Annual Cartoon Contest
Rules and regulation 2026
1. Participation 
All contestants will be admitted with no distinction made regarding nationality or age. There are two categories: 
• Youth category up to 15 years inclusive; 
• Adult category: 16 years and older. 
Both professional and non-professional cartoonists are allowed to participate in this contest. 
2. Theme 
The main theme is ‘the universe’. This year Amnesty International offers the best cartoon with the theme 'Right to freedom of expression'.
3. Entries 
• Contributions have to be digital works. They shouldn’t contain an explanation of the drawing. 
• The digital works have to be sent in JPEG format with a minimum resolution of 300 dpi (2480 x 3543 pixels). 
• Dimensions including any passe-partout 21 x 30 cm (A4). 
• Number of entries per contestant: maximum five for each theme. 
• You have to record your contact details through www.olensekartoenale.be
You can sign up your participation from 1 July 2026
• The winners must be able to provide a curriculum vitae and a photo of themselves within 2 days after the organization's request. 
4. Property rights 
Prize-winning works will become the property of the organizer or theme sponsor. All works selected may be used by the organizers to promote the contest and the village of Olen. 
5. Evaluation 
The jury consists of artists, cartoonists and laymen. Decisions made by the jury cannot be challenged. 
6. Catalogue/Cartoon book 
Selected works will be considered for inclusion in a catalogue. The authors of these works will receive a free copy of the catalogue during the prize ceremony or it will be sent afterwards by mail. 
7. Deadline: 10 September 2026 
The deadline is 10 September 2026 at 12.00 AM midnight. The entry form you can find on www.olensekartoenale.be where you also can upload your works. Do not sent your works to kartoenale@olen.be
8. Prizes 
For the adult category: 
1st prize: 1500 euro 
2nd prize: 700 euro 
3rd prize: 400 euro 
4th prize: 300 euro 
Prize of the city of Bialogard (only for Polish participants): 200 euro 
Special prize Amnesty International: 500 euro. 
For the youth category: 
Prize for best international work: 250 euro 
Prize for best Belgian work: 250 euro. 
If no Belgian entry qualifies for the youth category, this prize will be awarded to the second highest ranked international entry in the youth category 
9. Prize Ceremony and Exhibition 
The prize ceremony will take place on Friday 13 November 2026 at approximately 20.00 h in the council room of the town hall of Olen 'De Meent' in 2250 Olen. Every participating artist will be welcome on that occasion. Only the winners are personally invited. 
A selection of the cartoons will also be exhibited at the same address and can be visited all working days till the end of December 2026 during the opening hours of the town hall:

Main theme: ‘The Universe’ 
The cosmos began with an enormous bang from an unimaginable nothingness. 
Or perhaps from a single primordial atom, or initiated by an unknown entity we conveniently call God. 
In the end, it hardly matters as astronomy, mathematics, physics, chemistry and philosophy offer no answer to the question of what existed before time and matter. 
What is that nothing from which something arises? It lies beyond our imagination. 
In this immeasurable universe, billions of stars are dancing and swaying across countless galaxies, in star clusters and spiral nebulae. They float among gas clouds and black holes in an ocean of dark matter where planetary systems patiently revolve around their sun. Sometimes pregnant with life in whatever form it might be. 
Theme Amnesty International: The Right to freedom of expression’ 
Freedom of expression is a fundamental human right. It means that everyone has the right to form their own opinions and express them freely, without interference, and across borders. This includes the right to seek, receive, and share information and ideas through any form of communication, including speech, media, the internet, and art. It covers all kinds of expression, from political opinions and satire to artistic works and personal viewpoints. 
In democratic societies governed by the rule of law, freedom of expression is widely protected. Critical, challenging, or controversial opinions—and artistic forms of expression, including cartoons—are an essential part of this protection, fostering open debate and encouraging reflection within society. 
However, this right is not unlimited. Speech that incites hatred, discrimination, or violence, or that can cause serious harm or panic, may be legally restricted. Freedom of expression therefore carries responsibilities. At the same time, a key principle is that opinions should generally be expressed freely, with any restrictions usually assessed afterward rather than imposed through prior censorship. In this way, free expression remains a vital foundation for pluralism, critical debate, and creative freedom.

In line with the decision we made last year, WE ONLY ACCEPT cartoons sent to this contest WITH BLACK LINES ON A WHITE BACKGROUND. WE DO NOT ACCEPT GRAY SHADES EITHER!!! 

TERMS AND CONDITIONS OF PARTICIPATION 
1 – This contest is open to amateur or professional World cartoonists over the age of 18 or anyone who can draw cartoons – regardless of religion, language or race. 
2 – THEMES: 
A) Olive Subject 
Olive, Olive and Time, Olive and History, Olive and Mythology, Olive and Technology, Olive and Cyprus, Olive and Life, Olive and Peace, Olive and Conflict, Olive and War, Olive and Health, Olive and Women, Olive and Men, Olive and Children, Olive Oil, Olive Branch, Olive Tree, Benefits of Olive, Olive and Olive Mill/Press, Banning of Uprooting, Burning and Cutting Down Olive Trees and so forth. 
B) Free Subject 
Any topic can be drawn. 
3 – The works to be sent to the contest must be in cartoon style. Works in the form of paintings or illustrations will not be accepted. Cartoons must be without text. No brand, item or product name should be written on the cartoons. Only logos or symbols should be used. 
4 – Cartoons sent to the contest must be absolutely BLACK & WHITE and original. Grayscales are not accepted. Size A4 or A3. Each participant must write their name, surname, address, telephone, e-mail information on the back of the cartoon. A photo and a short CV must be sent. 
5 – The works to be sent to the contest may have been published before but should not have won an award. 
6 – After the evaluation of the International Selection Committee Members, the finalist works will be published on the official website of the contest. In addition, the finalist works will be brought to the attention and objection of cartoonists, cartoonist organizations, and international organizations established against similar, imitated and stolen cartoons. If it is documented that any work is similar, imitated or stolen or has previously won an award in another contest (with the date of publication), that work will be cancelled and the next highest scoring work will be taken into consideration. 
7 – It is possible to participate in the contest with any number of works (in Olive or Free subjects), however, a participant will not be given more than one award in each section. 
8 – CARTOONS PRODUCED WITH ARTIFICIAL INTELLIGENCE ARE NOT ACCEPTED!!! Cartoons produced with Artificial Intelligence will be disqualified from the contest. Even if a cartoon that is later understood to be a product of Artificial Intelligence wins an award, its award will be deemed invalid. 
9 – The works must be sent to the specified address by normal or insured mail by 15 APRIL 2026 at the latest. HAND DELIVERY IS NOT ACCEPTED. 
10 – The cartoons sent – whether they receive an award or not – will not be returned; they will remain in the archives of the “International Cyprus Cartoon Museum” to be established by the Cyprus Turkish Cartoonists Association. 
11 – In addition to the works that win awards in the contest, the works deemed appropriate by the Organizing Committee will be published in an album and exhibited within the scope of the 25th International Olive Festival 2026. 
12 – The results of the contest will be communicated to all participants and the press and media. 
13 – All cartoons sent to the contest can be printed and reproduced by the Kyrenia Municipality or the Cyprus Turkish Cartoonists Association using exhibition, card, poster, album, newspaper, magazine, calendar, book, CD and similar techniques. They can also be used on television, video, web pages and social media for promotional purposes. 
14 – By sending works to this contest, participants are deemed to have accepted the terms of the contest. If the works sent are used in the places specified in these specifications, participants accept that they will not seek financial compensation or copyrights today or in the future.

First Prize 800 Euros + Golden Olive Statue

If an artist confirms their attendance at the awards ceremony and has a ticket reservation made, but later changes their mind, they must notify the Organizing Committee in writing 24 hours prior to their flight date. Failure to provide written notification will result in any financial losses incurred due to the ticket reservation being deducted from the monetary prize.

A. Participation 
The contest is open to all cartoonists all over the world, over the age of 18, regardless of nationality, religion, gender and education.

Only the original artworks (up to 5) in digital form sent by e-mail will be accepted. 
Digital works (A4, up to 300 dpi, JPEG or TIFF (NOT Png!) , the maximum length per one artwork 3 MB - Artworks bigger than 3 MB will not be opened neither accepted) with personal information - name, address, e-mail, cartoonist photo and brief CV (.doc format, NOT PDF) should be sent by e-mail.

The cartoons must not be previously awarded.

Conditions of Participation 
Article 1
(Object and copyright)
1. The Sardine Contest is an initiative run by Empresa de Gestão de Equipamentos e Animação Cultural, E.M., S.A, (hereinafter referred to as EGEAC) which aims to encourage everyone´s participation. 
2. The sardine designs submitted as part of this contest are intended to be used freely by EGEAC, under the terms and criteria defined by EGEAC, in any and all materials to be developed within the scope of its activity, including in exhibitions, freely distributed publications, social networks and promotional spots, amongst others. 
3. Ownership of the copyright of the sardine designs submitted as part of this contest belongs to EGEAC for the purposes foreseen here, in accordance with the provisions set out in article 14, paragraph 1 of the Code for Copyright and Related Rights. As such, EGEAC will hold the rights over them as provided for in articles 67, 68 and 159 of the abovementioned Code, namely the right to: reproduce, distribute and publicly communicate the designs, specifically including the right to disseminate them, publish them in the press or display them in public by any other means; to distribute them or disseminate them by any means of sign, sound or image reproduction; to adapt them to any physical structure; to make any modifications to them; to use them within other pieces of work; and to reproduce them, directly or indirectly, temporarily or permanently, by any means and in any form, as a whole or in part. 
4. EGEAC’s use of the sardine designs submitted as part of this contest for non-commercial ends, without any time limitations or other limitations, does not confer on the respective author(s) the right to any supplementary payments or benefits, be they financial or of any other nature. 
5. EGEAC’s use of the sardine designs submitted as part of this contest for commercial purposes will always be the subject of a specific agreement to be detailed in a contract and signed by both parties. 
6. Sardine designs submitted as part of this contest must make reference to their participation in the “Sardine Contest” whenever they are used by their creators or third parties. EGEAC must also be made aware of their use beforehand. 
7. Participation in this contest, through the submission of a design, presupposes the understanding and complete and unreserved acceptance of the conditions set out in these conditions, as well as the specific, informed and unequivocal acceptance of the collection, use, recording and processing of the personal data provided during the application process. 
Article 2
(Participants)
1. The Contest is aimed at all people of all ages: Portuguese nationals; foreigners, both resident and non-resident in Portugal; groups and individuals. 
2. The following persons may not enter the contest: employees or partners of EGEAC or the Câmara Municipal de Lisboa, as well as the spouses, partners, children and parents of the aforementioned persons. 
Article 3
(Conditions of participation)
1. Entries may be submitted individually or jointly (co-authorship), with each applicant allowed to submit a maximum of three sardine designs
2. Entrants are responsible for the originality of the designs submitted, which must be of their own authorship, and are legally liable for any third-party claims relating to copyright, related rights and personality rights or any others arising from the applicable law. 
Article 4
(Essential requirements for design entries)
1. Sardine design entries must be previously unpublished and original. 
2. Design entries submitted must be recognisable as sardines and not confused with other any fish; a sardine-shaped outline is available on the following website: www.egeac.pt 
3. Sardine design entries may be produced using any technique, manually (on paper/cardboard, collages, photographs or three-dimensional objects) or digitally. Manual designs must be photographed and/or digitalised. 
4. Sardine design entries may not contain any element identifying their creator(s), or make reference to brands or logos, including” Festas de Lisboa”. 
Article 5
(Registering for the contest and submitting designs)
1. You can register for the contest by completing the entry form on www.egeac.pt. 
2. Registration of contest entrants must comply with the following guidelines: 
          i) Entries by minors: registration must be completed in the name of the minor, with a parent/legal guardian providing his/her own details in the relevant section; 
          ii) Joint entries (co-authorship): registration must be completed in the name of the person who will be the focal point, with other contributors identified in the relevant section; 
          iii) Entries by entities, companies, educational institutions, IPSSs (Private Social Solidarity Institutions), non-profit organisations, and other groups: registration must be completed under the name of the group, with the person responsible for the entry providing their own details in the relevant section. 
3. Sardine designs must be submitted digitally as part of the registration completed on www.egeac.pt by uploading a JPEG/JPG file (max. 50MB), maximum size of A3 (42cm x 29.7cm) and with a resolution of 300dp 
Article 6
(Contest calendar and announcement of results)
1. The contest calendar is as follows. 
          a) The deadline for the submission of designs is: 18:00 on April 7, 2026
          b) The winning designs will be announced by May 31, 2026. 
2. Contest winners will be informed by email and/or telephone. 
Article 7
(Prizes)
1. 5 (five) winning sardine designs will be awarded prizes. 
2. Each winning design will be awarded a net cash prize of €1,500 (one thousand five hundred euros). 
3. Prizes will be awarded upon the presentation of a receipt in accordance with Portuguese tax law. 
Article 8
(Selection)
1. The 5 winning sardines designs will be selected by a group appointed by EGEAC, which will take the following factors into consideration: 
          a) The design’s creativity and originality. 
          b) The design’s legibility and adaptability to other communication materials. 
2. The appointed group is solely responsible for defining the methodology used to select the 5 winning designs. 
3. The group's decisions will be taken by majority vote and will not be subject to any appeal or claim.

2. The resolution of any queries relating to the interpretation of these conditions, as well as any omissions, is the exclusive responsibility of EGEAC and will be communicated by EGEAC by whatever means it deems appropriate.

It is open to students of all grades and types of schools and to professional artists from all over the world. They are required to submit one or more works developing the themes of peace, tolerance, fight against any form of racism and of defense of human rights
Each competitor may take part in two ways: 
1) JPG format max 1,5 Mb one or more pictures or works of visual art. 
2) Send short films and cartoons of maximum 5 minute length that could also be forwarded in compressed format. The videos can be shot/made in the most common formats (AVI, MPEG, Real Video, QuickTime, Video for Windows ecc.).

HOW TO SUBMIT YOUR WORK 
On each work it is necessary to indicate full name, name of school and grade/class (if students), telephone and e-mail address, city, country. Single students will also have to specify their school address, their age and the class attended. Competitors implicitly authorize the school to reproduce and use their works in the catalogue and in different media for no-profit activities. The organization cannot be held responsible in case of theft, damage or loss of the works. Works will not be returned or retransmitted to their authors. A catalogue will be printed, reproducing a wide selection of the works received after/following up, which later will be sent to competitors free of charge, previous formal request.
