkische Gemeinde in Deutschland- TGD). Other sponsors of our contest are the Department of Integration of Stuttgart Municipality (Abteilung Integration / Stadt Stuttgart), lawyer Macit Karaahmetoglu and Grafithek Werbetechnik Stuttgart. The album of our international contest will be provided by Şişli Municipality of Istanbul.

World Gallery of Cartoons: thematic competition for digital cartoon 2013, Rep. Macedonia

World Gallery of Cartoons would like to inform you that we’ll start with the periodical thematic competitions for digital cartoons.
The first one is on topic: HOLIDAYS!!!, and it starts on 20th June 2013.
The deadline is 20th September 2013.
Тhe works should be sent by e-mail only (preferable format A4, .jpg, 300dpi).
The competition is open for all cartoonists around the world.

From August 28th until August 31st the European chapter of the International Society of Caricature Artists (ISCA) will organize a convention in Eindhoven, The Netherlands. Professional and semi-professional caricature artists from around the world are invited to join. A creative and interesting program has been put together: seminars (how to brand your business, how to draw caricatures on the iPad) demonstrations (Windsor & Newton, Wacom) and our guestspeaker will be Wouter Tulp, character designer, illustrator, cartoonist, and probably the best Dutch artist of this time.

Theme: " DEVIL "
The 19th edition of the International Cartoon Contest is organized by the “Pro Loco” of Gallarate for cultural purposes, to attest the worthy creative contents of thought and the humoristic graphic art which contribute in no mean way to the development of attentive, innovative, pluralistic and open-minded social relationship. The 2013 personal show will be organized in honor of Yuriy Kosobukin, master of graphic art.
In collaboration with: "MAGA" Museum Art Gallarate, FanoFunny Festival for the International section, the region of Lombardy, Land of Tourism, the Varese communitary ONLUS Foundation, Lions Club Insubria, Province of Varese, Gallarate town Council, Humourist National Association, Gallaratese Cultural Club, “Panizzi” Library System.
Regulations
1) The contest is open to all professional cartoonists, caricaturists, illustrators and graphic artists from all over the world. The contest is articulated in 3 sections (Graphics/Cartoon, Satire, Caricature) .
2) Theme: DEVIL. Hell, devilries and what lies around sins and graphic spites.
Sections: A) Graphics/Cartoon | B) Satire | C) Caricature (Devils in the political world and those belonging to Human Comedy).
It’s possible to participate in all the sections.
3) Entries: max. 3 works. The works must be original and accompanied by the author's photo or caricature, entry form and biography. Each work should bear the signature or mark of the author and name, surname, address, phone number and other data on the back.
The authors have to indicate the section for each work.
4) Size: A4 (21 x 29,7 cm)
5) Technique: Free. Common graphic and digital prints will be accepted but only if signed by the author. Copies of ink and pencil drawings are not applicable. The works sent in digital form, by email or informatic devices, will not be considered for the awarding of prizes of The Grand Prix "Marco Biassoni"; the works will be taken into consideration only for the exhibition and for the catalogue.
6) Deadline: October 28th, 2013 (the post-mark will be proof).
7) Prizes: the Jury will award the following prizes:
Grand Prix "Marco Biassoni" for the best work among all the sections (Graphics/Cartoon, Satire, Caricature) - 1.000 € + diploma
1st Prize for each section (Graphics/Cartoon, Satire, Caricature) – 500 € + diploma
Special Prize of Jury – Diploma for each section
5 Special Mentions for each section (Graphics/Cartoon, Satire, Caricature) – diploma
Special Prize Osvaldo Cavandoli "Cava" (creator of the famous character “La Linea”) for the best work of all sections, that combines humoristic beauty with the essentiality of graphic execution - 500 € + diploma
8) Exhibition: December 1 – January 6, 2014 at the Minoletti building situated in Garibaldi Square (Gallarate).
Opening ceremony: Saturday 30 November 2013, at 11:00 AM
All authors who will attend the opening ceremony are invited to a rustic lunch.
9) Catalogue: each selected author will receive a copy.
10) Property: the Organizers reserve the rights to reproduce the cartoons in catalogue, newspapers, or posters to promote the Contest and to exhibit a selection of works in other locations in Italy and other countries. None of works will be returned but will be included in the "Humour Gallarate Collection".

BARAKALDO BIENNIAL XIITH INTERNATIONAL GRAPHIC HUMOUR CONTEST ON NEW TECHNOLOGIES 2013
RULES OF THE CONTEST:
FIRST
To pass the public announcement of the 12th International Graphic Humour contest on new Technologies –Barakaldo Hermes Prize 2013, which is an official announcement regulated by the guidelines established in the regulations of the Barakaldo Cultural Competitions, published in the Official Biscayan Bulletin on February 12th, 2010.
SECOND
The budgetary limit for the aforementioned is set at four thousand five hundred Euros (4.500 €) charged against the Budget allocation 00700 45180, with number of process 201100537 to face the obligations derived from the prizes to grant, in compliance with rules established under Article 7 of the regulation, prizes awarded will be as follows: First Prize – 1.500 €, Second Prize –1.000 €, Third Prize – 800 €, Fourth Prize – 700 € and Fifth Prize – 500 €.
THIRD
Legal regulations which the competition will adhere to are as follows:
1.OBJECT
Sketchers will send in a scene depicting graphic humour relating to new technologies which impacts on daily life (INTERNET, BIOLOGY, SPACE, TELECOMMUNICATIONS, MEDICINE, ETC...) and which allows the citizens to reflect on new spheres of scientific progress. It can also be vignettes depicting geek attitudes generated by users of social networks or taking part in Web 2.0.
2. CONTESTANTS
Anyone who so desires may take part with no age restrictions. Each contestant may submit up to three pieces of work. Anyone who was a Hermes prize-winner at the previous year’s renewal will not be allowed to submit entries to this year’s official announcement.
3. CATEGORY AND FORMAT
Scenes and characters must be the personal creation of the author and unpublished. Work can be submitted either in black and white or in colour. Works must not exceed a single page, with a format not exceeding 800 x 600 pixels per inch, with a minimum resolution of 72 pixels per inch.
4. LANGUAGES
Works may be labelled in Spanish or Basque. It is permissible to enter humorous scenes without text written for those artists from different linguistic and geographical backgrounds.
5. PRESENTATION
The participants will register in the web page of the contest and will insert later on their work in format JPG.
6. SUBMISSION PLACE AND DEADLINE
Works containing the author’s details should be sent exclusively by email to: hermesbarakaldo@barakaldo.org before October 20th 2013.
7. VIRTUAL EXHIBITION
Presentation of works will imply the granting of permission to the Local Council for the reproduction of images entered, for purely exhibition purposes only. Any such exhibition of the works does not mean that financial benefit will accrue to the authors of the illustrations. It is also foreseen to include information of the works rewarded in the Biennial show ExPoesía that will be celebrated in Barakaldo in 2014.
8.PRIZES
The awarding of the Hermes de Barakaldo prize carries a financial reward amounting to 4500 Euros and is divided into five categories: First Prize: 1.500 €, Second Prize: 1.000 €, Third Prize: 800 €, Fourth Prize: 700 € and Fifth Prize: 500 €.
After the winners are notified individually, and by email, of the resolution, the prize winners will have a maximum three months term to supply their details to the awarding organisation in order for the cash prize to be transferred to them. Should the time period of three months since the first communication have already elapsed, without the relevant data having been supplied, it is understood that the prize winner will relinquish his/her right to the relevant prize and the corresponding illustration will likewise be withdrawn from any medium the local council has published it in.
9.JURY
Any of the prizes may be declared void if none of the works come up to the required minimum qualitative standards.
10.SELECTION CRITERIA
Prizes will be awarded according to the following criteria:
a.- Quality and artistic relevance of the work: 50 points.
b.- Adherence to the theme of the Competition and to the humorous language pertaining to it: 30 points.
c.- Social and cultural impact of the cartoon in relation to the thematic aspect set out regarding new technologies and their implications for everyday life: 20 points.
11.FURTHER POINTS
Participation in the competition implies acceptance of the rules and regulations as already laid down in the current Decree.
FOURTH
Prizes will be awarded in accordance with the competition rules system, through comparisons of the works presented, and through the establishment of priority criteria amongst them, in conformity with the already outlined criteria, and the awarding of the corresponding financial amounts in compliance with the same with limits as stated in the official announcement, not exceeding the available credit.
FIFTH
In order to analyse and evaluate the works presented, a Qualifying Panel or Jury will be convened, composed by Mr. Carlos Fernández Martínez Delegate-Councillor of Culture, Education, Basque Language and Sport, who will assume the title of President of the said panel, and, Mr. Alex Orfe, Mrs. Aurora Solano Pérez, Mr. Joseba Larretxe Berazadi, as people of renown prestige in the world of graphic humour and illustration, and Mr. Juan Manuel de Los Santos Aranaz, a Technician in the sphere of Culture, who will take part as Secretary.
SIXTH
The maximum allowable timescale for the resolution and notification of the prizes’ awarding procedure will be two months, starting from the closing date for the submission of entries.
SEVENTH
All interested parties will receive notification under terms outlined in Article 58 of the Law 30/1992, dated November 26th, of the Law Regulation of Public Administrations and Common Administrative Procedures.
EIGHTH
In case of any appeal against the decision, which exhausts the administrative procedures, an optional administrative reconsideration appeal may be lodged with the Council President to set aside the current resolution within a timeframe of one month starting from the day after the announcement of the results, alternatively an Administrative Reconsideration Appeal can be entered at the Court for Contentious Administrative Proceedings by virtue of the distribution of authority outlined in Articles 8 and 10 of the Law 29/1998, dated July 13th, which regulates the Contentious Administrative Jurisdiction within a timeframe of two months, also commencing, like the previous, on the day after receipt of official notification.

Catalog 14th International Open Cartoon Contest Zielona Gora, Poland 2012

Received the catalog of the 14th International Open Cartoon Contest Zielona Gora, Poland 2012. The catalog published in 2012 is 14.8x21 cm in size and has 110 color pages. According to Maia Radziszewska's "instead of an introduction", "the subject of the contest Plane-Airport-Flying turned out to be inspiring, and the works can be divided into groups, according to the main motives. There is a motive of flying as such, with brooms, angels, Icaruses, birds and fanciful aircrafts instead of planes. There are "cheap flights", air "trips", emergency landings and cartoons that show very complicated airport's functioning nowadays. Naturally, the artists could not omit the pilots, air hostesses and the passengers as well as the romantic and the less romantic aspects of sailing up. Many works also touch on politics and everyday customs."
Of the 11 participants from Turkey are selected 4 cartoonists, namely Erdoğan Başol, Recep Bayramoğlu, Musa Gümüş, and Tan Oral, whose published cartoons are included in this blog.
