THE 27th INTERNATIONAL OPEN CARTOON CONTEST
FAKE NEWS
REGULATIONS 
I. GENERAL PROVISIONS 
1. The organizer of the open cartoon contest "Fake News" (hereinafter referred to as the Competition) is the Cyprian Norwid Regional and Public Library. The Library is based in Zielona Gora at Aleja Wojska Polskiego 9, entered under number 6 in the Register of Cultural Institutions of the Lubuskie Region (hereinafter referred to as the Organizer). 
2. The co-organizer is the Zielona Gora Wine Society with its seat in Zielona Gora at 37 Lisia Street, entered in the National Court Register under number 49965l (hereinafter referred to as the Co-organizer). 
3. The aim of the Competition is to select the best competition entries of satirical drawings, referring to the theme of this year's edition of the Competition. 
4. The Competition takes place on the terms set out in these Regulations and in accordance with generally applicable laws. 
5. The Competition is not subject to approval in accordance with the procedures set out in the Gambling Act of 19 November 2009. The Organizer declares that the Competition is not a game of chance, a raffle lottery, a mutual bet, a promotional lottery, the result of which depends on the case, or any other form provided for in the Act of 19 November 2009 on gambling. 
6. The Regulations of the Competition are available at the Organizer's headquarters and on the website www.biblioteka.zgora.pl, as well as on the Competition's website www.satyryczny.norwid.net.pl, www.cartoon.norwid.net.pl 
7. Sending a drawing to the Competition is tantamount to accepting all the provisions of these regulations. 
8. Participation in this Competition is voluntary and free of charge. 
II. RULES OF PARTICIPATION 
1. All competition participants must be adults with full legal capacity, involved in satirical drawing on a professional or an amateur basis, who have submitted an application form and any number of original drawings with a minimum A5 and maximum A3 format and made using any techniques, by June 15, 2025, to the Organizer's address:

or in electronic form (works format - A-3 maximum, resolution 300 dpi, JPEG format sent by e-mail to cartoon.contest@norwid.zgora.pl
Any drawings sent by post must be accompanied by an entry form. 
2. Works that do not meet the conditions specified in Sec. 1 will not be admitted to the Competition. 
3. Participants of the Competition cannot include employees of the Organizer or Co-organizer, understood as persons employed with any legal contract, as well as persons who directly participate in the preparation or implementation of the Competition. Moreover, participants of the Competition may not be members of the immediate family of persons referred to in the previous sentence such as spouses, ascendants, siblings, relatives in the same line or degree as well as adopting persons. 
4. Only works that have not been awarded before may take part in the competition. 
5. Each work should be signed by the author. 
6. By participating in the competition, each Participant agrees to the free transfer of the works sent to the Competition to the Organizer and confirms that he is the author of the submitted works and that submitting them to the Competition does not infringe the rights of third parties. 
7. The participants agree to have their works published free of charge by the Organizer and Co-organizer. 
8. By their personal participation in the closing ceremony of the post-competition exhibition, the Participant agrees to the processing of their image through photographs, and to their availability to promote cultural events by the Organizer. 
9. The condition for paying the cash prizes to the winners is their personal participation in the closing ceremony of the post-competition exhibition or indication of the bank and account number to which the award amount is to be transferred. 
10. Participation in the competition as well as works and obligations related to it, including claims for a prize, cannot be transferred to third parties. 
11. The cost of sending the work is borne by the Competition participant. 
12. Works with the following content will not be admitted to the Competition: 
1) calls for racial, ethnic or religious hatred, 
2) material encumbered with the rights of third parties, including copyrights, 
3) material presenting a commercial offer or an advertisement for an institution/company. 
III. COMPETITION SCHEDULE 
1. Announcement and publication of the competition: April 2025. 
2. The deadline for submitting works: until June 15, 2025 
3. Proceedings of the Jury and announcement of the results of the Competition: until June 30, 2025 
4. Opening of the post-competition exhibition: September 2025. 
5. The date of submission of works to the Competition is the date of receipt of the complete documentation (works and application form) by the Organizer. 
6. Works delivered to the Organizer after the deadline specified in Section III, Point 2 will not qualify for the Competition. 
7. The Organizer will immediately notify the Competition participants about the Competition results. 
8. The deadline specified in Section III, Point 2 may be changed in favor of the participants - it may be extended without the need to change these regulations. The Organizer shall notify participants about the change of the deadline in the manner specified in Section I, Point 6 of the Regulations. 
IV. JURY 
1. The Jury consists of cartoonists and persons practically and theoretically involved in art. 
2. The Competition Jury evaluates the entries and decides about awarding the prizes. 
3. The Jury selects works to receive awards/prizes by a simple majority of votes, in the presence of at least 2/3 of the members. 
4. The Jury has the right to finally distribute the prizes, change their amount and quantity. The Jury also has the right not to award a prize. 
5. When evaluating the works, the Jury will take into account, in particular, the artistic value of the drawing, its accuracy in interpreting the subject, and its humorous aspect. 
6. If the Organizer, Co-Organizer or members of the Jury, after or before the awarding of the prizes indicated in the Regulations, receive information that the work sent to the Competition constitutes plagiarism or in any other way violates the law or the provisions of these Regulations, the Organizer, as a result of the decision of the Competition Jury, has the right to: 
1) withhold the award or the handing over of the award until such doubts are clarified, 
2) make a decision not to award a prize in the Competition, 
3) demand the return of a prize already awarded. 
7. The Jury's decisions are final. 
V. AWARDS 
1. The Organizer will provide the following prizes in the Competition: 
1st PRIZE GRAND PRIX - 6000 PLN + statuette 
SECOND PRIZE - 5000 PLN 
THIRD PRIZE - 3000 PLN 
2. Additionally, the Organizer will provide awards and special distinctions, particularly for the author of a drawing made using a traditional technique. 
3. Tax will be deducted from prizes in accordance with the applicable regulations. 
4. The organizer envisages the publication of a post-competition catalogue and the organization of a post-competition exhibition, and reserves the right to select drawings for the catalogue and the post-competition exhibition. 
VI. COPYRIGHT 
1. By entering the Competition, the Participant declares that they have full copyright to the work submitted in the Competition and that the work does not infringe any personal rights, copyrights or other rights of third parties. In the event of a third party with claims related to the work sent to the Competition, the Participant releases the Organizer from any obligations that arise in this respect, undertakes to join the Organizer in disputes related to this, and will cover the costs incurred by the Organizer in connection with claims of third parties related to the competition work. 
2. The organizer undertakes to respect the moral rights of the authors: in particular, to mark drawings with their names or pseudonyms. 
3. When the works are handed over to the Organizer, the authors of the works transfer to the Organizer proprietary copyrights free of charge and for an indefinite period and without territorial limitations in the following fields of use: 
1) employment in the statutory activities and any other promotional, advertising and information activities, 
2) recording and reproducing works - producing copies of the work using a specific technique, including printing, reprographic, magnetic recording and digital techniques, 
3) reproduction by recording on electronic media, 
4) public presentation and display at all open and closed events, 
5) disseminating works by marketing, lending, renting, exhibiting, displaying, as well as making the works available to the public in such a way that everyone can have access to it in a place and time chosen by them, 
6) publishing and disseminating in any promotional, informational, publishing and other materials using the works, 
7) posting on the internet. 
VII PERSONAL DATA PROTECTION 
In connection with the entry into force on 25th May 2018 of the Regulation of the European Parliament and of the Council (EU) 2016/679 of 27th April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repeal of the Directive 95/46 / EC, hereinafter referred to as "the Regulation", in order to fulfill the information obligation specified in Article 13 of the Regulation, we inform about the rules for processing personal data of contest participants and the rights of participants in this contest: 
1. The Organizer is the administrator of personal data of the competition participant. 
2. The Data Protection Officer is Rafal Wielgus, e-mail contact: iod@bhpex.pl, tel. : 68 411 40 00. 
3. Personal data of competition participants will be processed on the basis of the provisions of art. 6 par. 1 letter a of Regulation, 
4. Recipients of personal data of participants of the competition may only be entities authorized in justified cases and on the basis of relevant legal provisions. 
5. The data is obtained from the competition participant. 
6. Personal data collected during the processing will be stored for the time specified by law. 
7. The competition participant has the right to request from the Organizer as an administrator of personal data of the competition participant to access their personal data, the right to rectify them, remove or limit processing, the right to object to the processing. 
8. In the case of information about unlawful processing of personal data, the participant of the competition has the right to lodge a complaint to the supervisory body competent in matters of personal data protection. 
9. Providing personal data by the participant is voluntary. The consequence of not providing the required personal data will be the inability to tak part in the competition carried out by the Organizer. 
10. Personal data of the participant will not be processed in an automated manner and will not be profiled. 
VIII. FINAL PROVISIONS 
1. The organizer reserves the right to change these Regulations: 
1) in the event of changes to the relevant legal provisions, 
2) in emergency situations that could not be foreseen in advance, 
3) in each case for the benefit of the participants. 
2. The Organizer reserves the right to cancel the Competition, in particular in cases such as the following: 
1) when no competition entry has been received, 
2) when no competition entry has met the conditions of these Regulations, 
3) when the work submitted to the Competition exhibit an unsatisfactory artistic quality. 
3. The organizer is not responsible for damage or destruction of the workduring transport or loss of the parcel. 
4. The Organizer is not responsible for any providing of incorrect or false data by the participants, such as may prevent the transfer of the prize. 
5. In matters not covered by the provisions of these Regulations, the provisions of the Act on Copyright and Related Rights, the Civil Code and other relevant provisions of Polish law will be applied. 
6. Matters not covered by these regulations are settled by the Organizer. 
7. These Regulations shall enter into force on 25 April 2025.

TeosFest invites you to draw for ecology!
The festival of the City of Artists, TeosFest, will be held between August 1–10, 2025. As part of the festival, this year’s cartoon exhibition will be organized with the theme of ecology. With the climate crisis, unplanned urbanization, environmental disasters, forest fires, and the effects of fossil fuels, our planet is increasingly being pushed to the brink of catastrophe. To raise awareness of this situation and support the global struggle, we invite you to draw! 
Participation Guidelines: 
1. The exhibition is open to both amateur and professional artists from around the world. 
2. The theme of the exhibition is “Ecology.” 
3. Any technique can be used in the artworks. 
4. Each participant may submit up to 3 (three) works. 
5. Submitted cartoons must be in A4 (21x30 cm) or A3 (29.7x42 cm) size, 300 dpi resolution, and in jpg format. 
6. Artworks must be sent via email to ecologycartoon@gmail.com by July 1, 2025
7. Along with their works, all artists must include their full name and email address.

Family themed International Cartoon Contest, Boyabat 2025, Turkey

“FAMILY” THEMED INTERNATIONAL CARTOON CONTEST

1- The competition will be held in two categories. Amateur and professional adults from all over the world and young people under the age of 18 can participate in the competition. 
2- The subject of the competition is determined as “Family”. 
3- The techniques for participating in the competition are free. Artificial intelligence products will not be accepted to the competition. The works must not have won an award in any competition before. 
4- A digital certificate will be sent to all participating artists. 
5- Participants can send as many works as they want. However, no more than one award will be given to a cartoonist. 
6- The cartoons to be sent must be at least A4 (21 cm x 29.7 cm) and at most A3 (29.7 cm x 42 cm) in size, with a resolution of 300 dpi and in jpg format. 
7- The works that will participate in the competition must be sent to “ailefamilycartoons@gmail.com” by e-mail until the evening of May 28, 2025
8- All artists must send their names, addresses, phone numbers, e-mail addresses, short biographies and a photograph along with the works.

Theme 2026: Security
Security plays a fundamental role in the stability and well-being of modern societies. In an increasingly unstable world, where uncertainty manifests itself in different forms, from geopolitical conflicts to economic crises, ensuring the security of our lives has become an essential priority. Global instability is reflected in many ways. Wars continue to ravage entire regions, forcing millions of people to become refugees, stripped of their homes and their dignity. These humanitarian crises not only challenge the security of those directly affected, but also test the capacity of nations and international institutions to offer effective and supportive responses. The decisions of political leaders play a decisive role in global security. Well-structured public policies can promote peace, economic stability and social cohesion, while hasty decisions or those motivated by unilateral interests can aggravate conflicts and increase the vulnerability of millions of people. Political responsibility must therefore be guided by prudence, transparency and a commitment to collective well-being. Faced with this challenging scenario, it is essential to reinforce the importance of integrated security policies that encompass not only territorial defence, but also human security in all its dimensions. The future of humanity depends on building resilient societies capable of facing adversity with solidarity, innovation and international cooperation. The topic of security, which will be addressed at the 2026 ISCFP, is therefore more topical than ever. Reflecting on it means seeking ways towards a safer, fairer and more stable world for all.

XXIII. YEAR OF THE BIENNIAL OF CARTOON HUMOR AND SATIRE 
THEME Awakening Curiosity 
Curiosity is a fundamental trait of human nature. Children are born curious – they constantly ask questions and explore the world with wonder. But as we grow older, our curiosity often fades. What if we could awaken it again? Curiosity means asking questions, exploring, wondering “what if?”, “why?”, “how?”. It is the spark of knowledge, the engine of change and creativity. The slogan “Awakening Curiosity” stems from the vision of the European Capital of Culture Trenčín 2026, which believes that culture has the power to ignite people’s interest in the world, in others, and in the future. The biennial’s theme invites you to use humour and satire to depict moments when curiosity is awakened – whether through unexpected questions, absurd situations, a child’s perspective on the world, or the sudden spark of insight that lights up our minds. What would the world look like without curiosity? And what could it become, if we rediscover it? 
COMPETITION DEADLINE

COMPETITION PROPOSITIONS 
• Each author can participate in the competition with a maximum of three works that have not been awarded in other competitions and are exclusively wordless. Works created by AI will not be accepted into the competition. 
• The author sends together with the work a completed participation form which he downloads from the website www.galeriahumoru.sk and fills it in Slovak, Czech or English. 
• The competition is open to anyone over 18 years of age. The method of artistic execution is not limited. 
• The works should not exceed the A3 format. 
• The competition is non-anonymous. Each drawing must be marked on its back with the name and the full address of the author and place the author’s signature on the front page (name, 1/XX). 
• The submitted drawings will not be returned to the authors but will become the property of the Municipal Cultural Centre in Nové Mesto nad Váhom. Works are to be delivered by post to the address:

• The file name must match the following pattern:

• Material and financial prizes are awarded at the ceremonial opening of the Novomestský osteň exhibition which will be held on September 19, 2025. In the case you will not be able to participate in person, the prizes will be sent to you. 
• The jury of the competition reserves the right not to award any of the above mentioned prizes, or to award 10 honorable mentions or other special prizes. The jury’s decision is final. 
• By participating in the competition, the participant confirms that he is the author of the works (works created by AI will not be accepted into the competition) and agrees that the organizer of the competition has the right to publish the works on the Internet or in other media and also to use them in any other way without restriction. 
• By sending the works, the author declares that the organizer of the competition has the right to reproduce copies for publication free of charge in electronic means, in printed media and other sources without further consents and rewards. 
• Entries may not infringe copyright or the rights of others, may not infringe confidentiality or contain defamation or insult to any company, community or person. 
• The author sends together with the work a completed participation form which he downloads from the website www.galeriahumoru.sk and fills it in Slovak, Czech or English. 
• By sending the completed form, the author or his legal representatives agree to the processing of their personal data for the purpose of organization of the competition.

International Cartoon Contest "Cultuursmakers", Antwerp 2025, Belgium


Binding terms and conditions 

Theme: “Every drop of water matters” 
Deadline: July 31st 2025 

1. Participation 
Anyone aged 18 and over can participate in this international contest. Participants declare that they agree with the terms and conditions of the contest, and the jury’s decisions. Participation is free. The deadline is July 31st 2025

2. Definition of a cartoon 
A cartoon is a humorous drawing without explanatory text. This can be a parody of a current situation or simply an image of a comic situation. This cartoon can consist of a single image or take the form of a short comic with a maximum of 3 drawings. Moving images are not allowed. 

3. Theme 
The theme of this contest is “Every drop of water matters”. 
Water is an essential but vulnerable resource that is under pressure worldwide due to climate change, population growth and rising demand. Water scarcity is affecting more and more regions and threatens ecosystems, agriculture and human livelihoods. Only 3 % of all water on earth is freshwater, most of which is not immediately available. The unequal distribution of water is exacerbated by human activities and the climate crisis, leading to droughts, floods and pollution. Our water footprint is large, and conscious water consumption is necessary to combat scarcity. Together we can contribute to a more sustainable water distribution. Alone we are a drop, together we form a river. If you would like more background information on the theme go to “Every drop of water matters”. 

4. Submissions 
Each entrant may submit a maximum of 5 entries (color or black and white) in A4 format. 
All drawings must be submitted digitally in sufficiently high quality: A4 600 dpi with a maximum size of 8 MB. Accepted file formats are jpg, png, psd, eps and pdf. 
The drawings must be original, i.e. not previously awarded, published or exhibited. They may not be provided with text, nor may the name 'Cultuursmakers' and the logo of the association be used. 
Entries are made through this website where a registration form can be filled in and files can be uploaded immediately. 
The participant agrees that the personal information (name, e-mail, address) will be used to inform her/him about the competition. 

5. Originality of the works 
The participant is responsible for the originality of his works. Disputes and possible claims with regard to all forms of plagiarism, etc. are the responsibility of the participant. 
By participating, the participants agree to the terms and conditions of the cartoon contest and entitle the organizing association the right to publish the submitted works in the cartoon brochure and to use them for the promotion of the cartoon expo. For any other use of the cartoons, the cartoonist will be asked for permission in advance. 

6. Jury 
A professional jury makes a selection for the cartoon expo from the entries received and appoints the prize winners. Determination of plagiarism will result in exclusion from the entry. If, after the announcement of the prizes, plagiarism appears to have been committed, the jury may withdraw the prize after deliberation. 
The laureates will be announced during the opening of the first cartoon expo. There will be no communication whatsoever about the contest. However, the organizing association will inform all participants whether they are among the winners or whether their work has been selected for the traveling cartoon expo. 

7. Award ceremony and cartoon expo 
The winning cartoons, supplemented with an exquisite selection of the submitted cartoons, will travel through Flanders and Brussels with traveling cartoon expos from February 2026 till the end of December 2026. Each cartoon is accompanied by the name of the cartoonist and the country. The award ceremony will take place during the opening of the first cartoon expo. 
The participant lends his works to the organizing association for the purpose of organizing the traveling cartoon expo up to and including December 2026. The awarded works become the property of the organizing association. 

8. Cartoon brochure 
A digital and paper cartoon brochure will be published. Selected participants will receive a digital version and are entitled to one paper copy that they can obtain free of charge upon simple request. However, they are responsible for the postage themselves or collect the brochure themselves from the organizing association. 

9. The prizes 
1st prize: 1.000 euros 
2nd prize: 500 euros 
3rd prize: 250 euros 
Prize for best Flemish entry: 250 euros 
Audience award: 250 euros (this prize will be awarded after the last cartoon expo)
